Meeting called to order at 7' 40 P.M. All Councilmen present.

II. BIDS & CONTRACTS
A. AGREEMENT WITH SANTA CLARA COUNTY FOR LABORATORY TESTING AND FIELD
INSPECTION - CONTINUED FROM 12-16-70
Without objection, continued. to January 20 meeting.
B. ARROYO DE ARGUELLO SIDEWALK - CONTINUED FROM 12-16-70
Contract awarded to low bidder, Lee Evans, Mayor authorized to execute
contract and sign agreement with Claude Lindsay re payment of sidewalk
cost.
C. GLEN BRAE DRIVE STREET IMPROVEMENTS - WATTIS CONSTRUCTION
Council accepted project and authorized filing Notice of Completion.

Resolution No. 553 adopted setting hearing February 3, 1971 on amended
assessments 6A and 7.
B. RESOLUTION 554 - RESOLUTION OF INTENT TO ABANDON STORM SEWER EASEMENT -
SARATOGA VILLAGE
Resolution No. 554 adopted setting hearing February 3, 1971 on abandonment.
.Mayor referred proposed abandonment to Planning Conunission for report.

Approved Management Committee report recommending refund of 75% of
storm drain fee to Belsito.

Adopted Resolution SDR-860-1 granting conditionalsFinal Site Approval.
C. SDR-701 - GEORGE TRAYER.- VAQUERO COURT
Accepted improvements for construction. Authorized release Of assigned
savings account posted by Thayer ($2,500) and Engel ($2,500).

· Public Hearing opened at 8:12 P.M.
Ralph Ramona, designer for the applicant stated that there were no
objections to conditions proposed by the Planning Con~nission.

Dr. Marcus Bitte~ and Dr. Robert O'Neill expressed concern about the traffic,
objected to use for professional office other than medical and requested careful
control of design to make it compatible with Medical Village.
Fred Styles, representing the Saratoga Park Woods Homeowners Association stated
that the Association was not oppose~ to this re-zoning but stressed that they
would watch closely the safety aspects at the intersection and the architectural
design of the building.
William Glennon, outlined history of Medical Village zoning as he recalled it.
Public Hearing closed at 8:47 P.M.
Reading of Ordinance NS 3-ZC-56 wai~ed unanimously and ordinance introduced.

ON REQUEST FOR CHANGE OF ZONING FROM "R-i-tO,O00" (SINGLE-FAMILY RESIDENTIAL)
TO "R-i-IO,000 P~C" (SINGLE-FAMILY RESIDENTIAL PLANNED COMMUNITY)
Public Hearing opened at 9:02 P.M.
Loren Durr, 18880 Casa Blanca Lane spoke in opposition to the proposed~change
of zoning citing his concern for increased traffic on adjoining streets.
A1Dossa, Attorney, appeared on behalf of the applicant.
Without objection, C-134 was continued to January 20, 1970.
C. C-138 - VINCE S. GARROD - MT. EDEN ROAD - CONTINUED FROM 12-16-70 - PUBLIC
HEARING ON REQUEST FOR CHANGE OF ZONING FROM "R-I-40,000" (SINGLE-FAMILY
RESIDENTIAL) TO "N' (AGRICULTURAL)
Public Hearing opened at 9:12 P.M. No one present wished to speak.
Public Hearing closed at 9:13 P.M., Ordinance NS-3-ZC-55 adopted unanimously.
D. SA~RATOGA GENERAL PLAN - RETIREMENT HOUSING - PUBLIC NEARING ON RETIREMENT HOUSING
ELEMENT OF SARATOG~ G~I~ERAL PLAN
Public Hearing opened at 9:27
Gunther Machal, 13597 Ronnie Way presented a petition signed by approximately
118 residents .qalling for removal of the Kerwin property from the list of sites
under. consideration.
Carol Machal, A1 Fontana, Harriet. Sundblad, and John Koch also opposed consideration
of the Kirwin site and asked that further consideration be given to need before
specific sites were recormnended.
Mrs. Mary Ruth Owen and Col. Barco spoke in favor of providing retirement housing
in Saratoga,
Public Hearing closed for the evening at 10:12 P,M. and continued to January 20.
Mayor referred this matter to the Planning Committee for study with the General
Plan Committee of the Planning Commission.
E.ORDINANCE NS-3.27 - PUBLIC HEARING ON AMENDMENT OF ORDINANCE NS-3 TO PROHIBIT
THE USE OF MOTOR ~EHICLES FOR ADVERTISING PURPOSES
Public Hearing opened at 10:13 P.M. Ordinance NS-3.27 read in full. No one
spoke from the audience. Without objection, Mayor Robbins closed the Public
Hearing for the evening at 10:15 P.M~, introduced Drdinance NS-3.27 and
continued the Public Hearing to the next Council meeting on January 20.
F. SDR-876 - JOSEPH NEVILLE - PUBLIC HEARING ON APPEAL FROM PLANNING COMMISSION
DENIAL OF TENTATIVE MAP APPROVAL

