DR-90-001 - Fireman, 13385 Surrey Ln. The Planning.'Commission reviewed the proposed change to allow a 4'-6" addition to the approved plan. The result of the addition was the extension of a single story room which would add 90 sq. ft. to the total square footage, well within the allowable foot- age. The applicant responded to questions regarding the orienta- tion of the proposed expansion. The Planning Commission agreed that the change was minor and could be considered at an adminis- trative level. 2. DR-90-029 - Calebotta, 14240 Paul Ave. The applicants presented the survey which indicated the setbacks were less than the site plan initially shown. The applicants indicate they will reduce second story to reconcile the survey information. The Planning COmmission then discussed window treat- ment and the privacy impacts, The Planning Commission reiterated its concerns regarding the windows facing the south and north neighbors. The applicants would prefer to keep the windows and make them obscure. 3. DR-90-018 - Williams, 18396 Purdu~ Dr. The applicants presented studies of three alternative elevations and discussed techniques they used to address the mass and bulk concerning the second story addition. The Planning Commission then discussed their concerns regarding the compatibility of a second story in a one-story neighborhood. 4. Noise Ordinance Revisions The City Attorney provided an overview of the status of the draft indicating it is staff's intention to further refine the ordi- nance. The City Attorney responded to questions from the public and the Planning Commission. Questions concerned the enforceabil- ity of ordinance, relationship to the General Plan, alternative stand- ...Committee-of-'6.-Whole Report ~ ~ 8/14/90 ~ Page 2 ards, exceptions for reasonable social events. The Planning Com- mission received the comments and concerns of the neighborhood regarding Noise Ordinance and the immediate need for its implemen- tation. 5. Tree Protection Ordinance The Planning Director and the City Attorney explained the need to extricate the Tree Ordinance from other housekeeping ordinances. Barrie Coate presented his comments regarding both the existing ordinance and the proposed draft. The Planning Commission con- curred the staff should work with a Planning Commission subcommit- tee to devise a comprehensive revision to the Tree Protection Ordinance. The subcommittee was assigned to consist of Meg Cald- well and Dick Siegfried and are to prepare an abstract of the ordinance for discussion by the full Commission and staff at the August 28th study session. The Planning Commission then discussed the other amendments to the Code and expressed some question regarding the need to amend the City's definition of square footage to allow enclosed balconies that contribute positively to the proposed architecture. 6. DR-89-041 - Villas Masson, 13150 Saratoqa Avenue Dick Oliver presented color schemes depicted on a sample street- scape. While the Planning Commission felt that the earthtone palette was the appropriate direction, there was concern over the darkest color as it contained too much pink. The developer also discussed several other minor changes. The consensus of the Planning Commission was for staff to review the changes and bring any concerns back to the Planning Commission for consideration. 7. DR-90-036 - Chin, 21427 Saratoga Hills Rd. The Chins and their architects discussed various code conforming alternatives and the reasons why they felt they would not work or achieve their objectives. Various Commission members discussed their positions on granting the variance. Several Planning Commissioners felt there were practical hardships related to the design of the house and the topography. Others indicated their concern regarding making the required findings.
