SARATOGA CITY COUNCIL

Continued Public Hearing on Consideration of Alternate Library Sites on City-
Owned Property Located .
1 ) at corner of Saratoga-Sunnyvale Road and Cox Avenue
2) on Saratoga Avenue adjacent to'Sacred Heart Church
The City Manager asked that the Council make a determination as to whether or
not they would wish to hear Dr. Abrams' comments with respect to the Saratoga
Avenue-Cox Avenue site. Following some discussion, it was moved by Councilman
Kraus and seconded by Councilwoman Corr that the Council not hear Or. Abrams'
presentation in reference to this property. The motion was carried, 3 to 2,
Mayor Bridges and Councilman Matteoni in opposition.
The City Manager then provided a s.,/nopsis of the history of the library site
deliberations to-date, and explained that the Counci'l at its October 21st
Adjourned Regular Meeting moved to terminate negotiations on this site and set
the Continued Public Hearing for this evening to consider the two alternate sites.
He further explained that at the October 21st Meeting, the Council, in making
their motion to terminate negotiations, left the door open in stating that if an
agreement could be worked out with Dr. ~brams, based on the Library Committee's
parameters, this would be given consideration at the public hearing this evening.
The City Manager then gave a comparison summary of the two sites, which included
access, available public transportation, parking,. building schematics, location
in relation to other branches, landscap,ing, population served, number of acres,
and cost of the land.
The Mayor then opened the public hearing at 8:03 P.M.
Mr. G. Carlson, 12234 Brookglen Drive, addressed the Council on behalf of the
Brookview Homeowners Association, and requested to read the letter submitted from
the homeowners asso(~ation which was submitted in the Council's packet, which
letter expressed support f. or the library site at Cox and Saratoga-Sunnyvale Road.
Mr. Carlson further commented that with regard to the concern that we would be
lining up everything along Highway 9, he did not feel this was true, and furtherL
indicated that this site is approximately 5 miles from the Cupertino branch on
Saratoga-Sunnyvale Road. He ~ommented that this location would serve the largest
amount of people, and also pointed out the advantage that the land is already
owned by the City, and that it is an attractive site.
Loretta Hill, speaking on behalf of the-Pride's Crossing Homeowners Association,
indicated that they held a board meeting last night and discussed this issue at
length. She indicated the concensus of the board was that the Saratoga Avenue-
· . Cox Avenue site was still the most preferred site, and the only alternative which
~" they felt they could consider. Mrs. Hill commented that she feels Prides Crossing
~c Homeowners Association shares many of the same views as the Brookview Homeowners
~-' Association.
Paul Watson, 19147 Vineyard Lane, commented that the Vinevards held a board
meeting last evening, and he got the impression that thes~'p~T6~l~much preferred
the Saratoga Avenue'site. He indicated this represents a~i~a~ely 225 people.
Mr. Watson further ~ommented that one thing which wasn't mentioned is tha~ there
is a bicycle path along Saratoga Avenue; also,'he~lT~t'h~T'lo~a~n.~h'~ ~
~C~d~rally located. He stated he 'felt it would cost more mon6y~o'develO~"'
the other si~e on Cox Avenue, particularly with the creek there, and wondered
about the possibility of flooding of this creek at some future time.
Frank Perdichizzi, 19804 Colby Court, co~ented that the standard approach to
obtaining land which the City requires' or needs, and which the landowner does
not agree, is by condemnation. He asked if th~s has been considered as a
method of obtaining the Saratoga-Cox Avenue site.
Mayor Bridges replied that he felt it was typically the position of the Saratoga
City Council that condemnation be usedi onlyas an avenue of last resort. ~urther,
he commented they are dealing with a piece of land in which we'woQld only be
taking a port!o~n, and this raised a question of the remaining land and what devel-
opment might~be i~Ssed on it. He indicated it was felt by the legal advisors
this might po~61~' result i n a long drawn-out process because of some of these
factors. Also, it was their feeling they would not be able to obtain the land
for a reasonable price under condemnation.
Mr. Perdichizzi agreed that'he felt the best method for obtaining this la ~
would be to negotiate, but when negotiations fall through, this would be an
alternative to finding another site. He felt this, nevertheless, should be
looked at a little closer, as he feels'the Saratoga-Cox Avenue site is the preferred
site by most people. Mr. Perdichizzi commented if this site could not be obtained,
he would favor Cox Ave., Saratoga-Sunnyvale Road as an alternate site.
Amy Jorgenson, 13631 Saratoga AVenue, indicated she sent the Council a letter
last July in regard to her feelings on the library. She commented she would
like to see the library on Saratoga and Fruitvale Avenues, .and that this would
be adjacent to the Civic Center and th~ Community Center, and also, close to
Redwood School, as well as Quito School. Also, it would be close to the Vineyards.
Miss Jorgenson felt that the economic factor is the thing to be looked at, and
she didn't feel the Council should spend any more time in getting this site on
Cox Ave. and Saratoga Avenue adjusted to the plans which have already progressed,
Dr. Isaak Abrams, 19739 Edina Lane, addressed the Council and requested to speak
about another site in the city, this being mid-way between the two sites under
discussion this evening, which has always been a prime site. He then presented
a description of this~'i~'~a't~d~'6n"~cFarland and Saratoga Avenues. Further,
Dr. Abrams indicated h~ ~ul~ l'ike to point out an agreement on the site de-
scribed by the City Manager was not d~awn up until October 1st, and it is only
October 29th. He further indicated the problem concerning the lenal techni-
calities was not presented to him until October 14th, and he replied to this
within 3 days; therefore, he didn't feel this was too much time.
Dr. Abrams continued that he would like to~z~f6~i~'into the issue con-
concerning the points of difference on his proposal, present to the Council a
letter. Dr~ Abrams presented to read ~his letter, which stated:
"The purpose of this letter is to set forth an offer by me to con-
dition to gift to the City of Saratoga a fee interest in a parcel
of land delineated in yellow in the approximate location of Exhibit
"A" of this letter, referred to as "Library Drive". On the large
map, it is that large parcel indicated in yellow leading from
Saratoga Avenue to the library site. As the Council is aware,
lengthy negotiations are in orogress regarding ~ position b~ the
City of Saratoga for a porti6n of the ingress on the property.
Since funds are not available to acquire the land needed for access
to Saratoga Avenue into this s~te, I desire to. make a free simple
gift of Library Drive. Accordingly, I will prepare a deed immediately
and deliver same to the City. In the event the City does not reply
promptly, by December 15, 1975, the' said'deed wi-ll be returned to me
and we will go no further than that."

