Minutes It was moved by Councilman Robbins, seconded by Councilman Tyler and
unanimously carried to waive the reading and approve the minutes of
the August 17, 1966 meeting, as written.

A. CONSIDERATION OF BIDS ON VESSING ROAD IMPROVET!ENTS
The Clerk reported that five bids were received on the re-advertised
Vessing Rd,
Vess~ng Road Improvement proposal and that the low bid, form Guerin &
Improvement elmsted is $2,268.59 above the $5,000 bond posted to guarantee the work.

A. RESOLUTION NO. 340
Res. 340 Mr. Hanley read Resolution Me. 340, supportin~ the $21,500,000 ~st
W.V.JoC. Valley Junior College District bond issue and, after discussion during

issue its resolution of intent prior to the election~ the Council may rescind
and/or change its resolution also~ it was moved by Councilman Tyler,
seconded by Councilman Robbins and unanimously carried to adopt Resolu-

Construction Unanimously carried to accept the improvement in Tract 3438, Kirkmont
Acceptance of Saratoga, for construction onlys with the one year maintenance period
to b~gin immediately.
D. SDR-532 - JOSEPH J. PON

unanimously carried to adopt Resolution No. SDR-532-1~ granting build-
ing site approval to Joseph J. Pen for one lot on Verde Vista Lane.

extended to include this work.

Town & It was reported that the applicant has asked for defertel of the public

Realty corner of Saratoga and Cox Avenues ands with no objection, ~!ayor Pro Tem

Arnold Lee (1) Mayor Pro Tern Hartman announced that Mr. Arnold Lee has resiSned
resignation from the Street Name Committee as he has moved fro.m. the area and
St. N~me the Council unanimously concurred with the Mayor Pro Tem's public
Committee acknowledgment and expressions of appreciation to ~r. Lee for his
services on behalf of the City, With no objections ~{ayor Pro Tem
deferred appointment of a replacement on the Street Y~ame Committee
to a subsequent Council meeting.
B. FInaNCE
(1) Pa}~ent of Claims
Bills It was moved by Councilman Tyler, seconded.by Councilman Robbins
and unanimously carried to approve the disbursements on the list
dated September 7s 1966 and aut]~rize that warrants be dra~,m in
payment for a total amount of $79,067.79.

(2) The City Attorney stated that, in his opinions a claim from Leo F.
Piazza Paving Company ~s a matter of dispute between the Engineers,
Leo F. Piazza Creegan and D~Angelo and the Pavin~ Company. It ~es moved by
Paving co. Councilman Tyler, secgnded by Councilman Robbins and unanimously
Claim for carried to deny the claim from Leo F. Piazza Paving Company for
damzges expenses involved in extra staking in connection with the Saratoga
Avenue Reconstruction Project and refer it to the City Attorney.

(1) Mro Hanley read a request from the Planning Commission for clarifica-

Policy Tyler, and unanimously carried to approve the reports dated August
22s 1966s to the extent that the City Attorney be directed to draft
an ordinance omendinF~ the subdivision ordinance relative to requi=img
underground utilities in all subdivisions. At the same time, the
Mayor Pro Tom directed the City Administrator to sunmarize the past
policy of the Council relative to underground utility installation
requirements for site approvals on four or less lots.
D. DEPARTb~NT HEADS AND OFFICERS
Hakone (1) It was moved by Councilman Tyler, seconded by CoUncilman Robbins
Gardens - and unanimously carried to authorize the Staff to file a notice of
NOtice of completion on the street parking and electrical work which the

Guerin & Mr. Hanle~ commented that the firm of Guerin and Olmsted~ who were
Olmsted awarded the bid on the Hakone Gardens proJect~ have done an excep-
commended tionally fine job and that he wished to publicly commend the firm
for its ~onscientiouSness and efficiency in completing the job within
an almost impossible time schedule. The Director of Public Works
concurred ~.~th this c6mmendation.
(2) It .was moved by Councillean Tylers seconded by Councilman Robbins
Barbaccia and unanimously carried to authorize an agreement with Earbaccia
Nursery i .Nursery, Inc. for the planting of approximately 156 t~ees ih the
COntract to Azule a~ea at $9.60 per tree. The Dired~or of Public Works reported
Plant tre'es tha~ the tre~s are to be maintained by the property owner~ after
in Azule area they have been properly established and that the City has obtained
approval from the Department of Housing and Urban Development for
funds to pay for 50Z of the cost of this work.
E. CITY ADMINISTRATOR
NLMLO (1) The City Administrator read a letter from the City Attorney recommend-

Robbins and unanimc. usly carried to authorize the City to apply for
membership and pay the initial fee of $87.50.
Building (2) Mr. Henley submitted the monthly building activities report which
Activities indicated a total value of $980,000 construction in Saratoga and
& Dept. $125,550 in Monte Sereno for the month of August, 1966, and commented
Commendatiou that the Saratoga Building Department is doing an outstanding job
on the basis of two inspectors handling over a million dollars worth
of construction inspection per month.
