continue discussion and public hearings on the Northwest Hillside Specific Plan.
The Council first took up the.question oE density issues. ~n. the density section, the
City'C6uncil determined to direct staff ~oprepare wording to amend Policy #1 as
shown in the sunn~ryzof the 'draft Specific Plan dated 4/24 (revised), density on' page
3 and Policy#1 of the same document on page 10 under esthetics, th~se-changesto
provide that residential uses would not necessarily be limited to single-family
detached. Staff was further directed to accommodate as much as possible points and
concerns raised by members of the City.cobncil end the public in impl~tation of

City Council further directed staff to prepare changes to Policy #3 on page 10 of'the
4/24 (revised) summary t6 delete the secohdZsen~ence thereof, addin9 in its place the
following: "Where alternatives permit, d~velopment on ridge .lines shall be avoided."

Nolte and Associates did in]fact~e~t thel 9oals and requirement~ of Measure A.
'Following these presentations andlensuing2Council deliberations, Jensen/Cl~vengermoved
that Alternative 2 circulation plan, which would. allow for a Southwest-Northeast Read
counec~ion and no east~we~ thrOugh, ~oane~tib~, be acce~ted. Passed 4-1 (Mallory opposed).
Clevenger/Jensep moved that emergency access connections 'on east-wes~ roads between Pierce
and the designated Southwest-Northeast Roadbe considered ~t hhe time of development.
Passed 4-1 iZ~a~lory opposed). On discussion of the motion, it was explained that the

need for such emergency access connecti6ns could not be anticipated in advance of
development au~d ~that such e/Pergency access, if any, sh6uld be made a condition of
approval of any develolment at the time of. ~review.
Following this motion, City Council discussed other fssues pertaining to Circulation
Element. It was further determined by consensus that the Circulation Element show
the Saratoga Heights connection between Tollgate end Pierce.
City Council adjourned the meeting at 12: 05~ a.m.

After discussion of the specific probl~ns of Pierce Road, Council agreed to
require develo~nent of an improvement plan for Pierce Road and to require
11' paved lanes as a mine where feasible.

THE PLANNING COMMISSION FOR REVIEW A~D COMMENT, WITH A REPORT BACK TO THE
COUNCIL AT AN ADJOURNED REGULAR MEETING ON JUNE 2 AT 7:30 P.M.. Passed 5-0.
II. Discussion of the Housing Element of the General Plan
Council then ccmpleted review of the draft policies in the Housing Element and
directed staff to proceed to prepare a revised draft element for sLtmission to the
Planning Ccnmission and return with Planning CcmmLission cc~nents and reconmendations
to the City Council by the June 17 meeting.
III. Contract for Minor Improv~nents to Conmunity Library (added at meeting)
Council authorized the City Manager to enter into . csntracts_ for minor improvements
to the Ccemunity Library in imounts' ~not to exceed $5,000.00.
IV. Legislative Matters (added at meeting)
Council directed City Manager to cc~nunicate City Council 's opposition to AB 2003
and AB 2004 to the City's legislative representatives.
