Mayor Glennon called the meeting to order at 7:37 P.M.

It was moved by Councilmen Robbins~ seconded by Councilman Burry; end
Minutes unanimously carried, to waive the reading of the minutes of the meeting
held February 15, 1967, and approve them as written.
II BIDS AND CONTRACTS
A. VESSING ROAD IMPROVEMENTS
Upon recommendation of Director of Public Works H-~ff~ Councilman Tyler
moved, seconded by CounCilm,n Burry; to accept construction of improve-
Yessing ments on Vessing Road by Guerin & Olmstead, contractors~ as of Febru-
Road dry 16, 1967. Inspection by the staff on that date revealed that the
work h~s been satisfactorily performed.
B. HAK01NE C~RDENS
The Director of Public Works stated that restroom facilities are needed
for public use at Hakone Gardens before the Crittezfd.on Home can open
their Japanese tearoom. An inspection is planned by the Building In-
Hakone spector~ Fire Marshal and M~. Huff to determine what facilities are
Gardens needed. A design was presented to the Council cf the buildings proposed.
Restrooms A suggestion tO build similar restroom facilities at Wildwood Park was
bypa~sed at this time. Motion by Councilmen Burry; seconded by Council-
man Hartman; and unanimously carried; authorizing advertisement for
bids for restroom construction at Hakone Gardens# subject to approval
of the Design Review Committee of the Planning CommisSion.
III ~PETITIONS~ ORDINANOES; AND FC~MAL RESOLUTIONS
A. ORDI.NANCE NO. 38.15 - Second readln~
Ordinance No. 38.15 is an ordinance emen~i~g ~he City Code to provide
Ord. pa~_s. enger loading zone on Komina Avenue for Oak S~eet SChool. Reading
38.15 of th~ ordinance ~s waived and motion was ~ade b~ Councilman Tyler~'
seconded by Councilmen Burry; for adoption of Ordinance 38.15; motion
carried unanimously and so ordered.
B. RESOLNTION NO. MV-IO
Resolution No. MV-10 is a resolution prohibiting parking on pavements
Res. of streets less than ~0 feet wide. A report dated February ~8, 1967
MV-iO from the Public Welfare Committee recommending adoption of this resolu-
tion was submitted to the Council. Motion was made by Councilmen Tyler;
seconded by Councilman Burry; for adoption of Resolution No. MV-iO;
motion carried unanimously.
C. RESOLUTION NO.
Resolution No. 3~ is a resolution supporting imposition of a special
Res. use vehicle fee to finanne County-~.de highway system. FSr. Huff re-
3~ ported that Santa Clara County officials had requested support by the
Council of this proposal, and the Council continued their action until
the next meeting.

A petition was pres~nted~ signed by Russell M. Bate, W. M. Wilson and
Kodiak Kenneth Marts, requesting that the name of Kodiak Court, Tract 394.2, be
Court changed to Verde Vista Court. Without objection# Mayor Gleanon referred
this matter to the Street Name Committee.
IV SUBDIVISIONS.~ BUI..LDING SITES .aND ZONING REQI~ESTS
A. SDR-668 - RONALD CLAYTON - RESOLUTION NO~. SDR-668-1
Building site approval was requested by Ronald Clayton~ for one lot on
Fruitvale Avenue of. 28,000 square feet in a ~O#000 square foot zone.
Mr. Huff stated that this a legal non-conforming lot ~ith access either
on Fruitvale Avenue or Saratoga Los Gatos Road. All conditions have been
met with the exception of filing of a recorded parcel map and posting
SDR-668 of bond to guarantee street improvements and approval is recommended by
Clayton the Director of Public Works. Councilman Burry moved; seconded by
Councilman Robbins for adoption of Resolution SDR-668-1; final building
site approval of one lot on FrUitvale Avenue for Ronald Clayton, subject
to posting of bond for street improvements; filing of recorded parcel
map; and correction of Item IID. of the conditions in the Building Site
Committee Report dated 23 January 1967, to read..."from pole nearest to
property line. "; motion carried unanimously.
B. TRACT .3738 - BROWN ~ KAUFFMANN - RESOLUTION NO. 47~-1
Final Map approval was requested by Brown & Kauffmann for 62 lots on
RES. Scully Road, Tract 3738. The.,+Director of Public Works said all condi-
473-1 tions had been met and final maps were presented to the Council for
Tr 3738 examination. Councilman ~obbins moved for adoption of Resolution No.
473-1; final approval of Tract 3738; seconded by Councilman Burry; and
motion carried unanimously.
C. C~MPBELL HIGH SCHOOL - PROSPECT ROAD
Mr. HUff reported that the Campbell High School had indicated they would
like to appear on the ageode at this meeting, but the Planning Con~mis-
Campbell sion had continued application for the high school to be located on
High Prospect Road. A copy of the proposed conditions and a letter from
School Lawrence J. Hill, Superintendent of th~ school dis_t~ict,-.were given
District to the Council By Mr. Huff for their considerF~ion. Dr. Theodore Norton,
Planning Commission. ChaL.~raan, objected to the Council considering the
matter, since it had not obtained final Planning Commission approval.

