SARATOGA CITY COUNCIL
TIME: Tuesday, July 25, 1978 - 7:30 P.M.
PLACE: City Council Chambers, 13777 Fruitvale Ave., Saratoga, California
TYPE: Adjourned Regular Meeting
I. ORGANIZATION
Mayor Kraus called the meeting to order at 7: ~ P.M.
II. ROLL CALL
Present: Councilmen Kalb, Corr, Matteoni, Kraus
Absent: Councilwoman Callon
III~.!~7 CONSIDERATION OF REQUEST BY HOMEOWNERS ON WILDWOOD WAY TO TAKE
CERTAIN ACTIONS RE: WILDWOOD PARK
~e City Manager submitted a report to the City Council, based on
i~ts request at the last regular meeting, outlining the history of
the problems on Wildwood Way and suggesting several actions for
Council consideration. The recommendations included the following:
1) Closing the park
2) Prohibiting the possession and consumption of alcoholic
beverages
3) Fencing the park on Wildwood Way, and directing!staff to
investigate the existing security lighting to ascer-
tain whether or not it is eff~ti~&'~ enough in the
evenings.
The City Manager further recommended steps~'o~10ok-~the;i~ng-term
problems of Wildwood Park, recommending~th~ these be-referred to
the Parks and Recreation Commission and City staff for further
consideration. The Council considered the following:
1) The review of park design in relation to useage.
2) The costs attributed to any re-design or building
programs to ascertain their trade-offs and benefits
for the park and the community.
3) To consider the option of retaining the facility
in light of those costs, or disposing of it.
The, City Council then discussed the recommendations, and a number
of residents from the area spoke to the Council concerning these
various proposals.
There was some concern on the part of the Council with closing the
park completely; however, after a discussion, a majority felt it
was necessary to break the cycle of events which have recently
occurred at the park, and were in hopeslof having it open again
as soon as possible.
It was then moved by Councilman Kalb and seconded by Councilwoman
Corr that Ordinance 38.39, AN URGENCY AND E~RGENCY ORDINANCE
REGULATING PARK USE AT WILDWOOD PARK AND A M ENDING CHAPTER 11 OF
THE SARATOGA CITY CODE IN RELATION THERETO be adopted.

Section 1 and make section changes as needed. Section 1 dealt
with the immediate closing of Wildwood Park. It was the feeling
of the Council that the closing Of the park could be achieved through
minute resolution, rather than the emergency ordinance.
The City Manager was then directed to read the urgency ordinance
as modified, and this was read into the record.

It was then moved by Councilwoman Corr and seconded by Councilman
Kalb *a minute resolution~Y~e adopted temporarily closing Wildwood
Park, asking for status r~ports from the City Manager at each
regular City Council Meeting until the matter is resolved. The
motion carried, 3 to 1, Councilman Matteoni voting in opposition.
It was then moved by Councilman Matteoni and seconded by Councilman
Ialb that the staff be authorized to proceed with~the purchase of
fencing for that portion of Wildwood Park fronting on Wildwood Way
and a small portion fronting on that area adjacent to the V~dhBn
property near the creek, and-to review the security lighting in the
park. This motion carried unanimously.
It was then moved by Councilwoman Corr and seconded by Councilman
Kalb that a long-term review of Wildwood Park be implemented, as
recommended by the City Manager, and referred to the Parks an~
Recreation Commission. This was carried unanimously.
IV. CONSIDERATION OF PETITION REQUESTING WILDWOOD WAY BE MADE SUBJECT
TO THE CALIFORNIA VEHICLE CODE
It was moved by Councilman Kalb and seconded by Mayor Kraus that
the Council formally accept this petition, and agendize the matter
for public hearing on August 2nd. The motion carried unanimously.
V. ADJOURNMENT
There being no further business, the meeting was adjourned at 8:50 P.M.
