SARATOGA PARKS AND RECREATION COMMISSION

Chairman Ward called the meeting to order at 7:30 PM.
I. ORGANIZATION

B. MINUTES
Minutes of Sept.11, 1989 meeting approved as presented.

Pursuant to Government Code 54954.2, the agenda for this
meeting was properly posted on September' 27, 1989.
1) Unanimous re-election of Terry Ward as Chairman.
2) Election of John Saunders as Vice-Chairman.
3) Re-election of Dan Trinidad as Secretary.
OLD BUSINESS
A. KEVIN MORAN INFORMATIONAL MEETING
1) A brief background on the Kevin Moran Master Plan was
presented by Dan Trinidad, Parks & Recreation Secretary.
Chairman Ward then requested input from the residents
present at the meeting, from which the following has been
condensed:
a) Opposition to lighted fields
b) Concern for widening of Scu. lly as top priority
c) Suggestion to remain as children's park, but improved
d) Details that street traffic is heavy on weekends
due to organized sports leagues now using park

e) Feel that orchard should remain natural and open
f) No interest in parking lot there
g) Request environmental impact report before organized
sports fields are approved
h) Suggest leaving the park as it is
i) Concern for lack of sidewalks, safety of children
3) No interest in tennis courts
k) Problems with youth after-hours in park
1) Concern for care of trees in orchard/bugs/rodents
m) Use of park by seniors wanting more trails
n) Dumping of trash into park by some residents
o) Drainage from fill in park into resident's yard
p) Interest in replanting trees in orchard
q) Planting trees for freeway protection now vs later
r) No interest in organized sports leagues
s) Suggestions for activities:
1) Volleyball/Basketball/Badminton/Sport Court
2) Jungle Gymn
3) Twirly Slide
4) Dirt Bike Course
5) Pre-school Area/Sand
6) Par Course
7) More Picnic Tables/Areas
8) Hands-on Activity Area
Councilwoman Karen Anderson, who was present at the
meeting, apprised the residents and Commissioners of the
City Council's concern for the Park and for the residents
in proximity to the Park. She enthusiastically solicited
others' ideas as well as presenting those of her family.
Commissioners Pierce, Saunders and Chairman Ward expressed
great concern for the on-going after dark activities in
the Park, especially the problems created for the
residents. Commissioner Gilman. relayed the similar
predicament at Brookglen Park and how using and reclaiming
the Park solved the problem for her neighborhood.
Commissioners Pierce and Saunders communicated the impact
of Proposition 13 on the Parks to a concerned res:ident.

Commissioner Pierce informed the attendees of the Open
Space Committee, of which he is a member, and of the
upcoming consultant report which includes a poll of
selected citizens. This will assist in determining the
open space and recreational needs of Saratogans.
Secretary Trinidad explained the chain of events after
this session, which culminates in a report from the
Commissioners to the City Council conveying their
recommendations.
Commissioners Pierce and Gilman expressed an interest in
statistics on recreational activities and participation.
Joan Pisani will prepare to present a report at a future
public notice meeting.
Along with the report on recreational needs~ a staff
report will be prepared and presented to the Colnmission
with its recommendations for modifications to the Master
Plan for Kevin Moran Park~

IV. COMMISSION AND STAFF REPORTS
The Commissioners were reminded of and asked to provide
items to be discussed at the joint City Council ....
Commission meeting on November 7th. The youth problem
after dark at Kevin Moran Park, the park patrol in
general, and the bridge planned for Wildwood were
suggested.
COMMUNICATIONS
A. Joan Pisani outlined the following events taking place
in Saratoga within the next month:
1) Bike Ralley - October 8th
2) Hakone Festival - November 3rd & 4th
3) Celebrate Saratoga Week - 1st week in November

B. Secretary Trinidad presented plans and specifications
from the Saratoga Rotary for a lighted steel Christmas
tree. They are requesting approval tc erect the tree in
Blaney Plaza to celebrate the holiday season. The
Commissioners unanimously approved the concept.
As there was no further business, the meeting was adjourned at
