I ORGANIZATION
~layor Glennon called the meeting to order at 7:30 P. M.
A. ROLL CALL
Present: Councilmen Glennon, Brazil, Drake, Tyler
Absent: Council~an Herman
Councilman Drake moved, seconded by Councilman Tyler to waive the reading
and approve the minutes of the November 20, 1963 meeting as written~
Hotion carried unanimously.
II BIDS AND CONTRACTS
A. AGREE~.IENT ~'~ITH ~IARREN HEID FOR ARCHITECTURAL SERVICES
A~reement City Administrator stated that this matter had been put over from the
Architect last meeting for council review, that no changes have been made since
Services - its presentation at that tins and that the City Attorney has epproved
14arren the agreement for form.

Councilman Drake indicated that he had studied the contract carefully,
and discussed it with ~fr. Heid and he moved that the .~.iayor be authorized
to execute the agreement with U,arren Held for architectural services
for the council chambers, as presented. The me[ion was seconded by
Councilman Brazil and carried unanimously.
B. AGREE~{NT WITH COU1]TY OF SANTA CLAPA FOR CO~,~UNICATIONS SEP, VICES
Councilman Drake reported that since his request at the last meeting
for continuation of this item, he had reviewed the contract and visited
C~uni- the County Cuu~uunications Center and that he was favorably impressed by
cations the scope of the services which the City could obtain by tying in with
Services the County c~unications system.
Agreement
During discussion of this item -~iayor Glennon directed the record to
indicate that Councilman Harman arrived and took his place at the
council table.
It was moved by Councilman Drake, seconded by Councilman Tyler, ~and
carried unanimously to authorize the City Administrator to add
$2065. of the savings from the Public ~,/orks equipment budget to the
$2500 previously budgeted for communications equipment for the purchase
of the required equipment and that the r'[ayor be authorized to execute
the agreement with the County for Communications Services, subject to
the approval of the City Attorney.

A. RESOLUTION NO. 167 - ESTABLISHING PERHIT FEES FOR ELECTRICAL PEP,~{.ITS
Res. 16~ The City Administrator explained that the Ordinance which the Council

currently charged by the County ~rlll go into effect on the effective
date of the ordinance. l.fr. Hanley explained that although plumbing
and building permit fees have been paying for the cost of processing
them, the current schedule of electrical permit fees has been inadequate
to recapture the actual cost of the services involved.

It ~ms moved by Councilman Brazil, seconded by Councilman Drake and
unanimously approved to adopt Resolution No, 167 as presented, subject
to changing the date of adoption to December 4, 1963.
IV SUBDIVISIONS AtlD BUILDING SITES
A. SDR-441 - HANCVER COP~PO~ATION
Hanover Councilman Hartman moved, seconded by Councilman Brazil, to adopt
Corp. Resolution No. SDR-441-1, granting building site approval to Hanover
Corporation for two lots on Braemar Drive. Motion carried unanimously.
B. SDR-378 - J~S RODRIGIYES
SDR-378 It was moved by Councilman Brazil, seconded by Councilman Hartman and
Rodrigues unanimously adopted to release the $3500 bond posted to guarantee
Bond construction of improvements required as a condition of building site
Release approval for SDR-378.

B, FINANCE
Bills (1) Councilman Drake moved, seconded by Councilman Hartman, to approve
the disbursements on the list dated December 4, 1963 for a total
amount ~f $12,113.71 and authorize that Warrants be dream in
payment. ?{orion carried unanfmously.
Finance (2) The October, 1963 City Clerk's Financial Report was submitted
Report and City Administrator Henley noted that approximately 95I of
the City's funds are invested in some kind of interest bearing
account,.
C, CO~IL COI.~IITTEES
Public Councilman Tyler reported that the Public Welfare Committee meeting
Welfare relative to Fruitvale Avenue improvement had been postponed.