Dr. Abrams then requested time by the ~ouncil to elaborate on his proposal.
However, it was the feeling of the Council they did not wish to pursue this issue
at the present time.
Marlene Duffin, 2~24t Canyon .View D~ive, addressed the Council on behalf of Wildwood
Heights Homeowners Associ'ation,~who 'has authori~zedher to~come to the meeting this
evening ahd express to the Council .how much they would appreciate its decision to-
night. She indicated their homeowners association doesn't have a preference;
howeVer~'she'~oul~'l'~'k~'to see'the s~it~'n'S~a'toga AvenBe ~l~ed, s~nce
seems to be in a better location to .the schools surrounding it.
Sally Carlson, 12234 Brookglen Drive, commented that she walked for the library
bond issue, and(~e~'Bou~t~h~i~(~;~
to retain a libr~yTin ~6~o~n'~a~t~of'the cit~;~'~los6 ~0 ~66 p0pui~i:6n
center as possible. She commented that she felt the library is really there to
serve the people, and not to serve a geographical center for the city. She
further indicated there are children who would be able to walk to the Cox,
Saratoga-Sunnyvale Road site,l~e~r,t~i~as many as could walk to the other site.
She felt Senior Citizens coula;:~ia~i~'or drive to either site. ~lso, she would

serve more people."'
Barbara Campbell, County Librarian, addressed the Council, commenting that she
has voiced before her.~.f~eling that she believes the Saratoga Avenue-Fruitvale
Avenue site is,~t'~('B~tt~T~ibn of 'the two, in terms of the service area of
the County Lib~siri~T~B~9ond that, however, she indicated this evening
is the first time she has seen the Saratoga-Sunnyvale, Cox Avenue site developed,
as far as the building being-put on the site. Miss Campbell stated she does have
a serious question about the creek and its being through the center of the site
with the parking lot on'one side. She co~ented that she feels everyone should
realize this library wouldbe open into the evening hours, and there would be a
safety factor to consider here, both for the staff and the people visiting the
library. She commented that an isolated site, in her opinion, offers an
opportunity, in terms of public safety, which she feels should be given serious
consideration.
Miss Ca~bell further comment~ that she would have a little problem, in repre-
senting the County Library District, in payin~ for a site with(20~'~(S~ble land-
Also, she indicated if this site iS chosen, it would cost considerably more money
to build the library because of the creek, and she would have a problem with this.
She felt strongly that the question'of public safety is going to have to be con-
sider~.
Mayor Bridges asked Miss Campbell if the District would guarantee that if the
City agreed to'put the building on Saratoga Avenue, the District would not
Miss Campbell replied that the Village Library is a unique library, and she
would personally have no problem with the fac~ the two facilities would be a mile
from each other. She felt thi~l~b~~dZ~_~k~Tat independently, with
the idea this is the facility~"~ the ~6'~T~e-E~u~ty with full library
service.
Nancy O. MacDonald, 20301 Ki~kmont Ave., addressed the Council and.co~d th'at
with regard to public safety, she would be muc~ less fearful of (rossi~g 'a ~k'
than she would in crossing Highway 85.
Frank Perdichizzi'aga~n a~dreSsed'the CoGncil, indicating that he would iike
reply to some of the comments from the County Librari'an: With regard to her
comments about safety being a concern~ he indicated that if anyone has every seen
the Cupertino Library, with a big w~ll around it something like a moat, he feels
the ide~ of safety would go right out the window, as he would consider this to be
more of a danger than a creek.

Secondly, Mr. Perdichizzi commented that the library we~ are building is for
Saratoga, even though it would be under some of the control of the County Library
System. He indicated it is still the City's library, and he feels the people
of Saratoga should decide where to put it.
As far as the greatest access to the library, Mr. Perdichizze felt Cox!~r~o~-
