ROLL CALL Present: Councilmen Bridges, Brigham, Diridon, Kraus and Smith Absent: None II. SPECIAL BUSINESS Mayor Jerome A. Smith tendered his r~signa~iont0 the City Council in a letter to the City Clerk, indicating that his resignation as Mayor be effective Novg~ber 30,. 1974. The resignation was accepted by the City council. In explaining his resignation, the Mayor expressed his gratitude and thanks for the support he had'received from.his fellow council m6~bers while he has served on the Counciland as Mayor these past several years. tli. RESOLUTION NO. 713 Resolution of Joint Agreement Between the City of Saratog~ and the County Santa Clara Regarding the Housing and Community Development Act of 1974. The City Manager introduced this item, giving a. brief Background onthe Housing and Community Development Act of 1974 and its intent off consolidating a number Of grant programs in the Department of Hou'sing and Urban DevelOpment. He then intro- duced Mr. Dick Miller, representing the Santa Clara County Planning Department, ' who reviewed the overall goals and objectives of the Housing an~iC~~~l~ment .Act of 1974. He detailed the Lbasic requirements for the City participating ~n some approximately $493,000, which is potentially eligible to the City of Sarato_ga~!o~a i-year perio~.""The baS'f~ requirements for the application included a 3-year develop- ment plan summary consisting of a statement of methods, long-term o~bj ec~i~es,_shor-~=~ term objectives, and specific activities for development of that plan. Also included in the application would be the Housing Assistance Plan, which'~in7 clUdes a survey of housing needs in the community, annual goals ~or meeting these needs, and a plan for the relOcation of any housing that would be necessary to meet such needs. The third aspect of the application is a certification eiement, for an Affirmative Action program, and inclusion of citizen participation in the planning process. This includes a minimum of two meetings before the Plannk~g Commission or City Council. Mr~ Miller further reviewed the requirements of the application procedure and indicated there is a very tight timetable if the County is to submit its appli- cation for the other cities.in the County with a population exceeding 50~000 to the Department of Housing and Urb~DDev~topment by the deadline date of April 15, 1974- Following additional consideration of this matter, it was moved by Councilman Kraus and seconded by Councilman Bridges that'~Resolution 713 be approved, a~d the City indicate its intent to be a party to the total County application. IV. ADJOURNMENT It was moved by Councilman Bridges and seconded by Councilman Brigham the meeting be adjourned. The meeting was adjourned at 8:05 P.M. spectf submitted, Ro
