~he Council discussed a resolution from the Planning Conn~ssion recom-

rezoning approximately 49 acres on Saratoga Avenue to a11o~ multiple
housing units. ~ith no objections the matter ~as continued to the
July 19 meetiu~ to allo~ all the councilmen adequate time to study
the report from the Planning Cou~tssion.

Nominee visors requesting a nominee for appointment to the County

Finance (1) Councilman Drake moveds seconded by CouncilmAn Langwill to

(1) The Director of Public Works ~eported that the State Divi-
Herriman sion of Highways has indicated approval of the street improve~

Improvements ment plans for Herrim~u Avenue subject to minor revisions
and that plans for the bridge will be forwarded for State
approval in about a week. He est~mnted that construction
may begin by late August or early September.
(2) The 'Director of Public Works reviewed wi~h the Council two

tree at Pierce Road intersection.
Drainages (3) A progress report on the Argonaut School drainage problem

School was given by the Director of Public Works and he indicated
that he hopes to receive further information regarding this
matter by the next meetfng.
(4) Chief af Police Barney V. Hosasco requested council to
JurisdiCtion review its policy regardin~ matters which are referred to

Police the Chief of Police as it is his feeling that some of them
are not within his jurisdiction.
He further appealed to the Council to reconsider allowing
the use of radar on certain city streets in an effort to
reduce the policing problems caused by speeding violations.
After discussion, the matter was referred to a

A. WRITTEN
(1) The Clerk read a letter fromMrs. L. H. TriGkey, requesting
HighwayS9 Council reconsideration of the widening of Highway ~9
south of the railway t~acks to four lanes. The letter was
also signed by: George R. T~essel, Anne M. Tressel, R.
Pearson, Helen Wi Pearson, Ernest J. Anderson, Helga M.
Anderson, Ruby E. Everetts E. R. Everett, A. R. Cartmell',
Brewster Loud, Jz~
Mayor Pro TemGlenuon stated that the Council had copies of
letters received from a group with an opposing views as well ss
several from individuals expressing a w~de difference of opinion.
After revi~ing the history of the controversial nature of the
problem of Highway ~9s ~he Mayor Pro Tom proposed that the matter
be put to the voters on the General Election ballot in April.
He stated that although the results of such a ballot would not
constitute a mnndate to the council, the council would have a
moral obligation to abide by
Mrs. Myrtle TriGkeys Mr. George Cokeley, Mr. Andre Bogart and
~r, Smn Hernandez addressed the council, and in answer to a
charge frcm Mr. Cokeley that the Council had violated the terms
of the General. Plan regarding right of way of Highway~g, Mayor
Fro Tem stated that the General Plan is a guide to development
for the next 20 to 30 years.and the 90' right of way for High-
way ~9 will assure adequate building setback for any future
widening.
After discussion of the costs and thne required to call a special

(2) The Clerk read a letter, containinK 23 signatures of persons
residin~ i n the Aspesi D~tve, Casa Blanca area, requesting
that the City Council furnish schocl bus service to their
children who will be attending Marshall Lane School next
school year.
Mrs. Nancy McNulty of 18780 Aspesi Drive, representing
this ~oup, appealed to the CoUuei! to grant the request be~

Discussion with Mr. C. E. Bradlay, Business Manager of the
Campbell School District, indicated that expenses are being
cut down because the recent School bond issue was defeated
and they will be unable to afford bus service to this school.
Several other parents in the ~oup discussed the matter with
the Council and they were advised that the City has no
Jurisdiction in this matter and that if the School Board

could not solve their problemx they could consult the County
Counsel for legal advice. They w~e further advised that
if, after appealin~ to the proper Jurisdictions they needed
help in providing 'a safe walk-way for the children, they
should coma back to the Council.