Sunnyvale' Road would serve the largest number of people within a 2-mile r~ius
of the library.
Ginny Brobst, 20580 Ashley Way, indicated she is very concerned that a decision
has not been made on a structure site, and would urge immediate action'that a
library s~,teis chosen. She. further indicated that the Friends of the Library
~"¥~.~r~'~i~G~oncerning~this. library, and have worked very hard to ~ass
th~'b~nd is(u~] ShY'indicated also that the Friends have earned a great deal of
money to support the needs of the library, and they are constantly being asked
by the public: "When are you going to build the library, and where?" They are
unable to answer these questions. TherefOre, she indicated they.would like to
urge a decision be made immediateli concerning one of the two sites under con-
sideration tonight.
John Campbell, 13759 Saratoga Vista Avenue,'~Ch~ma~ ~he~t~a"L~6~-~
Commi'ssion, commented that approximately two yea~ ag6, ~e cOmmis~on~el~'a
public hearing, at which time it was drawn in circles the actual number of peopleC1
served'b~h~'t~l~e't'~i~.B~d~he number of'p'~'~l~h~i'l~f
these circles, it was determined that the ideal location would'be somewhere in
the general vicinity of Cox Avenue and Saratoga Avenue, which hasbeen.under
discussion for the past nine months. He commented that in using those same argu-
ments to develo~ the site in this area, the alternate site-on Saratoga Avenue
adjacent to Sacred Heart Church falls 9/10 or 1 mile from the Cox-Saratoga site.
He indicated this location serves the greatest number of people, and also, it is
easy to get to ~in terms of public ~transpOrtation, 'Also,~ there are wide bicycle
paths in thi.s area, and-he would feel 'ver-y strongly ~hat this would be the most
favorable site.
Mr. Campbell, speaking on behalf of the Library~COn~niss}O_~n,I'i~dicated that the
Library Commission p~ior to the last public hearing, ~p~s after studying all the
different facets and details during the past several years, voted that it favored
the site on Saratoga Avenue.
Marjorie Foote, 20910 Canyon ~ew Drive, commented that she would like to compli-
ment the City Council on its wanting tO take action immediately on a liSrary site
location. Mrs. Foote further commented that she has heard a lot of talk about
kids walking to the library, and it has been her observation in this city that
the kids do ~ t walk, and the only people she sees wal king in Saratoga are Senior
Citizens. She further indicated that it was her impression the Village Library
did serve the needs of the Senior Citizens, and this should be kept in mind..
Mrs. Foote urged the Council to makea decision on One of the City-owned sites.
Mr. G. Carlson again.addressed the Cou~cit and indicat'ed he would have to dis-
agree with Mr. Campbell's analysis as to the people who are served by the two
sites. He indicated that based on the~ census tract data and a logical pattern or
service area, thereis a substantial difference between the Civic Center site and
the original proposed primary site. He indicated there is also a difference in
the Cox-Highway 9 site, and that he has the documentatignto substantiate this
and the exact locationT of how this was established. Mr. Carlson stated that )S~>
(~'-'6f~ numbers, as far as totals are concerned, there are approximately 18,000
p~6~le'Within reasonably close proximity to the original proposed site, approxi-
mately 14,000 in the area of the Cox-Highway 9 site, and 11,000 in the Civic
Center site location. He indicated he would consider this substantial as far
as service areas and close access. Mr. Carlson indicated that his point was:
"Once you are in a car, it doesn't make any difference where you put the library;
however, if you are going to be on foot or bicycle, then you want to put it where
you have the greatest opportunity to utilize this means of transportation, and
this has to be along the Cox Avenue location. It was his feeling the site adjacent
to Sacred Heart Church is not in a area which competes with the Cox Avenue-Highway
9 site.

