Saratoga Community Library - Community Room
June 26, 1995

Action Minutes
I. Call to Order
The meeting was called to order by Chair Towse at 7:30 p.m.
II. Roll Call
Commissioners Present: Ceppos, Foscato, McLaughlin, Sessler, Towse
Commissioners Absent: Grantham (out-of-town), Manzo (ill)
Others present: Dolly Barnes, Saratoga Librarian, Susan Fuller, County Librarian, Sam
& Suzanne Mitchell, library volunteers/visitors
III. Report on Posting of Commission Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted.
IV. Approval of Minutes of May 24, 1995
Minutes were approved with no corrections.
V. Old Business
A. Saratoga Community Library Foundation
Towse reported that former Commissioner Skow made a donation to the
Saratoga Community Library Foundation prior to moving to Quincy, CA. The
Foundation Board has not met yet this summer but plans to meet later this
summer to organize a fundraising campaign later this year.
Vl. New Business
A. Debrief of the Joint Meeting with City Council of June 27, 1995
Discussion relative to funding for Sunday hours which will not be funded in
whole or part by the City of Saratoga for the 1995-1996 fiscal year.
Total cost for Sunday hours is $23K. City of Monte Sereno is not providing
funding for 1995-1996 (for reasons other than those given by the City of
Saratoga). Without MS or S funding, county match funds will not be provided.
Total funding needed will be $23K.
Options:
1. Funding by Friends of the Saratoga Libraries
Towse reported that there was some doubt whether Friends could make
decision to fund before September.
McLaughlin stated that the Commission shouldn't presume that Sunday
hours funding would be the best use of Friends' budget.
2. Book monies shift ?? [this option was recommended by Fuller]
this year: $129,956 adult

$212K total materials budget
JPA would need to approve shift from materials to salaries.
question arose as to what $ spent for videos and CDs. Cost of new CD-
ROMs for library >$18K.
3. Library_ hours shifted from mid-week to cover staffing for Sunday hours.
#Hours at each Library is different due to the formula. Measure A
guarantees a base level of 30 hours/week for each Library.

Measure A: M(1-9) T(1-g) W(10-g) Th(10-9) F(10-6) Sa(10-6)
4. Commission decided to schedule an adjourned regular session for
Wednesday 19 July, 1995 at 7:3.0 p.m. at either the conference room
at City Hall or, if that room were not available, at the Book-Go-
Round.
Information requested of Barnes/Fuller/SCCo Library:
a) Precyse $ for mater/a/s budget for 1994-1995
b) Est/mated $ for materials budget for 1995-1996
Recommended hours to shi# from with/n the week to staff Library
for Sunday hours, recognizing that shift differentials and such
come into the recommendation.
VII. Reports
A. Susan Fuller, County Librarian
1. JPA Meeting 22 May 1995 - Orientation
By-Laws approval
Conflict of Interest code adopted
Accepted $ from North County Library Authority (LA and LAH)
Decided to keep meeting location in one place. Need to decide on
place
Next meeting is October 26th in Gilroy.
2. Forums w/SJMN a success. Discussion of schedule for future forums.
3. 01July95 will be the "big" day. Monday, July 3d will be the actual first
day that patrons will really see the results of Measure A.
Distributed sheet with hours for all county libraries, effective 01July95.
B. Dolly Barnes, Saratoga Community Librarian
1. Hiring and training new staff.
2. Has told staff to tell patrons that Library is "uncertain" whether Sunday
hours will resume in September.
3. Summer reading program has begun. Theme is "Mysteries."
C. Sally Towse, Chair
The City Council will be discussing the 1996-1997 budget at a meeting
scheduled for 11July95 at 7:30pm in the City Hall conference room.

IX. Adjournment
The meeting was adjourned until 7:30 p.m. on July 19, 1995. Meeting location to be
announced.
