Councilman Drake moved, seconded by Councilman Hartman to waive the
reading of the June 7s 1961 minutes and approve them as mailed to the
individual Councilmen, ~otion carried unaniraously.
RESOLUTIONS AND ORDINANCES
A. ..O. RDINANCE 15-E
The Clerk read Ordinance 15-E, this being the second reading, Council-
O=d. 15-E
man Drake moved for adoption of Ordinance 15-E, establishing salary
for the Oi~y. Cierk-City Administrator for the 1961-62 £1scal year,
Councilman Lang~ill seconded the motions which carried unenimously,

C. RESOLUTION 85-1
The Council discussed Resolution 85-1 as read by the Clerk and noted
Eesolution that it is in accordance with the 1961-62 budget, Councilman Drake

ing classifications and/or salary ranges for Deputy City Clerks Junior
Civil Engineers Zoning Administrator and Director of Public ~orks.

D. ORDINANCE 28-1
The Clerk introduced Ordinance 28-1, amending Ordinance 28 by according
Ordinance the Western Califo~nia Telephone Company the same exceptions applicable

to the Pacific Telephone and Telegraph Company. Nayor Pro Ten Glennon
directed that the record sho~ the ordinance was introduced and ~ill be

G. RESOLUTION SD-271-1
The Council discussed the map of Tract 2970 .for a 69 lot subdivision

IV OLD BUSINESS
A. biT. EDEN ESTATES ASSESSMENT DISTRICT
After discussion of minimum street standards, Councilman Drake moved,

Estates seconded by Councilmen Hardman to instruct the City Administrator~ City
Assessment

Estates on the basis of ~he report from ~he Subdivision Comm~t=ee of

B. SANITATION DISTRICT ~4

Sanitation LenSwill to authorize the Mayor to execute the deed of easement for

A. SDR-291 - EARL J. PETER
Resolution Councilman Lan~will moved, seconded by Councilmen Drake to adopt
SDR-291-1
E. J. Pet~ Resolution SDR-291-1, approvinE one lot on Bonnie Brae Way as a buildin~
site for Earl J. Peter. Motion carried unanimously.
B. ~DR-217 - EMMETTAND RUTH MOSSMAN
After discussion of the area of the corridor lot indicated on the record
of survey, the City Attorney reported that the new zoning ordinance will
clearly designate the requirements for a corridor lot and that as this
Resolution map met the requirements at the time of tentative approval by the Plan-

Councilman Hartmanmeved~ seconded by Councilman Drake to adopt R~solu-
tion SDR-217-1, granting building site approval to Emmett and Ruth
Mossman for two lots located on Pike Roan. Motion carried unanimously.
VI ADMINISTRATIVE ~t~TTERS
A. MAYOR
Intercity Mayor Pro Tem Glennon announced that the Intercity Council will meet in
Council
Gilroy on July 6th at Corsiglia's Restaurant.
B. FINANCE
(1) ~he. Clerk called to the Council's attention the $55,720.29 warrant
payable to the First National Bank of ~an Jose, Quito Branch, to
be deposited to a 6-Months Inactive Account. This distributes
City funds among all the hanks currently located in Saratoga.
Finance
(2) Councilmen Drake moved, seconded by Councilman Langwill to approve
the disbursements listed for a total amount of $79,360.59 and
authorize that warrants be drawn in payment. Motion carried
animously,
C. COMMITTEES
(1) SDR-230 - NORMAN AND PATRICIAKOEPERNIK
The City Administrator reported for the Council"s $nformation,

cants had been advised of this action and their right to appeal to
the Council but have decided not to appeal.

(2) Councilman Lan~wills Chairman of the Public l~orks Committee, gave
a progress report on th~ Argonaut School site drainag~ problem and
read excerpts from the City Engineer's repor~ dated June 14, 1961,
and from the Director of 'Public Workss report dated June 16, 1961.
Argonaut He reco-~nded, on behalf of the Public Works Committee, that

by the Council at this time as the prelinLtnary steps toward forma-
tion of an assessment district to serve a larger area than that
originally contemplated. After discussion of the history of the
drainage'problems in the area and possible solutions, Councilman
Langwlll moved, seconded by Councilman Drake that the City AdnnLn-
istrators City Attorney and Director of Public l~orks be directed to
work with the interested parties and report at the next meeting as
to the interest indicated from an informal petition and, at the same_
times to obtain proposals from quailfled engineers for the assess-
ment survey work. Hotion carried Unanimously.
D. _CITY ATTORNEY
Announcement was made that the Planning Co--.~ttee of the Council~ the
Subdivision Subdivision Committee of the Planning Commission, ~he City Administrator

and the City Attorney will meet Thursday, June 22rid, to review the sub-
division ordinance.
E. DIRECTOR .OF PUBLIC WORKS
The Director of Public Works reported that plans have been sent to the

(1) The City Administrator reported that he has received a connnunication

an-ouncing that their plans for construction of a model fall-out
shelter on the Civic Center Site have been abandoned at this time
because of lack of public interest.
' (2) The City Administrator announced that the annual Lengue of Call-
Learns .04- fornia Cities Conference will be held in San Francisco from
Calif. Cities
Conference October 22 through October 25 and asked that all who plan to
attend notify the Clerks s office so advance reservations can be made.

Mrs° Marion lintlinger of Blue Hills Realty appealed to the Council to
urge the State Division of High~.mys to install an enmrgency signal system
at the intersection of Prospect Road and HighwayS9. She described
Intersection several accidents which have recently occurred in the area .and stated
Highway ~9
& Prospect that letter~ are being sent to City of Saratoga, City of San. Jose,
County of Santa Clara and State Division of Highways requesting some
kind of emergency signal, as the widening of Highway ~9, with channel-
ization and installation of traffic signals at this interssection
cannot be completed soon enough to correct the ~mr~diate hazards.
Mrs. Hutlinger also reported that petitions are currently being circu-
lated requesting the City Council to reconsider widening Highway ~9
south of the railroad tracks. She advocate~ that the extensivehess of
the undeveloped areas adjoining Highway#9 which are zoned residential
and the recent subdivisions which have been filed or approved for dev-
elopment of the area will add to the hazards of the highway being reduced
from four to two lanes at the railroad tracks. She appealed to the
Council to call a special meeting to consider the matter when the
petitions are received by the City Clerk.
Mayor Pro Tempcrn Glennon acknowledged, with pleasure, the presence of
Planning Comm{ssioner Glenn.
Councilmmn Langwill moved, seconded by Councilman Hartman to adjourn the
