I. ROLL CALL

II. CONSIDERATION OF.PROPOSAL BY S.ANTA CLARA TRANSPORTATION COMMISSION STAFF TO USE
A PORTION OF FoA.U. FUNDS FOR PURCHASE OF WEST VALLEY FREEWAY RIGHT-OF-WAY
City Manager Robert Beyer explained the program which had been worked out with
the County of Santa Clara and the City of San Jose pertaining to the use of F.A.U.
funds in Santa Clara County. He indicated that the County had agreed to take the
City's portion of F.A.U. funds and "wash" them by providing Gas Tax funds in their
place.
This proposal h~s an advantage to the City, in that under the normal F.A.U.
_.- Program the chances of the City receivingC/~ny~direct benefits are very slight.
The issue this evening is the proposed use of the three million dollars of County
funds by the Santa Clara County Transportation Commission for the purpose of the
- West Valley Freeway right-of-way.
Councilman Bridges reiterated what had happened at the previous Transit Commission
Meeting, and indicated he felt a public hearing was necessary formore community
input prior to the City taking action on the staff recommendation. Councilman
Bridges indicated he was opposed to the plan as presented, and felt there was very
little money in it for public transportation. He indicated that the County study
regarding this corridor had not yet been completed, and a recommendation should be
delayed until the study is completed.
Mayor Smith asked if the money would be lost if not used in this way, and whether
or not the corridor would be lost if the money was not used for its preservation.
Councilman Bridges also raised the question of possible planned ownership of the
corridor between the State of California and the County of Santa Clara.
Councilman Diridon asked whether or not the F.A.U. funds could be used for capital
needs or to help offset a proposed operating deficit for the Transit District.
Councilman Bridges <~d-'~__~hat the F.A.U. funds could be used for matching funds
for various experimental programs.
· The Council indicated that it favored the money being spent primarily for rapid
transit, with a decreasing.emphasis on vehicle transportation. The~ further agre~
that if it was necessary to spend some of the funds for preserving the freeway
right-of-way that the purchase should be restricted to something less than the
proposed freeway width. ~
The Council took no further action on this matter.

Councilman Brigham reported.on the P.~.C. Meeting and passed out a report from
the Trails and Pathways Committee, ~sking that copies of this,r~port be made
available tQ~other members ofthe City Council.
IV. ADJOURNMENT
There being no further discdssion, itwas moved by Councilman Diridon and SeConded
by Councilman Bridges the meeting be adjourned. The meeting was adjourned at
8:40 P.M~
