I. ORGANIZATION
The Mayor called the meeting to order for the Adjourned Regular Meeting
at 7:30 PM

Present: Councilman Kraus, Corr, Matteoni, Kalb (Callon arrived a
few minutes later).
Absent:None
II. AUTHORIZATION TO CALL FOR BIDSi SOLAR HEATING PROJECT - SARATOGA COMMUNITY
LIBRARY (Continued from 6/7/78).
The Assistant City Manager, Jim Hendrickson, reviewed the memorandum out-
lining the anticipated pay-back to the City for the library solar heating
pz~ect. As indicated on the chart, it is anticipated that the City will
recoup its costs in approximately the 12th year of operation.
Councilman Kalb raised the question of using a discounted cash flow method
of evaluating the antidipat~d pay-back. It was his estimate that if this
methodology were used, the City would not recover its costs until 37~years
down the line.
It was pointed out that the original estimate of 12 years might be somewhat
conservative. In the event that natural gas is available, it is estimated
that the pric&:)Wii'l~increase exorbitantly. The assumptions used in the
12-year pay-bac~ Were based upon a 20% increase per year in the cost of
gas. In fact, P G & E estimates that the price o6 gas will increase
nearly 100% per year for the next 3 years.
Councilwoman Corr pointed out that one of the primary reasons that the
City considered embarking on a solar heating project was to serve as a
demonstration system to the entire City. After some further discussion,
it was moved by Councilwoman Corr=and seconded by Councilman Kalb to
authorize the call for bids for the Saratoga Community Library Solar Heating
P~o~&ct.
The motion was carried unanimously.
There being no ftmther business, Councilwoman a~lon moved and Councilman
Matteoni seconded that the meeting be ad~oured The et~6n wa~ carried; the