Martha Beverett, .19597..Via Monte'Av~, indica-ed that she speaks as a cultural
interest are~'~rep~8~e6ta~i'~ f~om ~he American Association of University Women,
as well as for herself. She indicated at their last board meeting, they decided
they would like to send the Council a resolution that they would like the City
Council to make a decision rapidly, as they do not feel th~v should wait any
longer.
Shelly Williams, 11951 Brookridge Drive, addressed the Council.and stated he
would like to see the library built as. rapidl~ as possible; however, he doesn't
see any reason for undue haste at this time, in order tomake that decision.
He indicated that it is his feeling that the primary site iS the one close to ·
Cox and Saratoga Avenue. He commented that he did not feel we should sell
Saratoga short, but should pay'for the site which is in the best location for us.
Next to the Saratoga-Cox site, he fel~ the secondary site to beconsidered should
be on Cox and Saratoga-Sunnyvale Road. close the the Argonaut Shopping Center,
which provides additional parking. He also indicated there are traffic lights
at Cox and Saratoga-Sunnyvale Road. He commented~a~\'h~'l~i:k~d~h~ ~F~cs~'

Dr. Abrams ~gain addressed-the Counci.1 and stated what he hears essentially is
that everybody would like to terminate the ~ibrary negotiations and get the
library site going.' He indicated that as he' understands it, negoti~tign9 for

CoUncilman Matteoni commented that no one has really spoken"to the traffic
safety and pedestrian access question, and he asked if the Council might look
at the Cox, Saratoga-Sunnyvale Road site to see how that might be compatible
with bicycle paths in existance, and also any conflict in traffic .patterns and
the signalized intersection.
The City Manager pointed out that Saratoga-Sunnyvale Road carries much mDre
traffic than Saratoga Avenue. He then pointed out the location of the bike
lane in relation to this proposed site. as well as problems related to access.
He indicated there could be an alternative worked out for the parking, which
would provide a detrimental effect ~o the building because ft would then b~
closest to the heaviest traffic, which problem could be mitigated somewhat.
You would then have access only off of' Cox; however, you would also have to
consider back-up traffic becoming a problem.
The City Manager further pointed out that this site is approximately ll0,000
square feet, and by the time the creek plans are adjusted, this would be a very
tight spot, without re-designing the building area. He added that the delay to
date, in terms of payments, has cost the City about $85,000, based on~% or 1%
higher rate we will have to pay on the bonds. and based on?~h~l~'6f ~6gnds

and this would be more significant than on the other site. He further indicated
he has talked to the architect, and told him we would like him to start work
again by November 1st.
He then proceeded '~o outl'in~ ~h6 traffic cir~ulati6n element a~ the Saratoga
Avenue site, indicating there is.not the volume as there is on Saratoga-Sunnyvale
Road, but also, you'do not have the signal. He also pointed out the crosswalk
at this location.
Shelly Williams asked the City Manager'what the cross streets across from this
proposed site on Saratoga Avenue.
The City Manager indicated these were ~restbrook and Ross~6re Court~
Barbara Campbell again addressed theCouncil. She indicated she does recognize
the validity of the "moat" at Cupertino; however, the parking lot'is directly
opposite the entrance and is a very short distance. Therefore, you have direct
access and visual nearness to the library.

