C. APPOINTMENTS
The Council accepted the resignation of Henry J, Kraus, Jr., from the
Planning Commission, and Mayor Robbins announced his appointment to fill
the vacancy on the City Council.

III. PETITIONS, ORDINANCES AND FORMAL RESOLUTIONS
A. ORDINANCE NO. NS-3.30
Without objection, Mayor Robbins introduced Ordinance No. NS-3.30
amending Ordinance NS-3, the Zpning Ordinance, by amending Section
l.4 thereof in relation to the property as to which said zoning is
applicable. Reading waived.
B. ORDINANCE NO. 38.43
Without objection, Mayor Robbins introduced Ordinance No. 38.43
amending Article III of Chapter 13 of the Saratoga City Code relating
to Parade Permits. Reading waived. At the request of Carl Merrill,
Mayor referred ordinance to Public Welfare Committee for review.

and Blauer Drive in the City of Saratoga.

Adopted Resolution No. SD-872-l as originally proposed and without the
exclusion of lots 99 to ll3, Mayor Robbins stated he was still interested
in the negotiations concerning a possible park site in this areà.

V. PUBLIC HEARINGS
A. SARATOGA GENERAL PLAN
1. Retirement Housing Element
Councilman Smith summarizèd the committee report on retirement
housing. The report pointed out that there is a need for retire-
ment housing and that what most people would like is some form of
apartments or condominiums, within walking distance of shopping
and medical facilities. The committee recommends against a special
zone but indicates that it could be handled as a subhead under
multi-family housing.
Public hearing opened at 8:50 p.m. Colonel Barco, 18873 Dundee
Avenue, Saratoga discussed the history of the various studies and
surveys on retirement housing, which all confirmed the fact that a
need exists. He agreed that no new zoning district should be
established. He requested that if further study was needed to
develop criteria .and guidel{~nes ·;t]iatc.it~he:> done in the Council
instead of sending the report back to the staff and the Planning
Comrriission.
Marsha Kaplan, 20745 Sevilla Lane, Saratoga stated that all citizens
of Saratoga should be consulted and not just those of retirement
age. She is opposed to city participation in retirement housing.
Helen Foley, 13150 McDole Street, Saratoga stated that she feels
that retirement housing which is not too expensive and which is
near shopping and medical facilities is very important. She noted
that the proposed site near the Quito shopping center would be
ideal.
Dr, Abrams, 13025 Saratoga Avenue, Saratoga spoke in support of
the committee report and noted that it might be nec?ssary to
consider densities up to 20 and 25 units per acre in order to
make it attractive for a developer to build such a complex.

report as the, Retirement Housing Element. 'Mayor Robbins, referred
the matter back tO,the staff to work with'the Planning Commission in
setting up the criteria and guidelines to be used 'in the development
of retirement housing.
2. General Plan Review for 1971

80-acre parcel directly south of Redwood School.'T'he General Plan
presently calls for a,central park and for the rèst of the land in
the 80 acres to eventually be rezoned from "A" (Agricultural) to

"R-1-40,000". The recommenda,ion from the Planning Commission is
that 17 acres be rezoned (I!R:=:1~::-4Q;900'" "P-;è" ~(pl:ãnn'ed community)
and that the remaining 63 acres be designated on' the General Plan
for future development as :'very low density, planned corrnnunity.'Ú
The idea of a central park would be deleted from this General Plan.
Mayor Robbins stated that in past he had favored the concept of a
plann~d community and had ~ncouraged the Planning Commission to
çome up ,with a specific design. He had previously favored the idea
of a planned community in order to allow the city to control street
patterns, to provide for landscaping along Fruitvale Avenue··..to '

provide for architectural control, and to allow land to be' set

the city's goals can be met within the R-1-40,000 zoning,for the 80
acres south of Redwood School.
Councilman Smith expressed the opinion that "P~C" would benefit
the entire conununity with" its openness~:-áñ9' imaginative design
and that the city could control its coñfiguration. He added the
thought that the idea of a central park has lost it meaning for
many involved with city planning.
Mr. Walker reported that ~ñ~thi'õpinion of the Planning Commission,
"P-C" would be the better, way to accomplish the, goals that the
the city is'talk\ng about1-open space, better design, landscaping
along the street, no fences; architectural 'control of all buildings.
These, can be achieved to a degree in a standard subdivision, but
that is relying to a great extent on the expertise of the staff.
Pùblic hearing opened at 9:55 p.m. Gail L~wley, l278l Miller Avenue,
Saratoga stated that she had lived in a planned community in St. Louis
and that she felt it was a much better way to live.
Public hearing èlosed at lO:58 p.m. Voted to continue the central
park designation at the Gore site but to discontinue this designation
at the South Central Park ,site. Approved the Planning Commission's
report designating the 80 acres 'in the report às<:zery-low deñsiJy planned

