City Manager noted the following correspondence which had been added

Helen M. and Gertrude F. Ward; petition signed by 42 residents of the Douglas Lane-
Fruitvale Avenue area; protesting the rezoning from "A" (Agricultural) to "R-l-40,000"
"P-C"; and a petition signed by l7 residents :of registering support of Residential
Planned Community Zoning. City Manager stated this was the time and place set for the
Public Hearing which was noticed'di:i the newspaper and by mail. The Planning Commission
recommends approval. This briefly is a proposal to rezone the l7 acres at the north-
west corner of Fruitvale and Douglass Lane. Planning D~ector outlined the advantages
of the summarized proposal.
Public Hearing opened at 8:25 P.M. George Simpson, 19742 Douglass Lane, 0.1. Schmaelzle,
14401 Nutwood Lane, Chuck Fowler, l4452 Nutwood Lane, Mr. Ryant Abel representing Mr.
and Mrs. Lehman and Vartkes Miroyan, Nutwood Lane spoke'~n opposition to the proposed
rezoning, as did Kent Utley one of the recent purchasers of a home on Donna Lane.
Edward Panelli, representing the applicant, George W. Day stated that originally they
had applied for a change of zoning from "A" (Agricultural) to R-1-40,000. asked the
Council to reject the R-l-40,000 P-C in favor of R-l-40,000 since they were concerned
about the marketability of these homes and felt there would be a detrimental effect
on the tax base. He also referred to a future problem of dedication to the City and
access the Public. Mr. Panelli was in favor of the P-C concept under one:ownership and
one development.
Mrs. Gail Lawley, who had lived in a P-C development in St. Louis pointed out some of
the advantages ànd offered to discuss them with any interested residents in the area.
Public Hearing closed for evening at 9:32 P.M, and continued to November 17, 1971.
City Attorney noted that rezoning to R-l combined with P-C requires that final site
development plan must be approved by the Planning Commission. Referred to Planning
Committee for further review and report.
B, FORMATION OF PRIDES CROSSING SOUTH PARK MAINTENANCE DISTRICT
City Manager noted that hearing was continued to this date to give the homeowners in'
the area the opportunity to consult with the Prides Crossing Homeowners Association.
This City has rece~ved a letter from the Association indicating their willingness to
maintain the landscaping on the frontage of Prides Crossing South. Public Hearing
opened at 9:42 ~;M. Jim Naugle, Í2072 Ingrid Lane spoke in favor of the Park
Maintenance District. City Manager noted a l6% written protest. Public Hearing
closed at 9:45 P,M. Adopted Resolution No. 594 amended in accord with City Manager's
memo of November 3, 1971.
VI. ADMINISTRATIVE MATTERS
A. MAYOR
l. Referred the question of common green maintenance agreements guaranteed
by a bond to the Policy Committee.
2. Petition requesting a pedestrian cross walk at Family Shopping Center on
Quito Road referred to staff.
B. FINANCE
A. Payment of Claims
1. Approved list of disbursements dated November 3, 097l and authorized
Mayor to sign the warrants. '

1. Referred possible Bohlman Road Moratorium to the Subdivision Committee

VII. COMMUNICATIONS

1. Letter from Mrs. Helen Foley, President of the Saratoga Sunset Club
requesting City support in the amount of $25.00 referred to Policy Committee.
2. Los Angeles County Counsel letter:re Local License Ordinances referred to
City Attorney.
3. Accepted John Moody's resignation from the Youth Commission.
4. Letter from League of Women Voters expressing support for the P-C concept.
5. Green Valley Landscaping giving notice of intent to withdraw from landscaping
contract referred to staff.
6. Titus Avenue petition re traffic has been referred to the engineering staff
for study and to the traffic deputy for enforcement by City Manager.
City Manager noted that staff anticipates having a report on the Allendale
situation prior to the next meeting; Big Basin and 4th Street and the Miller
Avenue situation will hopefully be on the Agenda for the next Public Welfare
Committee meeting.
B. ORAL
1. Mrs. Betty Henry, 18998 AllendaleAvenue complained about creek channel
clearing causing erosion and mototcycle problem in the creek area behind
the Mormon Church. Council voted to suspend the work pending receipt of
a staff or committee report.
2. Adopted Resolution SDR 920-l granting Final Site Approval for property of
Roman Chavez, Belnap Court.
3. Council authorized release of bond guaranteeing completion of Gate House
walkway upon receipt of cash payment in lieu of peformance of work.
III. ADJOURNMENT
Mayor Robbins acknowledged the presence of Pl~nning Commissioner Martin; Ruth Owen

Bob Barbatti, Gene Zambettie, and Billie Alesso, Saratoga Chamber of Commerce. The
