PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: REGULAR Chairman Vallone called the meeting to order. I . ORGANIZATION A. ROLL CALL Present: Commissioners Pierce, Vailone, Saunders, Franklin, Pakula, Clemens Absent : Commissioner Ward Others Present: Dan Trinidad, Roy Swanson, Sharon Trejo, Joan Pisani, Bill Heiss B. MINUTES Approved as read. OLD BUSINESS A. MEDIAN DEVELOPMENT Council is in agreement with the Commis s ion' s recommendation to develop the Sunnyvale-Saratoga medians, from the Southern Pacific Railroad to Blauer, B. CONGRESS SPRINGS PARK Council also authorized us to proceed with bids on the Congress Springs Park Project and agrees with the Commission recommendation to build 2 ful 1 tennis courts and a multi-purpose sport court. C. GYPSY HILL SUBDIVISION Bill Heiss of Jennings-McDermott-Heiss displayed a map showing an alternate trail plan for the Gypsy Hill Subdivision. Mr. Heiss showed that the Commission's choice for a trail location would be in the back yards of the new homes, would cause too many trees to be removed, have poor grading and create a potential liability. He indicates a trail will be located along Sobey Road, Chester Avenue and the designated Street A within the trail would also be extended to the westerly property line. The Commission unanimously approved those trail locations on the condition the trail be extended along the westerly boundary of lot #10. III. NEW BUSINESS A. COMMUNITY CENTER RECREATION ACTIVITIES Joan Pisani, Community Center Manager gave a background of the Community Center and its origins and an outline of its past and present activities. Commissioner Pierce Parks and Recreation Commission Minutes-March 10, 1986-continued mentioned the lack of sports activities and Joan explained that it is mainly the lack of restrooms in the parks that prevent scheduling of sports. Commissioner Franklin suggested using volunteers in E1 Quito Park as recreation leaders to encourage use by Seniors. Commissioner Clemens suggested having fund raisers to promote income for the department. The Commission feels that Joan should become a regular attendee at the Parks and Recreation Commission so the two departments could work more closely and provide more support to one another. This will be suggested at the joint meeting with Council in April. IV. COMMISSION AND STAFF REPORTS A. BERKELEY BOTANICAL GARDEN Commissioner Franklin suggested the Commission consider a small garden of native California plants, similar to the Berkeley Botanical Garden, as a future project. Roy feels that a perfect location would be the 5 1/2 acre Nelson Property, located at Pontiac and Saratoga Hills Road near Reid, and will find out the status of the property. There is a $175,000 trust involved. B. HCDA PROJECT PROPOSAL Commissioner Val lone announced that we missed the deadline to submit a project. Will try to find funding for restrooms elsewhere. Dan mentioned that Council received the Commission's report on City parks very well and is anxious to meet and discuss priorities. Commissioner Vailone suggested having a working meeting to decide priorities prior to meeting with Council. V. COMMUNICATIONS A. LETTER FROM RICHARD OLIVER Dan reported that Council had determined that the park on the Prospect School site would be a public park. The developer is making final plans and the final map will show the park in the exact location that the Commission suggested. In a letter to the Parks and Recreation Commission, Richard Oliver, Dividend Development Corporation, indicates his desire to have a low maintenance type grass (tal 1 fescue) planted and instal 1 a par course and have the City maintain it. Dan exlained that, while the Commission has no power to make them develop the park, they can oppose planting grass without an irrigation system or opt to leave it as an open field. Roy suggested an option of planting a native flora mix and use natural irrigation. Dan pointed out that the homeowners could be assessed for maintenance through the Landscape and Lighting Act if the developer plants and Parks and Recreation Commission Minutes-March 10, 1986-Continued the City maintains the park. Dan will instruct the staff to work with the developer to come up with an agreeable solution. VI.
