HomeMy WebLinkAbout09-11-1989 Park and Recreation Commission Minutes MINUTES SARATOGA PARKS AND RECREATION COMMISSION TIME: Monday, September 11, 1989, 7:30 PM PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Chairman Ward called the meeting to order at 7:30 PM. I. ORGANIZATION A. ROLL CALL - Present: Clemens, Franklin, Gilman, Pierce, Ward. Absent: Saunders Staff: Pisani, Tare, Trinidad B. MINUTES Minutes of July 10, 1989 meeting approved as presented. C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on September 6, 1989. II. OLD BUSINESS A. SKATEBOARD RAMP AT CONGRESS SPRINGS PARK Dan Trinidad gave a brief report on City Council's approval of a $10,000 appropriation for this purpose. The area will be fenced to protect spectators. Our chief building inspector has ordered lumber and the ramp should be going up shortly, with the cooperat:ion of volunteers and our staff. Use policies are being developed by the Community Center. B. URBAN FORESTRY GRANT PROGRAM At the present time, we have no eligible uses for this grant. The Heritage Orchard does not qualify and use for these funds is very limited. C. RENOVATION OF STAGE AT WILDWOOD PARK Prior to discussion on the above, Commissioner Fran Franklin questioned the total usage of Roberti-Z'Burg funds for renovation at Wildwood Park. She recalled a previous meeting at which restoring of trails between Douglas Lane and Carnelian Glen were considered also. Commissioner Mark Pierce mentioned that the Rotary was also very interested in that trail and might possibly be doing something on their own. MINUTES - PAGE 2 9/11/89 Dan Trinidad informed the Commission that the Roberti- Z'Burg funds had been reduced from $91,000 to $88,000. Commissioner Pierce was against spending 45,000 to revamp the Wildwood Stage. The pro3ect for the bridge over the creek at Wildwood is being worked on by the City Engineer. However, it has been delayed by the loss of the City Engineer and by the Santa Clara Water District. Future plans for Wildwood include a new picnic area, revamping play equipment and a new volleyball court. It was agreed that estimates for the stage repair were needed before any decision could be made. D. HERITAGE OAKS Commissioner Clemens suggested that we consider extending the lives of the oaks with Urban Forestry money. However, maintaining trees does not qualify for the funds. NEW BUSINESS A. ARBOR DAY POSTER As there are other community affairs being scheduled for the same time, it was decided that we would not make a separate issue of Arbor Day. B. BEAUCHAMPS NEIGHBORHOOD PETITION The Commissioners reviewed the letter and petition sent to the Maintenance Director concerning the status of Beauchamps Park. The City Manager is proposing that funds for the construction be included in the fiscal year 91/92 Capital Improvement Program. Schedules for informational meetings were established via the Maintenance Director's To Do Lists. Notices are being prepared and sent to residents in the vicinity of Kevin Moran Park along with the insertion of a display ad in the Saratoga News regarding the October 2nd meeting. The Beauchamps neighborhood will be scheduled for next spring. MINUTES - PAGE 3 IV. COMMISSION AND STAFF REPORTS A. Dan Trinidad informed the Commission of Roy Swanson's participation in the California Landscape Contractors Association judging of entries throughout the State. This is quite an honor and in view of his retirement at year-end, an excellent way to top off a career. B. Commissioner Ann Marie Gilman advised everyone that several neighborhood boys in the vicinity of Brookglen Park would like to paint the concrete block retaining wall on a volunteer basis. Dan will have Roy contact Commissioner Gilman to get the boys' names. She also mentioned that the park is being fully utilized. Commissioner Pierce, who is now a member of the City's Open Space Committee, reported on a city-wide survey to be taken shortly by a consultant. Saratogans will be polled on local activities, park usage, etc. V. C OMMUN I CAT IONS A. The Commission secretary, Dan Trinidad, informed the Commission that a reorganization was due to take place at the next meeting. V I.
