I. ROLL CALL
Mayor Robbins and Councilmen
called the meeting to order.
Commissioners present.
Dwyer and Bridges were present ,when the Mayor
Councilman Smith arrived at 7:45. All Planning

GENERAL PLAN REFERRALS
--Mayo'r Robbins indicated that he would alter the order of the agenda and began
with the.General Plan Referrals. He indicated the legal basis for the referrals,
the requirement that the City Council refer back to the Planning Commission any
item,which the Council intends to take action different from that taken from the
Planning Commission. Brief discussion of the background of the referral of the
Beck request :' at Saratoga and Co~ the Pierce Road Foothill Lane Area; Fruitvale
Avenue and th~ Central Park designation south of Redwood School.

Individual Members of the Council and 'Planning, Commission expressed
reservations about the need for a Centr'al" Park' in Sa~atoga." However, Ú'~w-';:s
agreed that the Parks & Recreation Commission should ,be consulted for a recommen-
dation as to the financial, political and other considerations affecting the
consideration of a central park site.

II.
PLANNED COMMUNITY
Mayor Robbins began the discussion of planned c'Ü'ímnunity by reading exerpts' from'
the Planning Commission report on planned c.ommunity indicating that he felt the
Commission and Council to be in basic agreement as to the ¡urpose of planned

be a device to' increase density. Councilman Dwyer questioned whether, density
should be based on population or on the number of dwelling units. Commissioner
Lively indicated that he felt the planned c'ommunity approach should be abandoned
in favor of revision of the pLanned development zoning to achieve the aims'de-
sired fo~ the planned community. He felt the planned community concept to be
applicable to our self contained communities to be developed on larger acreages
than .are now available in Saratoga. ,Councilman Smith pointed out that one of
the prime goals of the planned community approach is the preservation of open
space. It was pointed out that present provisions of the planned development
zoning does not provide for open space preservation. Commissioner Martin in-
dicated that open space should be developed to the advantage of the community.
There was also considerable discussion among those present about the lO% bonus
suggested as a possibility in certain difficult areas to encourage planned
community. development.
Stan Walker reviewed Beck ',s Central Area Study with the Council & Commission. He
,displayed to the group the plans presented by George Day in connection with
the proposed development of the area south of Redwood School and presented
several alternatives prepared by the Planning Staff for Council-Commission'
consideration. Discussion of this proposal .led to general consensus that
open space should be significant enough in size to provide the opportunity for
a variety-of uses, Both Council and Commission felt that small splintered units
of open space ,would fail to provide the benefits expected from the provision of'
adequate open space. General preference was expressed for plans which provided
direct access from most lots to the open space area.
VI. CENTRAL AREA
Council and Commission decided the Central Area had been covered sufficiently
in the previous discussion and ~-~ch._~se 'riòt t'õ discuss it further at this time.

VI. The next study session is scheduled for Monday, January l7, 1972.
During the course of the mèeting Ed Panelli spoke briefly about the proposed
development of the area south of Redwood School by George Day. Bob McBain
commented 'on the people density computatio¿ in relation to Hr. Dwyer I S earlier
remark and Art Grafe~.. ,commented on the Planned Community Concept.
