PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: REGULAR I. ORGANIZATION A. ROLL CALL Present: Commissioners Pierce, Ward, Vallone, Franklin Clemens, Saunders Absent : Commissioner Pakula Others Present: Roy Swanson, Sharon Trejo, John Saunders,Jr. Chairman Vallone called the meeting to order. B. MINUTES The minutes of the November 4, 1985 were approved as read. II. OLD BUSINESS None III. NEW BUSINESS A. DEVELOP A LIST 0F PRIORITIES, PROJECTS, PROGRAMS The Commission discussed the priorities, projects and programs that we would like to see brought before Council for their consideration as to what issues will be given top priority for 1986-87. Priorities: 1) Median rehabilitation, beginning with Hwy 85, Prospect Road to railroad tracks; 2) restrooms at E1 Quito Park; 3) parking at Congress Springs Park. Projects: 1 ) Median rehabilitation; 2 ) recommend the Warner Hutton house be relocated on City property between City Hall and Wildcat Creek; 3) restrooms at E1 Quito Park; 4) parking at Congress Springs Park; 5) parking at Wildwood Park; 6) completion of planned improvements as listed in the Commission's park update report (list attached). Programs: 1) Develop a program for maintenance of park restrooms and park equipment; 2) higher level of maintenance for all parks (upgrade maintenance system); 3) hire a consultant to study Kevin Moran Park in preparation for refurbishing; 4) begin a program to take inventory, maintain and preserve heritage trees; 5) greater involvement with recreation programs. Studies: 1) Increase the City's tax base (recommend that the Paul Masson site be used for commercial development as a possible revenue source); 2) City should facilitate application process for those interested in building or improvements (process now 1 discourages applicants, for example only 3 applications for the Paul Masson site); 3) Central Fire District should serve all of Saratoga to reduce confusion of who serves in what areas; 4) Congress Springs parking; 5) build freeway - 8 lanes; 6) rebuild Saratoga's image to the rest of the county; 7) finish parking lot at City Hall. In order to provide more departmental interaction between the Commission and the Recreation Department, we will ask a representative of the Recreation Department to attend the next Commission meeting and to occasionally attend future meetings. B. FREMONT HIGH SCHOOL SITE PARK DEVELOPMENT OPTIONS Commissioner Pierce recommended writing a letter to Council to strongly oppose the plan to create a private park on the Fremont High School site. The Commission's memo to Council of March 18, 1985 stated that it was the Commission's desire to develop a public park to serve the residents already living in that area. The Commission would opt to use the money for other park development rather than use the land for a private park. IV. COMMISSION AND STAFF REPORTS A. CITY COUNCIL MEETING ATTENDANCE LIST February - Mark Pierce; March - Fran Franklin; April - John Saunders; May - Rich Vallone; June - Terry Ward; July - Roger Clemens. B. PARK UPDATE REPORT The Commission approved the final draft of the Park Update Report for presentation to City Council. V. COMMUNICATIONS A. MEMO TO CSO'S RE: SURVEILLENCE OF EL QUITO-PARK Roy reported that most of the problems at E1 Quito seem to have disappeared. This is partly due to the surveillence (two arrests were made), partly because the back gate is now kept locked, and partly because of the weather. The CSO's should keep up the surveillence for the next six months and report on their findings at the end of that time. C. B.A.P.R.C.B.M.C. INSTALLATION AND AWARDS DINNER Installation and awards dinner will be held Saturday, February 1st in Pacifica.
