ORGANIZATION
A. ROLL CALL
Present: Commissioners Vallone, Saunders, Clemens,
Franklin, Pakula, Pierce
Absent : Commissioner Ward
Others Present: Dan Trinidad, Roy Swanson, Sharon Trejo,
Peter Callander, Bill Harris, Ed Gomersall
Chairman Vallone called the meeting to order.
B. MINUTES
The minutes of the January 6, 1986 meeting, Section III,
A, Studies #3, amended to read "Central Fire District
should serve all of Saratoga for improved service to all
of Saratoga". Commissioner Pakula suggested adding,
under priorities, heavy planting should be done
immediately in parks that back up to Highway 85 so that
plants will be large enough to be effective sound
barriers when 85 is constructed. Commissioner Clemens
asked that the report to the City Manager on the Parks
and Recreation Commission's priorities, projects and
programs, be clarified to state that these items were
suggestions by the Commissioners and were not voted on.
II. OLD BUSINESS
A. GYPSY HILL SUBDIVISION
After a brief discussion, the Commission opted to retain
the easement until there is an opportunity to thoroughly
review the Trails Master Plan.
III. NEW BUSINESS
B. REVIEW CONSTRUCTION PLANS FOR SARATOGA-SUNNYVALE
MEDIANS
Callander Associates Landscape Architects have completed
the construction plans for the Saratoga-Sunnyvale
medians, they were presented to Council on January 15th.
Council was concerned about the cost estimate being over
the cost on the Master Plan and asked the Commission to
review the plans and overruns and give a recommendaton at
Council's Tuesday study session. Dan introduced Peter
Callander and Bill Harris of Callander Associates who
displayed drawings and explained the reasons for cost
overruns as follows: 1. additional drainage work as
indicated by Caltrans, $17,000; 2. added one island to
project, $1~,300; 3. Economy of sca_ (doing a small
project vs. a large project); 4. inflation $6,330; 5.
Estimate precision (based on level of detail on
conceptual plans compared to preliminary plans and exact
topographic survey) A savings of $16,920 can be realized
if the segment between Cox Avenue and Blauer Drive is
done at the same time as the segment between the Railroad
and Cox Avenue. Mr. Callander suggested an alternative
of designing the whole project now and completing each
section as funds become available. The Commission
discussed all phases of cost overruns and possible
alternatives for cutting costs with the architects.
Commissioner Pierce moved to proceed with the development
of both segments and complete all medians from the
Railroad to Blauer. Commissioner Saunders seconded,
motion approved, 6-0. Representatives of Callander
Associates will attend the February 11th City Council
Study Session.
C. REVIEW OF CONGRESS SPRINGS CONSTRUCTION PLANS
The Commission reviewed the Congress Springs Park Master
Plan and basically approved the plans but requested that
the multi-purpose courts at the southeasterly corner be
modified to accomodate two tennis courts with an optional
plan for an additional sport court. The Commission
wishes to go to bid soon so that construction can start
in the spring, beginning with the restroom/storage/snack-
shack and parking. Dan will contact Tony Morici of
Little League to discuss the leagues share of the costs.
A. HCDA PROJECT PROPOSAL SOLICITATION
The Commission will submit a proposal for restrooms at E1
Quito Park for consideration for HCDA funding.
IV. COMMISSION AND STAFF REPORTS
A. CITY COUNCIL MEETING ATTENDANCE LIST
Attendance lists were approved. Commissioner Pierce will
present copies of the Parks Update Report to the City
Manager and Council at the February 5th meeting.
B. COPY OF PRIORITIES PROJECTS PROGRAM ETC.
Priorities, projects, programs will be changed to reflect
they are only suggestions and were not voted on by the
Commission.
V. COMMUNICATIONS
A. MERCURY NEWS ITEM RE: BERKELEY BOTANICAL GARDEN
Deferred to March 10th meeting.