B. APPLICATION FOR CERTIFICATE TO OPERATE A TAXICAB COMPANY IN SARATOGA,
SUBMITTED BY LEWIS D. MILES
Public hearing opened at 10:02 p.m. No one wished to comment from
the audience, and public hearing closed 'at 10:03 p.m,
Approved Mr. Miles' application and authorized issuance of the certificate.
VI. ADMINISTRATIVE MATTERS
A. MAYOR
Mayor Robbins administered OatW'of Office to Henry J. Kraus.
Mayor Robbins announced there would be some rearrangement of the
committee assignments. The.Council agreed on the following assignments:
1.
The Management Committee will consist of Councilmen Dwyer (Chairman)
and Bridges.
2.
The Planning and Environmental Committee will consist of Councilmen
Smith (Chairman) and Kraus.
3.
The Policy Committee will consist of Councilmen Kraus (Chairman) and
Smith.
4.

Smith (alternate).
4. A.B.A.G.: Councilmen Smith and Bridges (alternate).
5. Planning Policy Committee:' Councilmen Smith and Kraus (alternate).
6. Santa Clara County Water Commission: Inactive.

C. COUNCIL COMMITTEES AND COMMISSION REPORTS
l, Riscussed Management Committee's recommendation that $820,00 be
contributed to the Chafuber of Commerce's project of Christmas decora-
tions, and that an annual :business license tax designed to provide
funds for meeting similar ,needs in the future be set up. Payment of
this tax might provide automatic membership in the Chamber of Commerce.
Gene Zambetti, Board member of the Chamber of Commerce, stated he
would bring up matter at next Board meetïng. Bob Ewing, President of
the Merchants' Association and member of tne Chamber of Commerce,
stated that he felt the tax would cause too much trouble and that
$820.00 was too much money for the city to contribute to Christmas
decorations. Dr. Abrams dïsagreed and stated that the Chamber did
need this money. He stated he was opposed to the idea of a business
license tax, however, and felt that the whole city should be inQolved
in obtaining such funds in the future.
Mayor referred the matter back to the Management Committee for further
discussion.
2. Progress report on Village, Parking District #1 was noted. Continued
to next Council meeting.
3, \j\]9¡¡:t!'~~P9.rt_;recommending that ¡fhe city work with Saratoga Foothills
Development Corporation' in the relocation of a stream in the area of
the Knapp-Hall property ne~r Arroyo de Arguello to see that it meets
city specifications. This would allow the city to consider the possi-
bility of taking over its maintenance at some future time.
D. DEPARTMENT HEADS AND OFFICERS
1, Adopted Planning Commission's recommendation to approve Mr. Schapë~s
request that the requirement of resurfacing Hilltop Way be waived.

approval of the deletion of the sidewalks required in connection with
the development of Tract No. 4628 by Saratoga Foothills Development
Corporation. .

A. WRITTEN
1. Letter from Douglass M. Adams representing Mrs. Appleby asking
for an opportunity to discuss th";~ future selection of a public
library site, Mayor referred the letter to the Planning and
Environmental Committee and also to the Library Commission.
2. Letter from Ronald, E. Sharp of the County Health Office
requesting that the city adopt certain ordinances regarding
raw milk. ~ity Attorney directed to draw up the ordinances as
requested.
3, Letter from Mrs. Warner W. Angerer of the Arroyo Saratoga Home
Owners Association asking...for city help in locating the source of
(power fòr lighting that is'needed and requesting financial aid in
b~1nìfthe slag for the cross walk. The request for financial
assistance was refßrred to the Management,Committee.

2. Joe Foster, l4215 Springer Avenue, Saratoga brought up matter of
their correspondence concerning street improvements'. Mayor Robbins
noted that the matter had been previously been referred to the
Policy Committee and stated that the committee would, go over the
problem to see what could be done.
3. Robert McAllister, 12464 Scully Avenue, Saratoga stated that since
bids on the closed circuit television system are due November 1,
it would be difficul t to rev"iew any tech"n_~t~ changes. Referred
to Management Committee.
