II RELEASE OF CASt1 BOND POSTED IN ESCROU BY ALPK~ L~{D COPFA~ FOR TP~CT 3171
The City Administrator reported that Alpha Land Co~?eny had been required
in connection ~ith the development of Tract 3171 to deposit the sum of
$4,000 in escrow account ~30291 at Security Savings and Loan Association
to guarantee the construction of a fence ~nd pathway alon~ the ~{ighway 9
frontage of Uplauds Unit #2. The fence has been completed and it x~as
recoexaended that the council authorize release of $2~000. of the $4,000.
deposited in escrox~. It was m~ved by Councilman Hartman, seconded by
Councilman Burry and unanimously approved to authorize the release of
$2,000 from Escro~ Account #30291.
III DISCUSSIO~I OF POTENTIA2b SITES NIT111qEST VALLEY JL~IIOR COLLEGE P~P~ESE~TATIVES
The Mayer Pro Tom opened the meetin~ by invitin~ the representatives of
the West ValleysJunior College District to present their material ~tth
respect to potential sites for district campuses. Bruce Allen, Chairman
of the Eoard of Trustees of the District reviewed the ~eneral background
of the District, indicatin~ that it was one of the largest Junior college
districts in the state both in terms of population and assessed value,
currently at a level of approximately $518,000,000. He pointed out that
the district would be opening for first semester freshman classes on
September 14, 1964 with an anticipated enrollment of 1400 students. ~e
concluded by reporttn~ that the district~s consultants recommended an ideal
size for its campuses of about 4500 to 5000 students x-~hich x.yould require
a minimum site area of approxi~teiy 100 acres.
Dr. ~Connell of Stanford University, Consultant to the District, reviewed
the student population projections for the district and indicated that the
district would have a student population of approximately 4500 students
in 1965 increasing to 15,000 students by 19~5 thus requirin~ consideration
of an ultimate three campuses for an effective district program.
~. Jolm Reid, Planning Consultant to the District, revie~.~ed the sites that
have been considered by the Plannin~ and Architectural Consultants and
presented three sites that have received their recommendation: (1) Horth
of Bayshere near ~ntague Road (2) Fruitvale Avenue south of Allendale
Avenue (3) The Coleman and Redmond Avenue area. Chairm. an Allen concluded
the presentation by indicating that the Board has not yet reached any
decision with respect to either the number or the locations of the sites
to be acquired by the district and would appreciate comments and suggestions
from the City Council and citizens of Saratoga.
Councilman Hartman left the meetin~ at this time.
Extensive questtonin~ and discussion by the City Council and members of the
public in attendance revealed primary concern about the traffic and potent-
ial police service problems that might be Eenerated by the location of a
campus on the Frultvale Avenue site as well as concern about the impact of
such a facility on the development pattern of the surrounding residential
area. The ~ayer Pro Ten suggested that additional data in terms of traffic
counts, increased street costs~ increased police costs, and offsetting
revenues to the City would be needed before any final JudFement could be
reached by the City Council. Dr. Uallace Hall, Superintendent of the
District~ indicated that he and his staff would be haPPy to work with the
city staff in developin~ the necessary information for council consideration.
l,fayor Pro Tei,~ thanked the representatives of the Junior College District
for their presentation and it ~as moved by Councilman Tyler, seconded by
Councilman Burry and adopted to adjourn the meetiu~ at 10:45 P, ~,
