Chairman Vallone called the meeting to order.
I. ORGANIZATION
A. ROLL CALL
Present: Commissioners Clemens, Franklin, Pakula, Pierce,
Saunders, Vallone, Ward.
Others Present: Dan Trinidad, Roy Swanson, Sharon Trejo,
Jean Smith.
B. MINUTES
Minutes of the September 15, 1986 meeting approved as
read.
II. OLD BUSINESS
A. CONGRESS SPRINGS PARK (Update)
The re-opening ceremonies went well. Everything is
complete except the tennis courts. The tennis program
begins Saturday, September 18 and the contractor has been
notified that liquidated damages will be assessed if the
courts are not completed by then. The electricity is not
on yet, but P.G.& E. has been working on it and it should
be in by Saturday. The P.G.& E. right-of-way parking lot
project has been awarded, we are just waiting for written
authorization from P.G.& E. Dan will check into the
advisablility of having the contractor install speed
bumps.
After being held up by the State for 5 weeks, median
construction began on October 6th. Construction should
be completed within 60 calendar days.
B. SURVEY OF SCHOOL FACILITIES AND ACTIVITIES
Jean Smith, the volunteer who has been collecting data on
school facilities within Saratoga, was present and handed
out a list of facilities available to Saratoga residents.
Commission Ward, Dan and Sharon will meet with Joan
Pisani to discuss whether our reports to Council can be
combined. Jean will find out how these facilities are
currently being used.
III. NEW BUSINESS
A. PARK BOND ACT FUNDS
With only $80,000 available the Commission decided we
would not be able to refurbish Kevin Moran Park, which is
the Commission's highest priority. It will be used

instead for improvements to E1 Quito Park. Suggested
improvements include: expanding the entry, building
another horseshoe pit, a sand volleyball court, and if
possible, improving the baseball diamond, adding a new
backstop and bleachers. Also mentioned was a footbridge
at Wildwood Park. Dan will check on the status of the
hotel and see how they feel about the bridge.
IV. COMMISSION AND STAFF REPORTS
A. CHRISTIAN SCIENCE BANNERS
Commissioner Pierce suggested taking the matter to
Council at the study session and ask them to consider
rewriting the ordinance to prohibit religious messages.
B. COUNCIL STUDY SESSION
The banner ordinance, a plaque for Congress Springs Park,
statistics on citations for dogs in parks, placing both
the Parks and the Recreation functions under the general
control of the Parks and Recreation Commission are topics
the Commission would like on the agenda for the Council
Study Session.
V. ADJOURNMENT
The meeting was adjourned at 8:45 p.m. to 7:30 p.m.,
November 3, 1986 in the Senior Lounge.
