.~ II. PETITIONS, ORDINANCES, AND FORMAL RESOLUTIONS
A. Resolution 828, Fixing the Amount of Revenue From Property Taxes
The City Manager reminded the Council that this item had been continued
from the last regular meeting in order for the Council to further
consider the amount of dollars to be raised from the property tax rate
for the support of the operating budget for the 1977-78 fiscal year.
He indicated that this had Been continued because of a tied vote by the
Council the previous week.
He further indicated that prior to making this decision, he wanted to
report that since the last meeting he had received a bill which reflected
an increase of $17,700 for general liability and excess liability
insurance over what was budgeted. The general liability insurance
increase amounted to $14,754 with the excess liability insurance being
increased by $2,825.
He indicated that the Council might consider before lowering the tax
rate whether or not it should be kept the same to support this increase
in expenditures for liability insurance.
Mr. Steve Abbey, Saratoga's insurance broker was called upon to explain
this increase and the history of increased liability insurance over
the last couple of years. It was noted that the increase in insurance
for the City this year was 45.9% or a total of $34,000 over actual
expenditures for the same coverage in 1976-77.
After hearing Mr. Abbey's presentation, it was moved by Councilman Kraus
and seconded by Councilwoman Corr that Resolution No. 828 be adopted
for the sum of $463,900 being the revenue to be raised from the property
tax this year. The motion carried 3-1, Councilman Brigham opposing.
Councilman Kraus then moved that because of the increase in liability
insurance costs that the tax rate be set at the same rate as the previous
year at 23¢. This was seconded by Councilwoman Corr. Motion carried
3-1, Councilman Brigham opposing
It was then moved by Councilman Kraus, seconded by Councilwoman Corr
that the 1977-78 budget be adjusted to inclnde the ndditional expenditure
of $17~700 for llability insurance coverage.
The motion carried 3-1s Councilman Brigham opposed
It was then moved by Councilman Krauss seconded by Councilman Brigham
that the amount of $27s825 be approved for the Insurance Company of
Pennsylvania for the excess liability coverage for the 1977-78 fiscal
year. This motion carried unanimously.
