Mayor Pro Tem Hartman called the meeting to order at 7:30 P. M.

Present: Councilman Hartman, Tyler, Burry, Robbins
Absent: Councilman Glennon

It was moved by Councilman Robbins, seconded by Councilman Tyler and unanimously
carried to waive the reading and approve the minutes of the November 16, 1966
meeting, as written.
II BIDS AND CONTRACTS
A. AGREEMENT WITH P. G. & E. FOR STREET LIGHTING SERVICES FOR QUITO LIGHTING DISTRICT
Quito Mr. Hanley explained that on January 1, 1967 the City will provide for ~the
Lighting collection of taxes and provision of service for the Quito Lighting District
District and that the same service will be provided as that which is currently in
P.G.& E. effect under County control. It was moved by Councilman Robbins~ seconded
services by Councilman Burry~ and unanimously carried to authorize the Mayor to execute
Agreement an agreement with Pacific Gas and Electric Company for the continuation of
service for the Quito Lighting District, said agreement to become effective
January 1, 1967.
B. REQUEST FOR APPROVAL TO APPLY FOR ADDITIONAL EXPRESSWAYS FUNDS FOR SARATOGA
AVENUE IMPROVEMENT

Expressways As recommended by the Director of Public Works in a memorandum dated Novem-
Funds for bet 29, 1966, it was moved by Councilman Burry, seconded by Councilman Tyler,
Saratqga-Cox and unanimously carried to authorize the Staff to request an additional
improvement $112~638.76 in County Expressway funds for deposit in the General Fund to
Project off-set General Fund expenditures on t he Saratoga-Cox Avenue projects.

~ A. RESOLUTION 347 - INITIATING PROCEEDINGS FOR ANNEXATION OF HAKOME GARDENS

Hakone It was moved by Councilman Burry, seconded by Councilman Robbins~and carried
Gardens unanimously to adopt Resolution No. 347, Declaring that Proceedings Have Been
Annexation Initiated by the City Council of the City of Saratoga to Annex to Said City
proceedings Certain Uninhabited Territory Described and Designated "Hakone Gardens"~ and
Giving Notice of Time and Place for Any Portests Thereto, (Hearing set for
Wednesday, January 18~ 1967 at 8:00 o'clock P. M. in the City Council Chambers.
B. RESOLUTION NO. 348 -
Res. 348
Sanitation It was moved by Councilman Tyler, seconded by Councilman Robbins and unanimously
Dist. No. 4 carried to adopt Resolution No. 348, granting consent to Sanitation District
Assessment No. 4 of Santa Clara County to Undertake proceedings to construct a sanitary
proceedings sewerage project and provide that the 6ost shall be assessed on the district
benefited under appropriate special assessment and assessment bond proceedings,
Sanitary Sewerage Project No. 1966-2, Unit No. 1.
IV SUBDIVISIONS, BUILDING SITES AND ZONING REQUESTS

Maxmar It was moved by Councilman Burry, seconded by Councilman Robbins, and unanimously

extension Ordinance NS-3-ZC-24~ conditionally rezoning property on Walnut Avenue dnder
of Ord. File No. C-71. The new expiration date will be January 2, 1968 and construction
NS-3-ZC-24 is to begin within the one year and be completed within two years, that is, by
January 2, 1969.

IV ADMINISTP~TIVE MATTERS
A. rIAYOR
The C6'uncil discussed, at length, the current ABAG proposal relative to a
ABAG regi0'nal governmeata!orFanization, and although no action was taken at
Proposal - this time, the Council generally agreed that Bay Area reEional problems
Regions! should best be handled by whatever method would result in the most local
Coy. Or~. control, while at the same time, avoiding the establishment of many
separate taxing agencies. It was the opinion of the Council that all
the phases of Bay Area regional problems should be under the jurisdiction
of a single agency.
B. FIt.~NCE
Payment (1) It was moved by Councilman Burry, seconded by Councilman Robbins,
of Warrants and unanimously carried to approve the warrants on the list dated
December ~,. 1966. ahdauthorize that warrants be drawn in payment for
a total a~oUnt 6f $21,952.34.

15 Acres (t) Mr. Hanl~y reported that, in accordance with State law, the Planning

Water (2) After disCuSsing a ~Yana,~ement Committee re~ort regardin~ the provision
Supply for of adequate water supply for Hakone Gardens, it was moved by Councilman
Hakone Gardens Burry, seconded by Councilman Robbins to authorize the Staff to employ
the firm of Riley and Cuffe, at a cost of $400.00, to prepare the
necessary plans and specifications for development of a water supply
system for Hakone Gardens tied in with San Jose Water Works lines.
D. DEPAR~.~NT HEADS AND OFPICERS
Purchase of It was moved by Councilman Burry, seconded by Councilman Robbins and
Property unanimously carried to authorize the ~ayor to execute an amended agreement
from County with the County of Santa Clara for the purchase, by the City, of a small
on Quito Rd. piece of property on Quito Road, just north of Pollard Road. This amended
agreement was required due to a technicality relative to the conveyance
of title, and does not affect the purchase price of $1.50.

Church on (1) A letter from Ja~es A. Rodriguas obJecttn~ to the possibility of a
Quito Rd. church being constructed on Ouito Road in the vicinity of Marshall
Lane School, was determined to be moot inasmuch as the Planning
Commission has denied the application.

letter regarding the ~atter constitutes a legal claim for damages.
