HBRITAGE PRESERVATION COMMISSION
MINUTES

I. ROUTINE ORGANIZATION
A. Roll Call
Present: Ansnes, Davis, Koepernik, Mitchell, Peck, Sabin,
Cameron
Absent: None
Staff: Adar
B. Approval of Minutes of 8/15/90
M/S Davis/Peck to approve the minutes of 7/18/90.
Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
city Hall on 8/10/90.
D. Oral and Written Communications
Commissioner Davis informed the Commission that Carol
Sweetapple from the Traffic Authority is still planning on
holding a ceremony once the Warner Hutton House is set on its
new foundation.
Mr. Mark Ebner and Mr. Gene Zambetti appeared at the meeting
and requested the Commission to consider including Mr. Ebner's
house at 13741 Saratoga Avenue, in the heritage inventory.
Mr. Ebner expressed his interest in designating the house as
a heritage resource. The Commission agreed to look into the
subject. Commissioner Mitchell was assigned to survey the
property. Chair Ansnes suggested that the Commission
consider a provision for the public to initiate the inclusion
of a property in the heritage resource inventory.
II. OLD BUSINESS
A. CLG Grant
Chair Ansnes summarized the historic context statement she has
prepared and received comment and corrections from the other
commissioners. The final report and document are well under
way and must be completed by September 28.
The Commission agreed to name the final book Saratoga's
Heritage. Commissioner Sabin volunteered to design the cover
for the book.
B. Warner Hutton House
This item was continued to the next meeting. Commissioner
Koepernik will report to the Commission about the cost
estimate for the restoration of Warner Hutton House.
C. Designation of Saratoga Avenue
Commissioner Peck attended the Planning Commission meeting and
reported to the HP commission regarding the Planning
Commission discussion of Saratoga Avenue designation as a
heritage lane. The Planning Commission was generally in favor
of the designation but required traffic, tree and fence
studies before the designation ordinance is formulated. The
item was continued to the November 14th public hearing.
III. NEW BUSINESS
A. Sound Wall Application
The Commission reviewed the proposed application for a sound
wall within the right of way at 13813 Saratoga Avenue. The
Commission unanimously agreed that the proposal is
incompatible with the character of Saratoga Avenue in matters
of location, setbacks, materials and height. The Commission
felt that further study of the type of fences and walls which
are appropriate for Saratoga Avenue, is necessary.
The Commission moved to recommend denial of the application
as submitted. The nature of the encroachment of the wall, its
height and materials is inconsistent with the character of
Saratoga Avenue. The wall does not conform with the City's
fence and wall regulations.
The motion passed 6-0. Commissioner Davis abstained.
IV. &DJOURI~ENT
The meeting was adjourned at 11:05 a.m. The next meeting will
be on October 3rd at 8:30 a.m.
