Chairman Vallone called the meeting to order.
I. ORGANIZATION
A. ROLL CALL
Present: Commissioners Val lone, Pierce, Clemens,
Franklin, Ward, Pakula and Saunders.
Others Present: Dan Trinidad, Roy Swanson, Sharon Trejo,
William Sheridan, Thomas Reddick, Ed Gomersall
B. MINUTES
Minutes of the March 10, 1986 meeting approved as read.
II. OLD BUSINESS
A. CONGRESS SPRINGS PARK
Dan explained that since only 2 bids were received on the
Congress Springs Park Project, both exceeding the budget
by $150,000, the bids were both rejected and the plans
revised to lower costs. The project was separated into
two divisions, landscaping and restroom/concession stand,
and bids will open April 29th. The schedule for
completion will remain the same. We will contact the
leagues to work out details of their commitment to
contribute funds for the restroom/concession portion of
the project.
III. NEW BUSINESS
B. DOGS IN PARKS
After public hearing, in which Mr. Sheridan and Mr.
Reddick expressed their concerns regarding dogs in the
parks and dog owners unwillingness to comply with the
posted codes regarding leashlug dogs and cleaning up
after them, there was much general discussion regarding
possible solutions. The Parks and Recreation Commission
formulated the following recommendations: 1) Post signs
clearly stating the City Codes and maximum penalty for
violations. 2) Instruct the Community Service Officers
to begin a program of first warning suspected violators.
3) After no more than two (2) weeks of warning, begin
issuing citations. Before beginning this program a press
release should be issued to make citizens aware of the
strict enforcement of policy. Staff will also check into
Palo Alto's reported dog run/sandbox program.

A. WORKING MEETING TO DISCUSS-PRIORITIES
Chairman Vallone suggested that since previous issues
took more time than expected, discussion of priorities
would be held over for the May 5, 1986 meeting. The
Commission was asked to review the park report and note
their priorities in preparation for next month's meeting.
IV. COMMISSION AND STAFF REPORTS
A. REPORT ON CPRS/NRPA CONFERENCE
Commissioner Clemens related some interesting bits of
information gathered at the CPRS/NRPA conference
including a description of some of the ways other cities
brought their communities together and at the same time
raised funds for their parks and recreation programs. He
also reported that if the State Park Bond Act passes
every community, no matter how small, will receive at
least $20,000. Roger told the Commission about a
publication called "Special Events" which lists various
sources that sponsor projects.
B.REPORT ON FOLLOWUP COUNCIL POLICY DEVELOPMENT CONFERENCE
Commissioner Vallone listed items discussed at the
Followup Council Policy Development Conference which
pertain to the Parks and Recreation Commission:
1. Make certain the Director of Maintenance includes
the current status of future pavement management
work program, by street, in proposed budget for
1986-87.
2. Add Congress Springs parking lot under the P.G. & E.
tower to the 86-87 budget, get parking lot done by
the time the park is completed.
3. School Site Planning - Get information from staff,
Commission on school sites used by the community or
sites needed for recreation purposes.
4. Tree Policy & Right-of-way Maintenance - develop a
master plan of median plant materials, especially
trees, to act as unifying elements in citiwide
landscape. Staff to develop a program of tree
maintenance including medians and consider amending
tree ordinance to apply only to front yards and
specific types of trees, such as oak. Ask Parks and
Recreation Commission to prepare a recommended list
of permit type trees.
5. Recreation & Senior Program - Look into getting use
of West Valley tennis courts free in leiu of utility
tax as a contribution to the City. City should
become more proactive in setting up recreation
programs, find needs and attempt to fill them.
Ask Parks and Recreation Commission to take
leadership role in surveying community recreation
needs. Maintain policy of user fees to cover cost
of recreation programs.

6. Activities and Progress on Capital Projects -
Council will only consider development of Cox Avenue
property not used as park. Removal of Hakone
Gardens capital project improvement from budget
until new parking lot is completed.
7. Median Landscaping - After current project is
completed a thorough assessment of final effect and
its suitability for other areas of the City.
V. COMMUNICATIONS
A. MEMO WELCOMING NEW ASSOCIATE PLANNER
Chairman Vallone read the memo welcoming new Associate
Planner Kathryn Caldwell.
VI. ADJOURNMENT
The meeting was adjourned at 9:05 p.m. to 7:30 p.m.,
May 5, 1986 in the Senior Lounge.
