ROLL CALL Meeting called to order at 7:37 P.M. All Councilmen present. B. MINUTES Minutes of Joint Study Session with Planning Commission approved as distributed. Minutes of May ,l9, 1971 regular meeting approved as distributed. Councilman Smith abstained. II. BIDS AND CONTRACTS - None III. PETITIONS, ORDINANCES & FORMAL RESOLUTIONS A, ORDINANCE NO. NS-3-ZC-60 Adopted Ordinance No. NS-3-Zc-60 re"zoning property from "R-1-40,000" and "R-1-12, 500" (Single-Family Residential) to "À" (Agricultural) '~ " (Nelson). B. RESOLUTION NO. 574 Adopted Resolution No. 574 adopting alternate procedure for levying and collecting assessments on ad valorem basis. C. RESOLUTION NO. 575 Adopted Resolution No. 575 supporting application for LEAA funding for Joint Study of Contract Law Enforcement and authorizing submission of said application. IV. SUBDIVISIONS, BUILDING SITES AND ZONING REQUESTS A. SDR-823 - B.T. GALEB - DE SANKA AVENUE Accepted improvements for construction only. B. FRAZIER - COX AVENUE AND SARATOGA AVENUE /'; Authorized traffic engineering study at Cox Avenue and Saratoga Avenue intersection. Public Hearing opened at 9-=25 P.M. " Donald Tenenbaum, Attorney for the property owners, asked the Council to make a decision at this meeting. Jim Naugle, l2072 Ingrid Court suggested that the policy committee be asked to study the feàsibility of requiring th~ developer to pay the cost of traffic studies. Public Hearing closed for the evening at 9:44 P.M. and continued to June 16, 1971. C, ORDINANCE NS-3.28 "\ Public Public zoning Hearing opened at 8:15 P.M. No one in the audience wished to comment. Hearing closed at 8: 16 P.M, Adopted Ordinance NS-3,-'28 amending the .. ordinance to authorize pick-up of certain animals;' D. SARATOGA CAMPUS RECREATIONAL FACILITIE~ ASSESSMENT DISTRICT City Attorney stated that Item 6 in the Agreement satisfied his objections outlined in a letter of May 5, 1971. Mayor asked for this opinion in writing. Public Hearing opened at 8:25 P.M. Ken Jones of Wilson, Jones, Morton & Lynch, reviewed the agreement with relation to proposed public recreational and appurenant facilities and Resolution No. 576, a resolution of determination under Division 4 of the Streets and Highways Code. He noted that plans and specifications, except for Parking Lot No.1, were not in final form. Jim Hardy, West Valley Junior College, ,stated that the prime purpose of the proposed assessment district is to complete the necessary parking lot so that the college will be able to handle the cars of the 5,000 students which the District's Govern- mental Board and the Saratoga City Council agreed to in 1967. Mr. Hardy assured the Council that the District would find a way to provide landscaping for the proposed parking lot even if the assessment district were not formed. Joe Assenza, Highway 9 at Neale's Hollow spoke in opposition to the formation of the Assessment District. Public Hearing closed for the evening at 9:20 P.M. and continued to June l6, 1971. VI, ADMINISTRATIVE MATTERS A. MAYOR 1. Announced I.C.C. meeting on June 3, 1971. Council approved North County House Numbering System. 2. Council to tour Saratoga Volunteer Fire Department facilities. ß, FINANCE Approved list of disbursements dated June 2, 1971 and authorized Mayor to sign warrants. C. COUNCIL COMMITTEES AND COMMISSION REPORTS 1. Approved Planning Committee report o,n Wild wood Park. D, DEPARTMENT HEADS AND OFFICERS 1. CITY MANAGER 1. 1971-72 Preliminary Budget Work session scheduled for June 21, 1971. Special meeting called for June 30, 1971. 2. Presented additional analysis of the Third Quarter Report. 3. Report on action of Board of Supervisors in regard' to contract law enforce- ment approved. VII. COMMUNICATIONS A, WRITTEN 1. Letter from Margaret Reed, 13366 Ronnie Way expressing opposition to proposed merger of the Saratoga and Central Fire District. 2. Letter from Mr. Malachy J. Moran referred to Planning Commission for consideration as part of the 1971 General Plan Review. 3. Letter from Larry Tyler, Chairman, Saratoga Library Commission indicating his recommendations in regard to three sites studied by the Commission referred to Planning Committee. B. ORAL 1. Kent Croft, 20206 Ritanna Court discussed the problem situation on the Miljevich property. Staff instructed to notify Mr. Croft of current situation. 2. 'Mr. & Mrs. Barney McLaughlin, 20640 Ritanna Court also expressed objection to the condition of the Miljevich property. Staff instructed to notify Mr. & Mrs. McLaughlin of the current situation. VIII.
