C. SD-694 - TRA~ 4~44
The City Clerk outlined conditions of tentative map approval which
have not been mats inclUd~.ng submission of a petition supporting form-
ation of a par kmaintenance district to maintain landscaping for this
SD-694 subdivision and the original Arroyo de barntoga subdivision. The cost
Tro 4344 to property owners in the original 241 lot subdivision and the 64 lots
Final in Tract 4344 would be negligible, Mr. Huff indicated.
Map
Councilman Tyler reported that the Planning Committee and Subdivision
Committee,. as directed at the last meeting, had met with representatives
of the George Day Construction Company and the Flood Control District
regarding the flood control easement required in connection with the
development of Tract,4344. The problem, Councilman Tyler stated.
involved several large trees located within the Flood Control plan lineo'
Some of the trees were located in the creek and some on the other side
of the creek on property not within the subdivision. It was suggested
by the Flood Control representatives that this type of problem could
be avoided in the future if the top of the creek bank isspotted on the
tentative map. - Jim Kaiser, engineer for the developers stated that it

liminary map is where the information is most needed.
It was moved by Councilman Tyle~ seconded ~by Councilman Robbing, ,and
carried unanimously to,adopt Res~lutionBoo.~SD-694-1, approving the
final map Of Tract 43~, subject to the ~ohditions listed on the
resolution,
With no objection, Mayor Glennon refer~e~ ~he question of whether or
not creek banks should be located on eith~Ithe.tentative or prelimin-
ary map to the Plannin~ Con~nittee and ~he S~b~ivision Committee.

J~b .. proce~ o~ cG~tacting ~lanagement Consultant finns and other public
Evai~atiGn agahcies regarding a Job evaluation sutwey for the City. Council-
~U~ey man Robbing commented that the scope of.work should also include
a study of administration of the cities compensation plan to
deteunine whether or not it provides proper incentive.
(2) Councilman Tyler reported that the Public Wal£are Committee met
with representatives of the County Health Department to discuss
Semi- the proposal ~or semi-weekly garbage pickup as a fly control
weekly measure. The Committee is awaiting a reply from Green Valley
garbage Disposal Company regarding the cost of twice weekly service prior
service to evaluating the Health Department information and submitting
as fly a final report. However, it was reported that the Committee was
control concerned that a substantial number of householders do not now
measure' subscribe to garbage service. The City Attorney advised that
Ordinance 6-A presently provides that failure to subscribe to
garbage service is a misdemeanor and that the scavenger company is
supposed to pick up from each occupied household and utilize the
City's services, in court i£ necessary, to collect payment.
Councilman Burry stated that he felt Chat the City should see that
this provision is enforced. The Public Welfare Connnittee is con-
tinuing to explore this matter and will report back to the council.
(3) Councilman Hartman reported that the Planning Committee has reviewed
Civic several proposals for Civic'Center expansion and recommends, at
Center this time, that further action on civic center expansion be defer-

a point permitting evaluation in light of General Plan proposals.
X~ith no objection, Nayor Glennon asked the City Administrator to
notify Lawrence Livingston that the Council will be contemplating
acquisition of land for civic center expansion as a part of the
General Plan.

Director of Public Works Robert Shook reported that the sidewalk te-

recob~nended th~ ehe:senit~r~ district be notified of the City~s
expe~ati0n that they compl~ with all City requirements in the
future arid the COUncil~s reaction to their failure to camply in
this instance. With no obJection~ ~ayor Glennon requested the City
Administrator to contact the sanitary district in this regard and
rcp~rt b~ck to the Council.

Recreation land or payment of a fee for perk and recreational purposes in

Crime {4) The City Administrator reported that the Sheriff's Dep~rtment
Report has begun preparation of a monthly, computerized crime report
and that a copy has been transmitted to the Chief of Police.
An additional .copy, he stated, ~ill be available for examinatidn
in the Mayor's office a~ city hall.
(~) The Administrative Aide submitted a report of civic center building
Civic maintenance costs for last year, with pro]ections of costs for
Center the present year. He recommended, as a result of his analysis,
Building that a part-time building maintenance employee be hired and the
Maintenance present contractural arra~ement for building maintenance combined
Study with landscape maintenance, be eliminated. With no objection,

(6) Mrs Huff briefly reviewed the Council's previous action in tabling
a weed abatement ordinance until this Fail and asked whether it \
wished to take any action on the proposed ordinance at this time.
Weed Councilman Hartman suggested that a city~-lde survey be undertaken'
Abatement to determine ~he extent of unsightly or fire hazardous area which
Ordinance was allowed tO develop during the s~,~er, .Councilman Robbins agreed
that the City needs first to esgabltsh ~hether or'not a weed
problem exists and, if it.does, proceed as far as possible toward
abatement with the aid 0f existing ordinances before adopting
additional legislation. IThe City Attorney explained the differences
between the graters weed abatement ordinance and ~he one proposed
for the City.~ Primarily, he explained, the State ordinance requires

individually, whereas the C!ty~s proposal would establish a blanket

vapor lamps that ,the CoUncil withhold action pending complete information

vapor lamps and gas lighting and the impact the recent P.U,C,
action may have on the village area, Councilman Tyler stated
that he now feels that neither undergrounding nor a successful
assessment district for gas lights would be affected by the
installation of mercury vapor lamps at this time, He stated that
it was his understanding that both types of lighting are currently
used, to advantages in Los Altos and that mercury vapor lamps
would require the use o~ lighting standards at any event,
l~ayor Glennon acknowledged that improvement assessment districts
involve the consent of the o~mers and that theyhaven or exhibited
the willingness to partipipate that has been evidenced by the
marchantes but advocated no action until a!1 data is available,
I~r, Rutledge noted that presently several mercury vapor lamps
are located in the village area so that the addition of mare
would not constitute a completely brand new type of lighting,
H~ever, ~r, Rutledge stated that although he did not personally
think that the situation would be altered by the other factors
discussed, he did a~ree that all the facts should be knownto
the Council before it makes a decision,

at this meeting and report back to the Council at the next meeting,
