REQUEST FOR AUTHORIZATION TO ADVERTISE FOR BIDS FOR RAISED REFLECTORIZED PAVEMENT MARKINGS ON SARATOGA AVENUE, FRUITVALE AVENUE AND QUITO ROAD. Council authorized bid advertisement. III. PETITIONS, ORDINANCES & FORMAL RESOLUTIONS A. RESOLUTION NO. 85-9.2 - CONTINUED FROM 4-7-71 Adopted Resolution No. 85-9.2 establishing salaries of city employees for calendar 1971. B. RESOLUTION NO. 567 Adopted resolution No. 567 urging the Congress of the United States to make available to local governments a portion of the federally collected income tax. C. RESOLUTION NO, 568 Adopted Resolution 568 urging to Board of Supervisors to adopt an accelerated schedule of meeting the capital needs of the County Library System. Mayer authorized to send a letter to the other eight cities urging them to adopt ~uch a resolution. D. RESOLUTION NO, 569 Adopted Resolution No. 569 preliminarily approving engineer's report, and fixing time and place of hearing thereon, under Division 4 of the streets and highways code - Saratoga Campus Recreational Facilities Assessment District. Hearing scheduled June 2, 1971. E. No one in the audience wished to comment. Public Hearing closed at 8:18 P.M. and continued to May 5, 1971. B. REQUEST FOR CITY TO DESIGNATE FRANK C. NELSON PROPERTY AS AN AGRICULTURAL PRESERVE - CONTINUED FROM 4-7~7l Public Hearing opened at 8:35 P.M. Bernard J. Turgeon, speaking on behalf of Miss Nelson, wished to be assured that a scenic easement would j not()f-ït~s~ëlf opencne property-to pu15lïc use. He " was advised that he could so' assure her. Public nearing closed for the evening at 9:38 P.M, and continued to May 19. C, UP-189 - JAMES R. DAVI - SOUSA LANE - CONTINUED FROM 4-7~7l Special Committee recommended that the Planning Commission denial be affirmed and upheld in the request for extension of UP-189. ORDINANCE NO. 38~'37 - SECOND READING Mayor re-introduced Ordinance 38.'37 concerning the 1970 uniform building code, the 1970 uniform plumbing code, the 1968 national electrical code and the 1970 . uniform mechanical code, with certain amendments, modifications and deletions. Motion that the reading be waived carried unanimously. Public Hearing opened at 9:07 P.M. No one in the audience wished to comment. Public Hearing closed for the evening at 9:08 P.M. and continued to May 19, 1971. E, SARATOGA GENERAL PLAN RETIREMENT HOUSING - CONTINUED FROM 3-17-71 Planning Committee requested authorization of expenditure of $400.00 to conduct a survey including computer analysis by Diridon Research Corporation. Public Hearing opened at 9:l2 P,M. Col. Barco requested that former Saratoga residents who have retired in other areas ,be contacted in connection with this survey. Public Hearing closed at 9:l5 P.M. and continued to May 19. Planning Committee report adopted. VI. ADMINISTRATIVE MATTERS A, MAYOR l. Memo to Parks and Recreation Commission asking them to conduct a survey of the residents in the vicinity of the Frank C, Nelson property to see what uses they would prefer. 2./, Study by County Executive on consolidation of fire protection in Santa Clara County referred to Public Welfare Committee for recommendation. 3.; Letter to Planning Commission concerning General Plan Designation of Nelson I property. 4. Announced that Saratoga will be host City for the I.C.C.: meeting on : July l, at Paul Masson Mountain winèry. 5. Proposal to create a County Human Rights Commission will be agendized at the next Council meeting. 6. Suggested that Co~ncil study Chapters 2 and 3 of the Join~ Citi~s County Housing Element and forward comments to Councilman Smith. 7. Letter from Attorney General Younger re legislative program noted and filed. 8. Reminder of Joint Study Session with Parks Commission on April 27. 9. Letter from Tanso Ishihara concerning the tea house operation and policing problems/at Hakone ~ardens referred to staff for study and recommendation. B. FINANCE 1. Payment of Claims Approved list of disbursements dated April 21, 1971 and authorized Mayor to sign the warrants. 2,3. Treasurer's Report and City Clerk'~ Financial Report noted and filed. C. COUNCIL COMMITTEES & COMMISSION REPORTS l. DEPARTMENT HEADS & OFFICERS i.1 Approv~d endorse~ent of proposal to sníft priorities for West Valley FreewaY'from the Saratoga phase to Los Gatos- Monterey Highway phase and that this be communicated to Robert Morris, I.B.M. Real Estate Division. 2. City Attorney announced that Cocciardi trial has been continued while court takes motions under advisement. 3. City Attorney announced that in Los Altos Hills the court had upheld the city ordinances ëxcluding all uses'excepti resídential. E. CITY MANAGER 1. Council authorized staff to file notice of completion for Arro)'o de ,Arguello sidewalk as soon as final clean up is completed and I to issue a progress payment warrant in ,the amount of $l,547.34. 2. Report on fireworks stands approved. Council authorized staff to issue fireworks stands permits subject to compliance with requirements listed. VII, COMMUNICATIONS A. WRITTEN 1. Postcard from Dr. & Mrs. Calvin Lubran stating that they were against the proposed name of DeAnza Boulevard noted and filed. City Manager directed to send a copy of the postcard to the Chamber of Commerce. 2. Letter from Dr. & Mrs. Arnold expressing support for the idea of establishing some stronger control or elimination of door to door peadlers included in file. 3. Mr. & Mrs. J. Foster concerning access from 4th Street to Wildwood Park referred to staff. ,- 4. Claim from¡Bernd K. Bauer, 'denied and forwarded to the City's insurance carrier. 5. Letter from A. Stanley Corey, Superintendent Cupertino Union School District concerning support of the District's May 25th tax election noted and filed.
