~ayor Brazil nominated Dr. Theodore ~. Norton for the Planninc
Dr. Norton Commission term which was recently vacated by Adrien L. Anderson.
Planning Councilman Drake moved, seconded by Councilman Ritchie, to approve,
Commission with pleasure, the appointment of Dr. Norton to the Plannine Commission
Appointment for the term o~ office terminatinq January., 21, 1967. x~otion carried
unanimously.
qayor Brazil administered the oath o( Office to Dr. Norton and
introduced him to those present.

B. FINANCE
Councilman Drake moved, seconded by Councilman Hartman, to approve
Bills the disbursements on the list dated April 5, 1963, ~or a total amount
of $11,087.24, and authorize that warrants be drm~n in Daymeat. ~totion
carried unanimously.
C.COUNCIL CO~I'I'I'EE REPORTS

D. DEPAR~,ItEMT HEADS ~ND OFFICERS
(1) Council received copies o~ Architect Varren Heid's elevation
sketches of the proposed community center, alon~ with a schedule
of estimated costs for the project.

Council discussed the Parks and Recreation Committee's recommenda-
Community tions in relation to the sketches and cost estimates prepared by
Center h~r, !leid and deferred action for further study.

Hr. Charles Robbins, Chairman o~ the Parks and Pecreation Com-
mittee, stated that his Committee will continue to assist the
Council, whenever nossib!e, with the Parks and Recreation proCram.
(2) As requested at the last meeting, Mr. Charles Robbins outlined to
Swimmin~ the Council the reasons for the Parks and Recreation Committee~s
pool recommendation for a SO meter swimmin~ pool. lie explained that
facilities a S0 meter pool was considered necessary to adequately nrovide
facilities for recreation, instruction, and competition and;
further, that the Committee had discovered that the cost of con-
structin~ and maintainin~ a SO meter DoO1 iS very little more
than fora 2S yard pool.
Highway #9 {~) Director o~ Public t?orks reported that the County of Santa Clara
r/w acq. intends to handle the acquisition of rights-of-way for tti~hway #9
and will make the proper arrangements with the State Division of
Highways. fie stated that the a~reement between the County and
the City of Saratoga j.s exnected to be available ~or execution
hy the next Council meeting.
Director of Public ~?orks also tenorted that he had sent the State
Highway #9 a copy of the plans for storm drainage alon~ Highway #9 drawn by
Storm drain the County Flood Control District, and announced that there is a
possibility that the County may participate to some extent in the
cost of the system. He explained that the County is investi~atine
the possibility of installin~ facilities to handle a SO to 100
year storm, in lieu of the three year storm deslea usually used
by the City, and indicated that the County may bear the cost for
outsize drainaqe facilities.
Sara.Ave. (4) Director of Public '~orks reported that the State is unwillin~ to
Hwy.#9 ~ recommend the installation of temporary si~nalization at the
Sara.-L.G.Rd. Saratoga Avenue, Highway #9, Saratoga-Los Gatos ~oad intersection
Si~nalization as they prefer to wait until Highway #9 is improved and the inter-
section re-aligned.
Bohl~an (S) Director of Public ~'~orks tenorted that a Soil Test En~ineerin~
Road soil firm has quoted $38S0. as the cost for condnctin~ soil tests on
test Bohlman Road and submittin~ recommendations which would provide
a ~laster Plan for the area.
(6} Director o~ Public ~9orks submitted a reDoft, dated Anril 3, 1963,
~uito recommendin~ that the City Council request the ~oard of Suner-
Flood Coat. visors to establish a tax rate of $0.24 per ~100 valuation to be
Dist. Zone assessed a~ainst all nroDertv in the nuito Flood Control District
NC-2 Zone MC-2, to finance drainage lines in the area. Council studied
the map prepared by the ~lood Control District and directed the
Director of Public vqorks to contact the City of San Jose and the
County re~ardin~ their willineness to approve the proposal. and,
if their reaction is favorable, then the property owners involved
are to be contacted for their views. If the Council then determines
that sufficient SUpPOrt exists, it will authorize that the request
be submitted to the Board of Sunel~risors.

