SARATOGA CITY COUNCIL

I. ORGANIZATION
Present: Councilmen Brigham, Kr~us, Corr, Matteoni and Br.idges
Absent: None
II. PETITIONS, ORDINANCES AND FORMAL RESOLUTIONS
A. CONSIDERATION OF APPLICATION FOR FUNDING PROGRAMS 'UNDER THE HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974
The City Manager pointed out on the viewgraph a summary of the programs for--
ttie-:3 years allocation.of funds, as tentatively.outlined by the Council at
the meeting on January 21st.
He i!ndicated there have been 4 public hearings held on this issue,' and as a
result of the Council's' action last week., the application will be filled out
to reflect the Council's intent. He oointed out in the application form there

we could anticipate meeting an objective of 10 units in the Neighborhood
Improvement Program, and an explanation of the Housing Assistance Plan, as well
as an explanation of the Senior. Citizen Housing allocation for the second and
third years. He explained that Table IV does the same thing in that it relates .
the areas in each census tract to the Housing AssiStance plan
Councilman Brigham asked if the part which explains the Neighborhood Improvements
Program clearly indicate.that one of the objective~ is to-keep elderly citizen
in their houses by helping to upgrade their houses.
Marty Van Duyn, Dire~tor of Planning, ~eplied that it was clearly demonstrated
in the Housing Assistance' Plan, and also, the Application indicates this in
a more generalized language.
After some .additional discussion of the specifics Of the Application, it was
moved by Councilman Brigham and seconded by Councilwoman Corr the Application
for Federal Assfstance under the Housing and Community Development Act of 1974
be approved and the Mayor'be authorized to execute the application. The motion
was carried, 3 to 2 in favor -- Councilmen Kraus and Bridges in opposition.

Margaret Reed, 13366 Ronnie Way, indicating she was very pleased to hear
one of the Sheriff deputies mention that Saratoga City Council listened
to its residents more than any other city he has been.involved Wi.th.
2; Hottense (~icki) Rozman, 20341 Chateau Drive, asked if the Counciq ~ould at
some future time hold additional public hearings 6n any~ revisions to. the
Housin9 and Community Development Act Program. The City Manager rep'lied
public lhearings would be scheduled at the'end of the first year of the pro-
9ram; ~hether or not .the'Counc~i'intends to revise the '~rogram.
'3. Councilwoman Corr indicated she had received a request from the Chamber of
Commerce Committee for the First Annual Antique Exhibit and-Sale that the
City Council consider participatin9 in the compilation of their brocbure
by purchasin9 an advertisementiOn the brochure.
Followin9 some discussion df this request by theCouncil, ft was moved by
Councilwoman Corr and seconded by MaXor'Bridges the City prepare a con-
gratui'atory mess~aeiin~h~ c~!o~u~'~E~ goina rate. The motion failed.
for lack of sufficient,aye votes.
Councilm~n Brigham.suggested the City draft a congratulatory letter or resolution
for publication in the local newspaper (possibly in the form of a Press Release).
This suggestion waslacceptable to all members of the Council,.-
IV, MISCELLANEOUS
1. The City. Manager advised thaton Eebruary 5th the'A~b~v~nu~nd,Taxatibn
· Commitee would be holding their first hearing on ~B?33~"th~6~li~e6'''
the disadvantages of this bill and stated it wou~d vitally affect Saratoga~s
tax rate structure; therefore, he requested authorization to draft a letter
to this (~Tt~'Si~e~i~'~'Ci~y'T'p6~i~i66'l~
It was moved by Councilman Matteoni' and seconded by Counciqman,'Kraus the
City Manager be authorized to communicate with' the ~,~ ~',~xTti~n.

The motion was carried.
V. ADJOURNMENT
It was moved by Councilman Kraus and seconded by Councilman Brigham the meeting
be adjourned to Executive Session. The motion was carried.. ~he meeting was
adjourned at 8:00 P.M.