referred to Planning Committee and hearing continued to January 20.

VI. ADMINISTRATIVE MATTERS
A. MAYOR
1. Announced I.C.C. meeting on January 7, 1971.
2. Proposal from A.A. Dempsey to re-locate Village library referred
to Saratoga Library Commission for report and recommendation.
3.Mentioned proposal to provide space for Historical Foundation in
proposed library at Cox and Saratoga-Sunnyvale Road.
B. FINANCE
1. Payment of Claims
Approved list of disbursements dated January 6 and authorized the
Mayor to sign the warrants.
C. COUNCIL COMMITTEES & COMMISSION REPORTS
1. Planning Committee report on Saint Andrews Church playground
approved.
2. Planning Committee report on Herriman Avenue extension noted and filed.
3. PERS Actuarial Study approved in the amount of $65.00.
4. Authorized contracting with Eldon Beck to prepare Master Plan for
Kevin Moran Park for $2800 in accord with Managen~nt Committee
report. Directed Parks & Recreation Commission to advise~ Council
j of procedure for development of Master Plan.
D. DEPARTMENT HEADS & OFFICERS
1. Chief Building Inspector authorized to approve use of plastic pipe.
2. Director of Public Works recommended that large oak tree in Saratoga
Avenue median not be removed.
E. CITY MANAGER - None
VII. COMMUNICATIONS
A. WRITTEN
1., Letter from Mrs. Wilson asking for a hearing concerning their
.~I property on Pierce Road. Mayor recommended that Wilsons submit
an application for consideration during the 1971 General Plan
Review.
2. Letter from.S.tate Department of Public Works announcing chang~ to
yellow center line between opposing traffic lanes.
3. Letter from Mrs. William B. Smyth asking for further work on the
Via Monte entrance. Referred to Public Welfare Committee.
4. Letter from County Superintendent of Schoo~urging cities and other
agencies to cooperate with school districts and the County Board of
Education in creating integrated connnunities.
5.Letter from Joseph Donehue concerning saving property taxes by
turning the fire protection service over to a private non-profit
.corporation.
6. City of San Leandro Res~!ution urging State Legislature to enact
mandatory automobile safety flare legislation.

7. Letter from Paul Masson Vineyards requesting establishment of an agricultural
prese~e for 75 acres on Pierce Road between Mr. Eden Road and Big Basin Way.
8. Application from Charles Marldon requesting establishment of an agricultural
prese~e at west~e~d! of Wardell Road.
9.Application from John Torre requesting establis~ent of an agricultural
preserve at west end of Wardell Road.
City Manager noted that Public H~arings had'been set for January 20 for all
three Agricultural Preserve applications. Referred to Policy Comittee
to detemine if establishment of such preserves would unduly harm School
Districts and other taxing agencies.
