Mayor Pro Tern Hartman called the meeting to order at 7:30 P.

Minutes It was moved by CounCilman Robbins, seconded by Councilman Burrys and
unanimously carried to waive the reading and approve the minutes of the
September 21, 1966 meetings as written.
BIDS AND CONTRACTS
A. EXTENSION OF TIME ON BLANEY PLAZA L~NDSCAPING PROJECT

Plaza & it was moved by Councilman Burrys seconded by Councilmad Tylers and
Montelye unanimousty carried to grant to Collishaw Sprinkler Company an extension
Landscaping of time through October 6s 1966 for CompletiOn of the landscaping of
Extension Blaney Plaza and the Montalvo Road entrance and to authorize the staff
to file Notice of Completion upon final inspection and approval by the
Landscape Architect and the City Staffs as recommended in the Public
Work's Dlrector's memorandum of October 5, 1966.

antenna television systems.

IV SUBDIVISIONS. BUILDING SITES AND ZONING REQUESTS
A. SDR-630 ~ W. AUSTIN ELLMORE
SDR-630 It was moved by Councilman Robbinss seconded by Councilman Burry~
W. Ellmore and unanimously carried to adopt Resolution No. SDR-630-1, granting
building site approval to W. Austin Ellmore for one lot on Canyon
View Drive.
B. TRACT 3974 - PROSPECT HILL

Acceptance It was moved by Councilman Tyler, seconded by Councilman Berry,and
for Const. unanimously carried to accept the improvements, for construction only,
in Tract No. 3974, Prospect Hill, with the one year maintenance period
to beEin imaediately, as recommended by the Public Works Director.
V PUBLIC HEARINGS - 8:00 P. M.
A. 8-90 - TOWN AND COUNTRY REALTY
C-90 Mr. Henley reported that'the new owner~ Dr. Meleyco, has requested
Town & continuation of this item until the next meeting. It was moved by
Country Councilman Tyler, seconded by Councilman Berry, and unanimously
Realty carried to continue the public hearing on appeal from the Planning
Continuation Commission recommendation of denial of the rezoning application
No. C-90 to the next regular meeting of October 19~ 1966, with the
understanding that no further requests for extensions will be granted
this matter beyond that time.

Bills It was moved by Councilman Berry, seconded by Councilman Tyler, and
unanimously carried to approve the disbursements on the list dated
October 5, 1966 and authorize that warrants be drawn in payment for
a total amount of $40,756.58.

D. DEPARTMENT HEADS AND 01~FICERS
701 Federal (1) After discussion of the request from the City Administrator and
Grant for the P}anning Director, it was moved by Councilman Tyler, seconded
General by Councilman Robbins, and unanimously carried to authorize the
Plan review Planning Director to proceed with application for 701 Planning
Grant Funds from the Federal government for a complete General
Plan review on two bases: (1) assuming the Junior College campus
is not developed and (2) assuming development does occur.
(2) The Director of Public Works notified the City Council that a
Verde petition for improvement of the northerly half of Verde Vista
Vista has been signed and submitted by owners of more than 60% of the
Lane property ironring that side of the street. It was pointed out
Assessment that the petition called for the improvement of the half street
District to full City standards with the cost to be born one-third by
Petition the abutting property owners and two-thirds from Special Gas
Tax Matching Funds. It was moved by Councilman Tyler, seconded
by Councilman Berry and unanimously adopted to authorize the
preparation of the necessary resolutions to initiate the formation
of the Verde Vista Assessment District.

Arroyo (3) The Director of Public Works reported that the City has received
de Saratoga several complaints about the fountain area in the entrance to
Fountain Arroyo de Saratoga and requested that the matter of how it should
be maintained be referred to an appropriate con~aittee. With no
objections the Mayor referred the matter to the Plannin~ Connittee
for study and report.
E. CITYADMINISTRATOR
Park (1) The City Administrator reported that two parcels of land have
site been offered for sale to the City, One consisting of 17 acres
offers adjacent to Hakone Gardens and the other of 21 acres Just
of sale of~San Marcos Road. With no objections the ~ayor referred the
offers to the Management Connnittee for revi~.x and reco~nnndation.
(2) REID LANE CROSSING
Reid Lane The City Administrator reported that discussion with the school
Crossing - district has led to the conclusion that it would be a much simpler
Flashin~ arrangement for the City to handle one half the installation costs

beacon walk with the School District to assume the permanent operating
Agreement and maintenance responsibility. It was=the conclusion of the
City Council that this would be preferable for the City as well
and it was moved by Councilman Robbins~ seconded by Councilman
Burry and unanimously adopted to authorize the ~ayor to execute an
agreement with the Los Gatos Joint Union High School District
under which the City would assume one ~alf the cost of installa-
tions currently estimated by the State Division of Highways at
$2,000.00

A. WRITTEN
t~ 85 (1) The letter from B~ T. Galebs received September 26, 1966s requesting
Design - adoption by the City of the final ~lans for the treatment of
Prospect Highway 85 between Prospect Road and the Southern Pacific rail-
to S.P. road right-of-way was referred by the Mayor to the Planning
right-of-way Committee for study and reco~raendation.

B. ORAL
Weed (1) At the request of Councilman Tyler, the Mayor directed the City
Abatement Administrator to gather information concerning weed abatement
Ordinance ordinances in other communities so that the City Council might
Study consider the advisability of adopting such an ordinance.
(2) The Mayor acknowledged~ with thanks, =he presence of Planning
Commissioner ~IcFalls the representatives of the Good Government
Group and the Saratoga Chamber of Cou~erce.

unanimously carried to adjourn the meeting at 10:00 P.