She further co~mlented that in terms of actual walking 'space~'~;~kin~]~
and taki.ng into account the creek itself, to the entrance Of the ~il'di~6~ she'
believed we would be talking about 150 to 200 feet from'the parking lot to the
entrance of the building. She commented this area would be an isolated area,
separated with trees.
Councilman Matteoni felt there should.be an easy answer to closing that foot
bridge, and make entry to the building from Cox Avenue.
Councilwoman Corr indicated that she had one problem with the Saratoga-Sunnyvale
site, that being:(~c~.'~_~gr delivery from the County Library System.
Shelly Willjams asked i f the Saratoga~Sunnyvale Road divide was to the west
of the potential site. The City Manager replied the divide is at the inter-
section, and also, there would be no cross-over at this area.
Mr. Perdichizzi asked if there really needed to be 65'parking spaces. Mr. Van Duyn,
Planning Director, advised that based on the preliminary standards, the minimum
spaces would be about 70, and based on the architect's review,60 spaces would be
the minimum.
Mr. Perdichizzi commented that there i~ parking at Argonaut. Mr. Van Duyn commented
that he didn't want to speak about parking on a piece of property that is not a
part of the library.
The City Manager pointed out there would be a frontage problem here; so if you
are planning on access, there would have to be some improvements put in. He
further commented that this is real'ly ~ policy decision the City would have to
make when we got into the final design.
Marjeri e Foote asked i f there is a possibility that Pierce Road would be cut
through to Saratoga-Sunnvvale Road. The City Manager replied that that possi-
bi!i~ has been nullifie~ at this time, with the~Te'l~en~0f t~h6~n~-~hter.
~'~6erdi~hizzi asked how far the creek was from Saratoga-Sunnyvale Road. The
City Manager replied: "About 200 feet."
Mr. Perdichizzi commented that if it is 200 feet frDm the entranceway off Cox,
this wouldn't be too much of a problem.
~C~6Gu~i~o~n Corr indicated that one of the cements this evening concerned
~hi fac{~ that the City already owned the~gand. _~he ~.uggest~d~that it be explained

instance, the Council were to decide on ~he Saratoga-Sunny~ale Road site, is
that since the agreement,the City has with the County ppovides for this alter-
native, we would-pay the City'~s Capi'~al Improvement fund back out of the bond
funds. Therefore, $66,000 would come out of theLibpary Bond fund for that site.
Lorretta Hill again addressed the Council and asked if this land was set up in
the General Plan as a park site, and if so, would this necessitate public hearings
to consider this use, resulting in more time delays.
Mayor Bridges explained that both alternate sites are shown as a park; however,
a library would be compatible with this. use. He further cemented that the
Saratoga-Sunnyvale Road site was originally shown as a library site, as this land
was purchased for a library site before the County told the City it could only have
the on~ central facilty. Therefore, he did not feel there would be any ti~e.'delay.
Jim Isaak, 13685 Calle Tacuba, addressed the Council indicating he would like to
make one point regarding the Sacred Heart Church site with respect to ~aV~i~b"i'~ity
~f~parking. He indicated there is a similar facility to that of ArgoH~t"adjacent
to Sacr~ Heart Church, that being the Sacr~ Heart parking lot.

