TYPE: Co~ittee-of-the-Whole Attendance: Ann Marie Burger, Gillian Moran, Thomas Tappan, Meg Caldwell ITEMS OF DISCUSSION 1. DR-88-100, V-88-043 - PROLO, 19841 GLEN UNA DR. Revision to approved plans - new retaining wall and deck configu- ration. Planning Director Emslie presented the revisions. Greg Maronne questioned the Commission on whether or not it was necessary for the modifications to be reviewed by the Commission. They con- curred it was. He then presented the deck and terrace changes. The Commission agreed that staff could approve the modifications for the phased rear deck/stairs/landing with perimeter planter areas. 2. DR-89-077, V-89-019, UP-89-009 ~ NEALE, 14230 SARATOGA-SUNNYVALE Revision to approved plans - move carport to a different location on site. Planning Director Emslie presented the revisions. The Director stressed the effect of the revisions on minimizing grading im- pacts on the adjacent oaks. The applicant then discussed the proposal. The Planning Director noted that the Planning Commis- sion would need to approve the modifications to the original variance request. The Commission directed staff to proceed with the application. 3. V-90-009 - FARA, 12385 PARKER RANCH RD. Request to decrease the height of a previously approved accessory. structure by 3 ft. 6 in. in order to construct a flat roof in the NHR zone district. The request also involves exterior modifica- tions to the accessory structure by removing portions of the exterior siding. Planning Director Emslie presented the revision request. The applicant presented their request to the Planning Commission in light of market restrictions' on developing the full project. The Planning Commission directed staff to proceed with the changes. ..~-Committee-of-the-O~le Report 12/4/90 "~ 4. DR-88-062 - LUTHRA, 14151 TEERLINK WAY Request for Planning Commission review to approve exterior colors of a previously approved two-story residence in the NHR zone district per condition #10 of Resolution DR-88-062. Planning Director Emslie presented the color proposal. The Planning Commission directed staff to approve the Haze Grey color chip. 5. SD-88-008 - ROGERS AND BROOK, SAN MARCOS HEIGHTS The applicant is requesting Planning Commission review of the following subdivision items; guard railing along the culvert overpass and either a chain link or wrought iron temporary con- struction period gate at both Crisp Ave. and Gypsy Hill Road. Planning Director Emslie presented the requests. The applicants were present to discuss their proposal. The first item was the guardrail proposal for the culvert crossing. The Planning Com- mission was favorable to the proposed railing but requested staff to review alternative materials with the applicant (natural, i.e. stone, wood). The next item of discussion was with regard to the temporary perimeter fencing and the gate structure. Neighbors were present to voice objections to the subdivision and any Comment on the proposal and the absence of an access road barri- er. The Planning Commission directed staff to schedule the item for a public hearing. The general consensus, however, was the entrance gate be as "temporary" looking as possible (i.e., chain link). Temporary entrance cyclone fencing, however, was approved until the item is heard at a public hearing. Guard railing should be included at the public hearing as well. ADJOURNMENT - 9:15 p.m.
