Moyles absent).
II. ORAL COMMUNICATIONS
Don Salera, 18971 Greenbrook Ct., stated that he was satisfied with the service
provided by Green Valley Disposal Co. He favored the proposed rate increase.
Frank Bruno alsb stated that he was satisfied with the disposal service. He
believed the City could not obtain comparable service elsewhere for less.
Mayor Pro Tem Fanelli read into the record cc~ments which had been telephoned
in by those who were unable to attend the meeting. Allan Mills, Mrs. Andre
Jaunrubenis, and Mr. and Mrs. Frank Mason opposed the rate increase end Mrs.
Sickle supported the increase. Mayor Fanelli noted that the City would keep
citizens informed so that garbage service would not be terminated unexpectedly.

Mayor Fanelli noted that the agreement had been approved and the funds appropriated on
the basis that the money would be recovered at a later date as stated in the staff
report.
Since the hour of 8:00 pmu had not yet been reached, Mayor Fanelli proceeded to items
following public hearings on the agenda.

Mayor Fanelli requested that the issue be agendized for the next available study
session or regular meeting where there was space.

Mayor Fanelli then proceeded to public hearings.
V. PUBLIC HEARINGS - 8:00 pm~ or earlier
/~ Consideration of Draft Housing Element and Environmental Impact Report
Mayor Fanelli e lained that this item had been noticed as a public hearing in
accordance with t~e Council's schedule as originally developed. The Council had later
changed the schedule, but it was nevertheless necessary to open the public hearing

which had been noticed.
The public hearing was opened at 8:05 pmu No one appeared to speak. The public
hearing was continued to the n~eting of May 2.
Mayor Fanelli then proceeded to items following those already covered on the agenda.
VI. NEW BUSINESS (continued)
C. New Business frcn Councilmembers
Callon brought up proposed State legislation to create a central financing agency
which could assist cities in certain deferred maintenen~e projects. City Manage
explained that the funds provided by the agency would eventually need to be repaid by
the City. Councilmember Callon suggested that staff remain in touch with the progress
of the bill and send a letter to the Legislature if it does not seem to be addressing
the needs of the cities.
Mallory stated he had attended a recent meeting of the Parks and Recreation Cc~nission
at which the median landscape plan had been discussed. He felt the Commission might
request a study session with the Council on the matter.
Clevenger reported that she had received cu~olaints frccn neighbors concerning the KEZR
Focl's Parade race run on 4/1. She felt the race should not have been approved for a
residential neighborhood and that, in the future, races should be run in different
areas. She also reported that she had discussed Mr. Gleunon's letter concerning the
establishment of the Hakone Foundation with the Parks and Recreation Cu,~,~ssion. The
Ccr~nission wished to discuss the matter further with Mr. Toppel of the City Attorney's
Office and Mr. Glennon. Clevenger then reported that the City of Sunnyvale had
requested to be added to the Policy Advisory Board on Highway 85. Mayor Fanelli noted
that if the Board intended to expand end add construction in Mountain View and
Sunnyvale, membership for those cities might be appropriate, Consensus to direct City
Manager to send a letter to determine those facts so that the Council could make a
decision based on the reply. Councilmember Callon suggested that if the Environmental
Impact Report was to be expanded to include Sunnyvale it might be possible for
Sunnyvale to pay for that portion of the EIi~ Consensus to include that possibility
in the City Manager's letter.
Fenelli inquired about the proposed assessment ordinance, and City Manager replied
that a draft of the ordinance was to be ready for the next study session. The public
hearing could probably be held at the first meeting in May, he said. Fanelli then
suggested another newsletter be prepared to infonm the public of the status of the
ordinance after the Council made its decision. She also noted that the date of the
continued public hearing on the draft Housing Element appeared incorrectly on the
agenda as May 5 instead of May 2.
D. New Business from Staff, Administrative Reports not scheduled
City Manager reported that since the agenda was light, it might be appropriate to
consider the Sphere of Influence, which had been discussed previously but not brought
to a conclusion. Cemmmity Develo~nent Director explained issues, end Council
discussei Consensus to request additional information from the County and consider
Sphere of Influence along with Urban Service Areas at a study session. Councilmembers
requested that the previous staff report be resuhmitted to the Council.
City Manager then announced that one of the newly-appointed Ccr~unity Service
Officers, Terry Skow, had resigned; one of the previous applicants for the position
had been appointed to replace her. Councilember Mallory suggested that she be invited
to attend a study session to meet the Council.
VII. ADJOURNMENT
The Council was adjourned to closed session on litigation at 8:54 pm~
