I. ORGANIZATION
A. ROLL CALL
Present: Councilmen Bridges, Dirid0n, Kraus and Smith

It was moved byI Councilman Bridg.es and seconded by Councilman Diridon that
the minutes of Mar~h.7, 1973.be approved. .The motion was carried.
II. ~BIDS AND CONTRACTS
A. CALIFORNIA DENTAL SERVICE AGREEMENT
It was moved by Councilman Kraus and seconded by Councilman Diridon that
the Mayor be authorized to execute th~ Agreement; the motion was carried.
B. RECYCLE CENTER AGREEMENT - WEST VALLEY ECOLOGY CLUB
It was moved by Cou'ncilman Bridges! and seconded by Councilman Diridon that
the Mayor be authorized to execute! th~ Agreement, the term of which would
be for a six-month period. The mo'tion was carried,
C. BICYCLE ROUTE SIGNING PROJECT
It was moved by Councilman Diridon and seconded by Councilman Kraus that
the Engineer be authorized to advertise for bids (Bid opening date: April
16). The motion was-carried.
III. PETITIONS, ORDINANCES AND FORMAL RESOLUTIONS

The City Manager indicated that $6;,000 is b.eing allocated in the 1973-74
Capital Improvement B~dget for thi~' purpose and that. the final determination
would be made at the time the Budget is approved.. It was suBgested that
a letter be directed to the petitioners advising them that the request is
being considered.

Resolution No. 65~ be adopted~ The motion was carried.

It was moved by Councilman Diridon ~nd seconded by Coun~{Iman Kraus ~hat
Resolutions 655, 655-A, 655-B, 655-~, (~5-D be adopted. The moti6n was
carried, 3 to 1 in favor.
The Cit~ Manager_indicated that filing of the investigation report and setting
~/p~!~_~~rd'~ak~Y~l~ce .at ~il 4th regular meeting.
D. RESOLUTION NO. 656 - Resolutioh of [he City Council of 6he CityI6f Saratoga
Commending Mrs~ Margaret Reed (1972 Citizen of'the Year)
It was moved by COuncilman Diridon and seconded by Councilman Bridges that
Resolution No. 656 be adopted. The!motion was carried.
E. RESOLUTION NO. MV-60 - Resolution E~tablishing "Yield" Intersection and
Delineating Portions of Glenbrae Drive and Hammons
Avenue by Double Yellow Centerline Striping'
· It was moved by Councilman Kraus and seconded by Councilman Diridon that
Resolution No. MV-60 be adopted. The motion was carried.
F. RESOLUTION NO. MV-61 - Resolution Prohibiting Parking or St~pping at Any Time~_~
Along the Northerly Side of Saratoga Avenue from'the
Easterly CrOsswalk Line at Saratoga-Sunnyvale ROad to
a Point _+2507Feet Easterly .
It was ~oved by Councilman Diridon ~nd seconded by Councilman Kraus that
Resolution No. MV-61 be adopted. The motion was~carried.v
IV. SUBDIVISIONS, BUILDING SITES AND ZONING REQUESTS
A.' SDR-iO16 - ROBERT SCHIRO, UPPER HILL COURT - I'LOT
It was moved by Councilman Kraus and seconded by Councilman Dwyer that
Resolution SDR-iO16-1, ~ranting final Building ~ite approval, be adopted.
The motion was carried.
V. PUBLIC HEARINGS

VI. ADMINISTRATIVE MATTERS

B. FINANCE
1. Payment of Claims '
It was moved by Councilman Diridon and seconded by Councilman Kraus that
the list of disbursements 16685 through 19669 be approved (with the
exception of 16971 until it has been approved under Section E - CITY MANAGER
and the Mayor be authorized to sign the warrants. The motion was carried.

C. COUNCIL AND COFR~ISSION REPORTS
1. Planning C6mmission
a) Christmas Tree Farm - County' Us~ Permit
It was moved by Mayor Smith and seconded by Councilman Diridon that
a letter be directed to the County insisting that the following action
be taken: (1) The applicant take the necessary steps to correct the
existing grading and erosion. problems and inform the City what remedial
measures are proposed; (2) Recommend that the applicant be required to
file an Environmental Impact Report assuming. a positive declaration,~_'~"~
~addition, the letter sh~uld,c~mmunicat~ the Ci~y'~ opposition to
a retail Christmas tree' venture. The m~tign was ca~ied.
b) Urban Devel0pn~ntZOpen Space Plan .
It was moved by Councilman Bridges and seconded.by Councilman Diridon
that the City communicate its support of the'P.P.C.'Urban Development/
Open Space Plan Draft, with the modification of the section on Housing
and Urban Development Policy!, as outlined in the-Staff Report, dated
February 27, 1973. The motion was carried.

It was moved by Councilman Brid'ges and seconded by Councilman.Diridon
that the Council approve the purchase of the property on the corner of
Saratoga Avenue and Fruitvale Avenue for a total purchase price of
$89,898 and authorize the City Attorney to open Escrow, and to approve

City Manager to reply, advising that the letter has been referred to
the City Attorney for possible modification to the Zoning Ordinance.

and Solicitor Permit. - City Manager to reply, advising that the Council
took no action regarding request, but indicate that he was directed to
further consider a~ make appropriate recommendations to the Council
for possible modification of the Ordinance.

It was moved by Mayor Smith and seconded by Councilman Bridges that the meeting
be adjourned. The motion was carried. The meeting was adjourned to an Executive
Session at 9:05 p.m.