Mr. Isaak furthe r commented that he felt the difference between the two sites
was really marginal, as far as population, availability, etc. He felt youth would
have better access to the cox Avenue site, whereas older people woQld have better
access to the Saratoga Avenue site.
Mildred Gordon, 20299 Blauer Drive, con~nented that she felt the Cox Avenue site
would require a great deal of re-design and preparation, and it seemed to her the
plan woul'd fit more easily on the Saratoga Avenue site, and she felt that delay
would involve cost. Therefore, she would be in favor of the site that would take
less preparation and re-design.
Mrs. Gordon expressed another consideration, that beihg concern for the greatest
density being served. She felt there'was a potential for growth at the south end
of the City, and it was her feel-ing the City should be considered as a whole, and
~not show favoritism towardone side Qf the City. She commented that the Saratoga
site is centrally ~ocated, is availabl.e to all parts of the City, and people can
reach'it easily. Further, it is available to children on bicycles as there are
about 5 schools nearby, including St. Andrews, Sacred Heart,.Redwood, and Congress
Springs.
She fdrthen commented that she believes the'City does have an advisory committee
made up of people who have studied this very carefully, who have decided that this
is the most logical site, and she felt the Council should consider their opinion.
It was her feeling the Saratoga Avenue site would have more advantages and less
costs.
Lorretta Hill commented that people keep mentioning how accessibl~L~e~'S'~toga
Avenue is to Redwood School, and she Stated that most of the,kids wh~-ga to
Redwood are bussed and don't have time after school to go to the library. She
felt more children could reach the Saratoga-Sunnyvale, Cox site on bikes.
Dr. Abrams again addressed the Council and pointed out the fact there there are
some major issues with respect to the design of the library which took so much
time in planning. He commentented that the site on Saratoga faces to the court-
yard south, which is the side with the high glass walls, and you would have the
sun all day long. ~8_~T~.~.i.'6~iT~Te'a'~hS~ consideration should be that of the solar
pattern, and also the matte~ 6f vi~ability and access for the County B6okmobile.
The City Manager pointed out that the building could be turned any way the Council
wanted on the Saratoga Avenue site, whereas, the disadvantage of the Saratoga-
Sunnyvale Road site is there wouldn't be any options.-
Mayor Bridges commented he felt it is obvious either of these sites is going to
requi.~e re-design of the building.
Barbara Campbell, Countg'Librarian, i~dicated that if the Council is going to
take a vote tonight, since this involves an agreement between the City and the
Count~, and since the last time t~.~n_~t.~'~'s"ome~6~l~'~i~'6~'~'~o~,
~S~Sunnyvale Road site the last time it
~h~'~Sit~ is chosen, the City might have some study sessions with her at some
~u~ure point. She indicated she would urge the Council to consider,C'~,,at all
C~~6~i~al site on Saratoga and Cox Avenue.
Councilman Matteoni asked ,what wouldbe the time frame in getting this matter
to the Board.
Miss Campbell advis~ she ~elt this could b~ discussed a week from this next
Tuesday.
It was then mov~ by Councilman Kraus and seconded by Councilwoman Corr to close
the public hearing. The motion was cayri~. The public hearing was clos~ at
9:25 P.M.

Councilman Brigham indicated his second choice to that of Saratoga-Cox Avenue
would be the site on Saratoga-Sunnyvale Road, as he felt i t would service a
greater portion of the population,
Councilman Matteoni indicated he would like the Council to make an offer, in
conjunction with picking an alternate site this evening, and that the Council
should "ride both horses" for a week. He indicated that he doesn't reallv
want to re-ope~ 9egotiations, but would like ~' offe~ ~m~'t~on't~ ~pe~i~'a~
the details of<~p~ agreement for the City Attorney to prepaFe ~ draft agreement,

Councilman Kraus stated he would favor the Saratoga Avenue site, as he could
see nothing but trouble with the Saratoga-Sunnyvale Road site, and he didn'.t
feel the library belongs in a commercial atmosphere.

af~eF'{he alternate site has been given consideration by the Board. He indicated,
however, he would favor the Saratoga-Sunnyvale Road site because it is the center
of the population, and it is the area which was originally purchased for a
library. Also, he indicated there is Single-Family Residential zoning on both
sides of the street, and there is a considerable potential for growth at that
corner of the city.

He cohented that there is a further probl~ that one portion of Library Drive
indicates 30 feet access, and it is 18 feet thereafter, and it was his under-
standing Dr. Abrams was going to dedicate the balance of that 18-foot portion

5th to execute an agreement for the purchase of the site on Saratoga and Cox
Avenue, which confo~s to the above points, and if D~-Abrams signs this agre~ent
that it be considered on ~ts merits. If, on November 5th, the agreement does not
come back to the Council, then no further consideration be given to this site.
This motion failed for lack of a second.

II. OTHER BUSINESS
Mayor Bridges reported that the City of San Jose has introduced a motion to with-
draw from an agreement which granted to the County .1% sales tax, and this
would bear some serious implications for the City of Saratoga. He indicated that
there must be a uniform ordinance passed by the Board of Supervisors to allow
the State to collect sales taxes for the' County, and the alternative to this would
be for the City to impose its own sales tax and collect it ourselves. He indicated
he would like to ask the staff to bring back a report at the November 5th City
Council Meetingsregarding this matter so the Council could take action to request
this be placed on the I.C.C. Mayor's Committee agenda for 1976, and allow the City
to present its views on the case.