several times but is still under conside;.~ion by the State
Le~islatureo
VII CO~JICATIONS
A. ~ITFEN
(1} Council received an informal ~e~ition,siened by 13 residents
of Pike Road, requestin~ aid and support in the formation o~ a
Road ~aintenance District for the maintenance of Pike ~oad. ~r.
Pike Road ~ichard G. Martin, representin~ the petitioners, explained that
S~reet there is insufficient right of way for a reeular street imnrove-
~faintenance merit district and that the property m~ners are anxious to form a
District street maintenance district as an equitable, e~Ficient means of
Petition sharing the maintenance of the street. He stated that the tax
limitation is 40~ and would raise approximately $BO0. net year
for maintenance.
After discussion o~ the requirement that the road be offered for
dedication to the City, the Council a~reed that it would be un-
willin~ to accept any offers for a street which coul~ not meet
the minimum access road standards; :~M~,.Martin objected. that the
property o~mers would be physically and financially unable to brin~
the road up to minimum access standards, and the ~ayor directed,
with Council approval, that the matter be re~erred to the Direc-
tor of Public Works, to determine the physical Possibility and
cost of improvine Pike Road to 18' Davine on 20' right of way.
At the same time, the City Attorney was requested to investigate,
with ~!r. ~artin's aid, the legal operation which would be most
satisfactory to both the City and the property o~ers.
(2) A petition, si~ned by 1~ residents of Reid Lane, requesting
Reid Lane that the 1963-64 budget provide for pavine ~he southerly half of
Petition Reid Lane, was held for consideration at the time the Director
for Pavin~ of Public ~orks has completed his study of current street defi-
ciencies and compiled a priority schedule of recommended street
improvement projects.
{~) Deputy Clerk read a letter, dated April S, 1963, ~rom ~ayor
~ayor Burton R. Brazil, resi~nin~ the office o~ Hayor, effective
Brazil immediately. Mayor ~razil explained that his resignation was
Resiltnation necessary because he will be compelled to request several months
leave of absence for military duty durin~ the comin~ summer and
that continuous leadership will be particularly vital due to the
fact that several important issues ~acin~ the City are likely to
come tO a point of decision at that time.
Policy recom. ~ayor Brazil recommended that the City Council seriously consider
re term for adoptine a policy of electine the ~yor on a one year term basis,
~yor and that the elections be held in April o~ each year to coincide
with General Elections for City Council members.
~ayor Brazil relinquished the Chair to the Deputy Clerk, who
called ~or nominations -For the o~fice of Hayor. Councilman
~. E. Glennon Brazil nominated Councilman '?illjam ~. Glennon for qayor and the
Mlected nomination was seconded by Councilman Hartman. Councilman Drake
~ayOr endorsed the nomination, with pleasure, statin~ that the City
is fortunate to have a man of Councilman Glennon's ability and
qualifications to succeed Hayor Brazil uDon his resignation ~rom
a lon~ and distinguished term ~s ~Iayor of Saratoed. ~!otion
carried.unanimously and v~illiam E. Glennon was elected ~ayor of
the City of Saratoga.
~ayor Glennon thanked the Council for choosin~ him as Mayor and
stated that he could think o~ no better qualified person to have
served as Mayor in the formative years of the City than ~urton R.
Brazil, and that he would be pleased if the people in the City
could say, after his term of office, that Saratoe~ has had two
~ood mayors.
R.V. Drake- ~ayor Glennon assumed the Chair and Councilnan Hartman move~,
~layor Pro tem seconded by Councilman Ritchie to nomin~::~ Councilman Drake as
~fayor Pro tempore, ~otion was made by Cou~.cilman Brazil and
secon~!ed by Councilman Ritehie, to close the nominations an~
Councilman Drake was elected, by un~f~imous vote, as ~ayor pro
tempore.
Sunnyside (4) Deputy City Clerk was directed to indicate, for the record,
Nurseries,Inc. that the claim For damages, Filed by Sunnyside ~,~urseries, Inc.
Claim for in the sum of ~1478.59, ~as rejected and the City Attorney was
Damages instructed to write a letter to the Claimant's Attorney, tier.