D, DEPAR~NT HEADS AND OFFICERS
City Attorney reported that he is checking the new City code against
City existing city ordinances and that he expects that it will take several
C ode more ~meks to determine if there are any omissions or errors and draft
an ordinance for the adoption of the code.
CITY ADMINISTRATOR
(1) The City Administrator reported that he had received a request
Dr. Oliver from Dr. Oliver of the Saratoga Pet Clinic to substitute a muni-
substitute ctpal bond of the proper 'face value for his surety bonds on SDR-
municipal 234 and that the City Attorney had advised that it is within the
bond for province of the Council to substitute a negotiable municipal bond
surety bonds if the Council wishes to do so but that it is a matter of council
policy and is not mandatory.
After discussinE the amount of coverage required in case the bond
had to be cashed at a discount, it was moved by Councilman Drake,
seconded by Councilman Erazil that Dr. Oliver be advised that his
request will be allowed subject to the approval of the City
Attorney as to form and the approval of the City Administrator
as to the mount of the bond and the issuing agency. Motion
carried unanimously.
(2) The City ~ministrator reported that the roof of the library
building has been repaired by the County on two occasions in an
attempt to eliminate leaking and that it will be necessary to
Library replace the membrane between the tiles and beam to correct the
Roof problem. ~r. Manley indicated that the estimated cost of
Repair County doin~ this ~ork Is S646 and that it could be deduct~ from
the mnount.set aside by ~he County to pay for the repairs required
to be done by the County as a condition of the lease. This pro-
cedure would not requira modification of the lease a~reement as
the City is responsible for roof repairs but ~;r, l~anley noted
~hat it is possible that one of the final modifications would
exceed the cost of repairs as ori.~inally estimated and the Council
would then need to authorize additional funds,
It ~zas moved by Councilman Drake, seconded by Councilman ~razil
and unanimously passed to authorize the City Administrator.to per-
mit the County Librarian to proceed with the roof repair as
described,
VII C~IUNICATIO~S
A. URITTEN
(1) l.layor Glennon stated that the Council had received copies of a
letter from several residents re%arding a drainage problem in
Drainage the Uplands Tract area bounded by Alder Court, Glen Brae Drive
Uplands 'and Hammona ~venue and that the matter has been referred to the
area Public Porks C~L~nittee but that those present regardinZ this item
will be ~iven an opportunity to discuss the matter with the Council.
ilr. Erickson, ~lr~ l~annt~r~ and ~r, Jackson asked the Council to do
whatever it can ~o expedite construction of ~orm drainage facili-
ties to correct the problem.
Director of Public Uorks reported tha~ constructlob of the joint

begun last ~.Ionday and it is expected that it ~l~ill be completed .
in a couple of weeks if the ~eather remains favo~able~ Xr~ Muff
also indicated that the City anticipates havin~ the Contractor
install a drop inlet at the intersection of Thelma and Hammona
Avenue and that this ~outd be at extra cost to the City as it
~.~as not part of the original project.
~iayor Glennon suggested that the interested residents contact
the Director of Public l;7orks for progress reports regarding this
work,
(2) ~ir. Hanley advised the COuncil that a letter of ~hanks had been
Univ. of received from Zfrs. Emery, Law Librarian of tl{e University of Santa
Santa Clara Clara, for the copy of the City code which was given to them.
He reported that.a copy of the Code will also be trans~itted to
the other two area 1~ libraries as soon as the code has been
adopted by ordinance.
P.U.C. (3) ~e City Administrator reported that notice has been received that
hearing a hearing will be held before the Public Utilities Commission on
S.J,U.W. January 8 regarding the application of San Jose Uater IJorks for
rate increases and that any interested parties may attend.
Scotland- (4) A letter dated ~ovember 20, 1963, from ~Irs. Robert ~l. Fox regarding
Bonnie traffic at the intersection of Scotland Drive and Bonnie Ridge
Ridge Way, was referred to the Chief of Police for invaStigation and
Traffic recommendation.

~ayor Glennon ackno~zledged, with p!easu~e, the presence of Planning
Co..~m..~issioner Glenn.
Mayor Glennon invited those present to Join the Council after the
meeting for coffee which is donated and served by the Good Government
Group.

~iayor Glennon adjourned the meeting in met~ory of late President Kennedy
on a motion made by Councilman Draztl,. seconded by Councilman Hartman and
unanimously approved at 8:35 P. ~.
