Action Minutes
I. Call to Order
The meeting was called to order at 7:35 p.m.
II. Roll ga~l
Commissioners Present: Foscato, Grantham, Manzo, McLaughlin,
Towse
Commissioners Absent: Ceppos, Sessler
Others Present: Dolly Barnes, Susan Fuller, Elayne Dauber, Pat
Johnson, Ruth Gipstein, Irene Jacobs
III. Report on Posting of commission Agenda
Pursuant to Government Code 54954.2, the agenda was properly
posted on June 20, 1997.
Commissioner Grantham made a motion to place the items of new
business first on the agenda so as to accommodate the guest
speakers that had been invited to make presentations to the
Library Commission. Commissioner Towse seconded the motion
and the vote carried with a unanimous vote. (5/0)
IV. New Business
Elayne Dauber and Pat Johnson gave a presentation to the
Library Commission on the efforts that Los Altos and Los Altos
Hills had made in the expansion of their library. They had a
slew of information to share with the commission related to
their first-hand experiences in fundraising, polling and
selecting a campaign committee. There was lengthy discussion
following the presentation allowing commissioners the
opportunity to pose questions and hear responses.
V. Old Business
a. Polling: There was discussion about the necessity and
feasibility of an official poll of the community on the
library expansion. The discussion revolved around the
different polling options available and the possible sources
of funding.
b. Expansion Timetable: Commissioner Grantham informed the
group that so far, the Commission was on target and proceeding
according to the timetable that had originally been mapped out
for council.
c. Campaign.CQo~dinator: Marcia Manzo, the Commission chair,
asked all members to brainstorm and to come to the July
meeting with the names of possible campaign coordinators.
VI. Reports
~gsap Fuller, ..... County Librarian: Susan Fuller informed the
Commission that Julie Farnsworth is now on staff as the new
Deputy County Librarian. She is replacing Janice Yee who
retired after numerous years of service with the county. She
also reminded the group that the CAC would be meeting on July
2, 1997 and the central discussion will revolve around
censorship and the Internet. Commissioner McLaughlin will
serve as the Chair's alternate since she will be unable to
attend this July meeting.
Regarding the controversial issues revolving around minors and
access to the Internet, Ms. Fuller reported that she is
meeting with representatives from The Center of Applied Ethics
at Santa Clara University. They have dealt with similar
issues in the community and her hope is that they might be
able to lead some future discussion groups.
Dolly Barnes. Community Librarian: Ms. Barnes reported that
thus far the Saratoga Library had signed up 600 children on
the summer reading program. A new Children's Reference desk
has been purchased by the Friends of the Library for the
Library. The new morning programs sponsored by the library
have been quite successful. The most recent program focusing
on gardening had more than 50 patrons in attendance.

The Friends of the Library will be represented at the Fourth
of July celebration taking place at Montalvo and everyone was
invited to participate.
Irene M. Jacobs, City Staff Representative:
Staff member Jacobs gave the Commission an update on issues
related to most the recent reorganizational changes.
Ruth Gipstein, Friends of the Library: commissioner Foscato
was unable to attend the meeting so Ruth Gipstein reported
that the Book-Go-Round was doing very well.
Sally Towse~ Library Foundation: Ms. Towse reported that they
are working to expand the Foundation's number of board
members.
vii.Oral and Written communications: The Commission received a
copy of a letter that had been addressed to the Chairperson of
the Joint Powers Authority from the Mayor of Gilroy. The
letter stated that at their June 2, 1997 meeting, Gilroy's
city Council adopted the position that their city opposes the
access of pornography on the Internet by minors. They
requested that the JPA do all in their power to prevent access
to pornography by minors.
VIII.Adjournment
Commissioner Grantham made a motion to adjourn the meeting
and Commissioner Towse seconded the motion. The motion
carried and the meeting was adjourned at 9:25 p.m. (5/0)
