C. APPOINTmeNT OF COUNCIL~/~N TO FILL VACANCY
C. H. Robbing Councilman l~artman moved, seconded by Councilman Burry to nominate
Council Charles H. Robbing to fill the vacancy on the Council created bv the
Appointment resignation of Richard V. Drake; motion was then ~ade by Councilman
Tyler~ and seconded by Councilman BUrry to close the nominations.

Hartman - Councilman Burry moved, s~conded by Councilman Tyler to nominate Council-
Mayor man Hartman as Mayor Pro-Tam, ore and, the~e being no fdrther nominations,
Pro tem Councilman Hartman, who abstained from ~oting, was eledted Mayor Pro-
Tempore on the unanimous vote of the other Council members present.

A. C~TINUATION OF CONSIDERATION OF BIDS ON ~IGI~.~AY 85 ~LICI~Y
Highway 85 Mr. Henley reported that the developer of the area North of Herrimam
Walkway Avenue along HiSS.my 85 has nots at this points agreed to pay a pro-rata
Bids share of the.im~rovements and it was therefore recommended that the low
bid on Alternate A for construction of a walkx.~ay along l~i~h~;ay 85 be
accepted for only that area from Ferriman Avenue to the Plaza. It was
moved by Councilm~n !{artman, seconded by Councilman Tyler and unanimously
carried to accept the low bid of Copenhaver, Inc.~ for the ~o~ described
above at a cost of $9,105.40.

A. MAYOR
(1) In the absence of Charles !I. Smith, Chairman of the ~.{ayor's
Retirement Coun~lttee to study retirement facili~s, Dr. Uilbur !~ellum,
Facility · Co~nittee member~ was present to discuss with the Council the
Study report from the Committee. Mr. X~anleV read the Co~nfttee's
report~ dated July 26, }966, and, after considerable discussions
the t~ayor with no obJection~ referred the report to the PlanninE
Commission for consultation ~.;ith the City Attorney and reco~enda-
tion to the Council re~ardinS the Special Committee's Report.
Then, if desiredr the Council can approve the recommendations on
a policy basis and direct the City Attorney to draft an ordinance
to implement them.
(2) Mayor Glennon announced ne~ Council Co~nittee essifmments as

Mayor Glennon (4) It was moved by Councilman ~urry, seconded by Councilman ,~artman
Leave of Absence and unanimously carried to Erant a leave of absence to ~ayor Glennon
until January 1, 1967.
B. FI/qANCE
(I) It was moved by Councilman }lartmen, seconded by Councilman Tyler
Bills and unanimously carried to approve the disbursements on the list
dated AuSust 17, .1966, for a total of $75,822.60 and authorize
that warrants be drawn in payment.
(2) The City Clerk's Financial Report and Tressurer's Report for the
Finance month of July, 1966 ~;ere accepted and the City Clerk announced that,
Reports effective July 19, 1966, interest rates on time deposits of 90 Days
or more were increased from 4 3/4% to 5Z. Additionally~ ~{r. Henley
reported that First Valley Dank has offered to aSain accept addi-

tionai time deposits provided the City places part of its Active
!.!arrant Account ~.~ith them. Uith no objection, the First Valley
Bank' s proposal was referred to the t~nagement Committee for study
and recommendation.
C. COUNCIL CO.~KTTEES
(1) The Council discussed with the Staff, l.fr. Roche Garcia, represent-
ing U. C. Garcia and AsSociates, and l.Ir. 30ha Cone of Riches
Research, tile Joint Planning Commlittee and Subdivision Co..~mittee
report, dated August 10, 1966 relative to the C-S Zonin~ District
C-S Zone Study. After extensive discussion of the report and tile .-.ro~osed
Study - Garcia development the Council expressed approval of the rayoft in

tion of the additional conditional use of a retail specialty shop
center in the C-S zone to the Planning Cormhis,ion for action, In

Tr. 3861 (1) It was moved by Councilman Herman, seconded by Councilman Tyler
Monument and unanimously carried to authorize release of the monument bond

Notice and'unanimously carried to authorize the Staff to file notice of

City's anniversary,
