HomeMy WebLinkAbout10-16-1990 Planning Commission Minutes CITY OF SARATOGA PLANNING COMMISSION COMMITTEE-OF-THE-WHOLE REPORT DATE: October 16, 1990 PLACE: Community Center Arts & Crafts Room 19655 Allendale Avenue TYPE: Committee-of-the-Whole meeting Attendance: Gillian Moran, Richard Siegfried, Ann Marie Burger, Karen Tucker, Meg Caldwell Staff: Stephen Emslie, Planning Director ITEMS OF DISCUSSION 1. DR-90-048 - Rinaldo, 14070 Saratoga-Sunnyvale Road The Planning Department p'rovided an overview stating that the purpose of the study session was to explore the compati- bility of the proposal with the older character of this section of Saratoga-Sunnyvale Road. The owner indicated that they were open to alternate archi- tectural styles but requested specific Planning Commission direction. The Planning Commission recalled their concern that the immediate homes were more=historic in nature and the pro- posed home would overpower adjoining development. The applicant felt that the proposal was an improvement to the neighborhood and was compatible. Meg Caldwell discussed the problems experienced on Canyon View with large .two story homes on small lots. She stated the home was massive and bulky. She favored a one story solution to this site. Gillian Moran felt the Mediterranean style was inappropriate for the site. Dick Siegfried had no problem with height or size but would defer to the Commission regarding the style. Ann Marie Burger was concerned regarding the style and proposed color. She also felt that the tree removal would make the site more visible.' 2. SD-90-003, UP-90-003, DR-90-034 i Peninsula Townhomes, 12297 Saratoga-Sunnyvale Road The Planning Director stated the study.session was requested ~ ~ by the a to present alternate to address the Planning Commi'ssion's concern regarding over building, lack of open space and lack of parking. The architect presented design alternatives and responded to questions. Dick Siegfried favored the cottage design alternative for its sense of open space. He was concerned about the ramping to the below grade parking.. Ann Marie Burger favored the cottages because it addressed her three story concern. 0 Meg Caldwell liked cottage proposal #1 because of its sense of open space. She would be interested in providing some usable open space. She wants open space areas for the various alternatives. Karen .Tucker prefers cottage #1 but is concerned about subterranean parking for safety reasons. The applicant asked if the Planning Commission would consid- er relaxing the parking standard for the retail portions. 3. DR-90-048 - Hodges, 19875 Park The Planning summarized the revisions made to the plans made since the public hearing. 1. The height was lowered to 18 feet; 2. Reorientation of the garage; 3. Deletion of carport and guest house; 4. Relocation of garage to the corner of the setback line. The neighbors discussed their concerns about the skylight being visible at night. Dick Siegfried liked the garage solution but still was concerned about the skylight. Ann Marie Burger was still concerned about the skylight but liked the garage with no skylights. She also remarked that the house height was an improvement. 4. DR-90-055 i Handa, 20315 Calle Montalvo The Planning Director indicated that the study session was scheduled to allow the Planning Commission to visit the neighbor's property and other site conditions. The applicant's contractor discussed the perceived building height, and the location of existing trees and shrubs. Di The applicant does not want a one story addition and feels the plan meets all City requirements and, therefore, should be approved. The neighbor: eiterated their concerns regarding view and privacy impacts. 5. AZO-90'004 - City of Saratoga, Residential Open Space Zone The Planning Director provided background and an overview of the reasons the new zone district was necessary. He re- sponded to specific Planning Commission questions and empha- sized that creation of the zone was necessary in order to establish pre-zoning for areas outside the City. The Plan- ning Commission indicated the following concerns regarding the draft provisions: 1. Golf courses should be added as a conditionally permit-- ted use. 2. Reconsideration of the 6.,000 s.f. limit on all building. The suggestion was made that the accessory structures should not be counted in the house size limit. 3. Clustering may be an advantageous technique to acquire more meaningful open space.
