A. ROLL CALL
The meeting was called to order at 7:37 P.M. All Councilmen present.
B, MINUTES
Minutes of June 16, 1971 meeting approved as distributed.
II. BIDS & CONTRACTS
A. LANDSCAPE MAINTENANCE CONTRACT
Division I: Saratoga Avenue, Civic Center, etc.:Contract awarded to
Grosken, Inc.
Division II: Blaney Plaza, Village Parking, Village Library: Contract
awarded to Grosken, Inc.
\ Division III: Highway 85: Contract awarded to Green Valley.
Division IV: . Hakone Gardens: All bids rejected.
B. KEVIN MORAN PARK
Approved Master Plan, adopted Scheme C and authorized preparation of
working drawings.
III. PETITIONS, ORDINANCES AND FORMAL RESOLUTIONS
A, RESOLUTION NO. 581
Robert C. Donovan, Attorney representing the Hartman family, stated
that this was non-income producing property held in trust which had
been up for sale for several years. It was Mr. Hartman's understanding
that the Boy Scouts were providing clean-up of the premises in return
for the use of a building on the property. Mr. Donovan felt his
client had not received adequate notice and that the cost of $2600
was unfair. Gary Hartman was also present. Mr. Donovan assured Council that
he would notify city of any impending sale.. to protect city's interest.
Mayor asked Mr. Hartman to submit his ppsition in writing and staff
to document their information. At the'request of Mr. Donovan this
will be discussed at a committee meeting after August 8, 1971.
Councilman Smith abstained from all discussions.
B, RESOLUTION NO. 582
Adopted Resolution No. 582 approving.'- interdepartmental and intra-
departmental transfers 1970-71 budget.
C. RESOLUTION NO. 583
Adopted Resolution No. 583 approving interfund transfers 1970-7l budget.
D. ORDINANCE NO. 50
Public Hearing opened at 8:02 P.M. No one in the audience wished to
comment. Public Hearing closed at 8:10 P,M. Mayor introduced Ordinance
No. 50J,with reading waived. Public Hearing continued to July 7, 1971.
E, RESOLUTION NO. 85-9.3
Adopted Resolution No. 85-9.3 establishing position of Oriental Gardening
Specialist-Caretaker and amending personnel resolution to provide for
compensation; worKing nours .ana-job description.

A, CAPITAL IMPROVEMENT PROGRAM
Public Hearing opened at 8:13 P.M. No one in the audience wished to comment.
Public Hearing closed at 8:13~ P,'M, It was the consensus of the Council
that the document entitled Capital Improvement Program' complies with-:EhE)'intent
of the Council as to our future development program. '
V. ADMINISTRATIVE MATTERS
A, MAYOR
1. Announced I.C.C. meeting at Paul Masson Vineyards on July 1, 1971.
2. Report,fromlEconomic and Social Opportunities, Inc. noted without comment.
3. Elizabeth Holmes appointed to 'Scavenger Review Committee to replace
Barney Armstrong, who has accepted a job out of the'area.
4'. Extended congratulations to Councilman Smith as President of PPC and
Vice President of ICC.
5. Reported on Joint Study Session with County Board of Supervisors and
,""Coünty Library Commission held as a result of the Resolution passed
urging acceleration of the County Library building program~ '
6.1 Mayor requested a staff report on status of Fruitvale walkway at boundary ,
I between Ring property and Tract 4954,(Saratog~ Foothills pevelopment Corp.) I
B, CITY MANAGER
l. Report on meeting of Fire Protection Operations held in the Board
Chambers on June 24 noted and filed.
2. Council a pproved Park Maintenance Work Schedule submitted by Administrative
Assistant.
VI. COMMUNICATIONS
A, WRITTEN
1. Letter from Peter Fitchen objecting to the assessment of the Park and
Recreation fee referréd to Planning Committee.
2. Copy of letter to Orrick, Herrington, Rowley & Sutcliffe from Ken Jones
outlining the procedures that he is recommending following in the West
Valley Campus Assessment District noted and filed.
3. Letter from Duane Walker, San Marcos Road objecting to the City's in-
volvement in the West Valley College Assessment District added to the
file. '
4. Letter from Division of Highways g~v~ng further information on Section
256 study and indicating routes in our jùrisdiction affected by review
of ·the various State Highways and local streets noted. Public Works
'Dëpartment is arranging a meeting to discuss this further,with the Division
ot H~ghways.
5. Letter from the City of Half Moon Bay supporting the Coastal Controls Bill
noted and filed.
6. Copy of a letter from the City Attorney concerning progress on the
Cocciardi Quarry case noted and filed.
7. Letter from Dr. Warren Sturla re landscaping betwee~ the Councíl--Cliambers
and Youth Center referred to Management Committee.

Regional Police Districts in counties of six million or more population noted
and filed.

with'the city on exp~p.ding the 'vi1ra'ge library. referred to staff for further
action.
10. Letter from John A. Conger requesting that the walkway on Cox Avenue be extended
to the Quito Shopping Center referred to staff for consideration and recommendation.
B. ORAL
l. Councilman Sanders asked that the continuing problem of cars parked on the
Fruitvale Avenue walkway in the vicinity of San Marcos Road be investigated.
VII. ADJOÚRNMENT
Mayor Robbins acknowledged the presence of Jim Naugle and members of the Press and
the meeting adjourned at 8:50 P.M.