VI ADMINISTRATIVE NL~TTERS
A. MAYOR
Intercity (1) Mayor Glennon reminded the Co~mcil of the Intercity Co~mcil Meeting
Council on March 2nd~ in Cupertino, to include discussion of ABAG problems.
(2) The Mayor announced that executive session of the Council is
City planned after adjournment this evening for review of the applica-

(~) Mayor Glennon stated he had received a conmaunication from
Highway 9 Clark Brsdley in reply to our reqeest for addition of
Highway 9 to the State Highway Scenic System, agreeing to
introduce 'such a bill in the Legislature.
Aviation (5) The Council was asked by the Mayor to name a representative
Development from Saratoga to serve on the County-wide Aviation Develop-
Committee merit Committee.
B. PAYMENT OF CLAIM~
It was moved by Councilmen Tyler; seconded by Councilman Hartman;
Payment and carried unanimously; to approve the list of disbursements
of Claim dated March l, 1967, and authorized that warrants be drawn in
payment for a total amount of $18,307.53.
C. COUNCIL COMMITTEES ~ND REPORTS
Planning Chairman Theodore Norton stated he though consideration
by the Council of any material pertinent to the locating of a new
high school on Prospect Road by the Campbell High School District
Campbell would be improper until approval is given by the Planning Con~ssiono
High School This matter was discussed previonsly at this meeting, and it was
Prospect Rd determined that the attorney for the Campbell High School District
hai acted independently in trying to hasten the action on the City
of Saratoga participation .in construction of Prospect Road adjacent
to the proposed high school, before actual application for the pro-
posed school was made to the proper offices in the City of Ssratoga.
Council agreed it would be proper to return any material concerning
t~is matter to the Director of Public Works until such time as it
could be considered in connection with approval of the final plans
for the high school.
D. ..DEPARTMENT HEADS AND OFFICERS
(1) cxTY
Faber Johnston reported that sometime ago he had submitted
the proposed license and lease agreement to the Council for
City Atty the Critte~ten Home operatim of a Japanese tearoom at Hakone
Gardens. Also, he stated the case was closed in the
condenmatiQn= action of Colonel Greene in the matter of se~
ers on Verde Vista. Nr. Johnston advise~ sgatnst the Council
attempting to decide an essentially judicial question involv-
ing Leo F. Piazza and Creegan & D'Angelo.
(~) ~m~NO DIRECTOR
Stanley Walker said he had received the .Contract between
Planning Lairfence Livingston and the City of Saratoga from the City
Consultant Attorney. A list has been com'ple~ed of persons interested
contract in serving the City on the General Plan Review.
(3) D RECTOR FU L C
(a) Mr. Huff recommended study of ].andscape design on Fruit-

landscape design since the design of the i~nprovements is progressing to

VII COMMUNICATIONS
A. WRITTEN
(1) Mrs. Mildred H,Wharton appem'ed before the Council, follcwing up
a written request, to review the results of the first General
Plan Review and point out the inaccuracies in projection of the
long range education developments in Saratoga. She urged the
General Council to instruct their consultants to consider future educa-
Plan Review tional demands carefully and the community to avail itself of
this opportanity to serve on the Citizens' Advisory Comm~tteeo
Mrs. Wharton offered her services in the forthcoming Cenerel Plan
Review in any capacity ~n which' she could best serve.
(2) Without objection, Mayor Glennon referred a petition from parti-
cipants in the Chester Avenue Improvement District requesting
Chester Ave. improvement of Chester Avenue as a minimum access road from Allen-
dale to the entrance of Arcadia Palm, to the Public Welfare
Committee for review and recommendation.
B. ORAL
(1) Mr. Eads passed to the Council a list of comparative rates for
Taxi Rates taxi service in the area for their information.
(2) Councilman Burry reported on the ABAG GeneralsAssembly meeting
ABAG Mtg held Friday, February 24th, in Berkeley.
Mayor Glennon welcomed to the meeting Planning Commission Chairman Theodore Norton,
Mrs. Dorothy Parker and Charles Smith of the Good Government Group, and Don Bush,
Chamber of Commerce representative~ Appreciation was exp~ressed for serving of
coffee following the meeting, courtesy of the Good Government Group.
