PLACE: SARATOGA CITY COUNCIL CHAMBERS, 13777 FRUITVALE AVENUE, SARATOGA, CALIFORNIA TYPE: REGULAR MEETING I. ORGANIZATION A. ROLL CALL The mee~ ng was called to order at 7:40 P,M. All Councilmen were present. B. MINUTES Minutes of December 2, 1970 approved as ~istributedo C. RESOLUTION NO. 552 - A Resolution in Memory of Admiral Frederick G. Crisp Acknowleding his Outstanding Service to the City of ~-~ Saratoga Resolution No. 552 adopted u3a~imously. Staff directed to prepare a resolution for the family~ qonsi~e~atio~ of D. PARKS &RECREATION COMMISSION - YOUTHMEMBERS Mayor Robbins acknowledged the work of Bill Cameron and Mark Buckley on the Parks and Recreation Commission and,with the approval of the Council, appointed Marllee Martin from Lynbrook High School and Br~ce Loudon from Saratoga High School as members of the Parks & Recreation Commission for a term of one year. II. BIDS& CONTRACTS A. AGREEMENT WITH SANTA ClARA COUNTY FORLABORATORY TESTING AND FIELD INSPECTION Without objection, referred to Management Committee and the staff for study and recommendation at the next regular meeting. B. ARROYO DE ARGUELLO SIDEWALK Without objection continued to January 6 meeting. III. PETITIONS, ORDINANCES & FORMAL RESOLUTIONS A. ORDINANCE NO. 40-1 - An Ordinance Requesting Inclusion of Certain Territory Within Said'City in the Saratoga Fir~ District (Hakone). Ordinance No. 40-1 adopted with amendment as Suggested by the City Attorney. B. PETITION OPPOSING THE CLOSING OF COX LANE Without objection, referred to Public Welfare Committee and staff for consideration and report.back on January 20, IV. FRAZIER - SARATOGA AVENUE AND COX AVENUE - Continued from 12-2-70 Public Hearing on application for dhange of zoning amended to request change from A (Agricultural) to P-A (Professional-Administrative). Public Hearing opened at 8:17 P.M. Public Hearing closed at 8:19 P.M. Without objection, C-133 continued to the next regular meeting on January 6.. B. C-136 - CALWEST COMMUNITIES, INC. ~ SARATOGA AVENUE - Continued from 12-2-70 Public Hearing on Request for chang~ of Zoning from "A" (Agricultural) to "R-M-3,000" (Multi-Family Residential). A1Dossa, representing Cal West~gonm~nities, stated that in order to obtain approval from the Real Estate Commission to sell the units in the second unit, it was necessary to obtain re-Zoning now. The applicant is willing to abide by any conditions imposed on final map approval. Councilman Sanders indicated he would like to give the development in progress the opportunity to mature before council approval of the re7zoning of additional area. Public Hearing opened at 8:44 P.M. Public Hearing closed at 8:45 P.M. City Manager read Ordinance NS-3-ZC-54 in full and it was adopted 4-1. Councilman Sanders dissenting. C. ORDINANCE NO. NS-3.26-- Continued from 12-2-70 - An Ordinance Amending Ordinance NS-3 in relation to maximum sign area. Public He~ring opened at~8:53 P.M. and closed at 8:54 P.M. Ordinance NS 3.26 adopted unanimously. D. C-134 - VAN HOAG - SARATOGA AVENUE -,Public Hearing on request for change of zoning from "R-I-10,O00" (Single-Family REsidential) to "R-i-iO,000 PC" (Single-Family Residential Planned Conmmnity). Public Hearing opened at'8:59 P.M. A1 Dossa, Attorney; Gary Stokes, civil engineer; Lou Tersini, builder; and Dick Faust, architect, explained the proposed development to the Council on behalf of the applicant. Mr. Salvador Falcone owner of half the property and Mr. Miles Rankin, representing the owner of the other half spoke in favor of the re-zoning. Public Hearing closed for the evening at 9:55'P.M. .Without objection, C-134 referred to Planning Committee and continued to January 6. Mayor Robbins asked that the Council study the file. carefully. E. C-138 - VINCE S. GARROD - MT. EDEN ROAD - Public Hearing on request for change of zoning from "R-I-40,000" (Single-Fan~ly R~sidentia~) to "A" (Agricultural). Hearing opened at 9:57 P.M.; closed for the evening at 9:58 and Ordinance NS 3-ZC-55 introduced and hearing continued to January 6. ~I. ADMINISTRATIVE MATTERS A. MAYOR 1. Announced request from ~apanese CUltural Society concerning the Hakone entrance road. Referred to staff for investigation and recormnendation~ 2. Referred to request from KPLX asking the Mayor to appear on a conmmnity progress program to be taped January 28. 3. Reported on meeting with Saratoga High School civics teacher to discuss increasing the city's role in the study of city government. 4.Mayor Robbins called an Executive Session following the regular meeting to discuss personnel matters. - 2 - SUMMARY OF CITY COUNCIL S - DECEMBER 1~, 1970 - CONT D B. FINANCE 1. Payment of Claims Approved list of disbursement~ dated December 16 and authorized the Mayor to sign the warrants. A~proved Warrant No. 13198 to PERS in the amount ~,~47~2. 2,3. City Clerks Financial Report and Treasurer's Report - Note~ and filed. 4. 1969-70 Audit Report - Referred to Management Committee for consideration and report to Council. C. COUNCIL COMMITTEES & COMMISSION REPORTS 1. Public Welfare Committee report on Radar Enforcement noted by Council. 2. Councilman Dwyer reported on a meeting held in Palo Alto ~ discuss the Skyline Scenic Highway. 3. Parks and Recreation Commission proposal for Kevin Moran Park - Referred to the Planning Committee for content; and to Management Committee for investigation of costs. E. CITY MANAGER 1. Council approved an amendment to the agreement for Sheriff's patrol fo~ patrol at $9.50/hr and authorized the Mayor to execute the agreement on behalf of the City with th~ understanding that this additional service will be terminated on December 31. Approved. 2. Reconmmnd~d that the City CoUncil request Saratoga Beautiful or other appropriate organization to r~view city appearance to see if satisfactory results are being obtained from execution of city policies. M~? directed City Manager to prepare a more detailed list of policies to be reviewed. 3. Recommended thatT~the Parks and Recreation Commission-be requested to begin a study of~nverting the P.G. & E. right-of-way into a finger park or common green area. The Mayor so directed. 4. Reported that the West Valley College District is interested in considering the formation of an assessment district to construct additional parking and P.E. facilities. Mayor re£erred to Planning Committee to discuss with a committee of the Board of Trustees. The Policy Committee was asked to study city involvement in ~inancing school district facilities. VII. COMMUI~ATIONS! A. WRITTEN 1. Letter from Charles Mari~on, 21085 Wardell Road asking wl~ther he can process~ cherries from the Tracy Ranch on his Saratoga property referred to s~aff for study and report. 2. Letter from H.M. Jones i~dicating property damage caused by recent rains referred to staff to have Mr. Jones complete a Drainage Problem Questionnaire for review by the City Attorney. 3. Letter from Department of Public Health declaring rabies hazard region. 4. Letter from Division of Highways on Functional Needs Study. 5. Letter from League of California Cities indicating League participation in PUC Study of landscaping railroad rights-of-way. 6. Letter from Green Valley Disposal Company requesting authority to increase charges to customers in the hill area. O~L Councilran S~th referred to the difficulty with the P.G. & E. trans~ssion towers in Los Gatos and asked 'for more statistics about screening, painti~, etc. before installation in the Metqalf-Monte Vista area.
