D~,,;fey~ ~~-~o~ (adjourned from 8/1 meeting) Councilmembers Clevenger, Hlava, MDyles and Mayor Fanelli were present at 7:06 p.m. Councilmember Callon was absent. Bill Heiss rose to speak on behalf of his' client, Robert Dewey. He sta~ed that they had attenpted to relocate the house where it would be least visible by shifting it south as far as possible. He explained in' detail the locations of various lan~ak3rks, using slides and charts. Ku~t Andarson, architect for the project, submitted a revised plan showing the new location of the house. He believed the new 'location caused the house to apFear less massive, lc~er, and shorter in the view line. Mr. Heiss noted that the Panning CommisSion had stipulated that the landscaping design should return to then rather than being reviewed by staff. Russell Crowther spoke as the appellant. He sut~nitted a letter frc~ Sandy Santoriello objecting to the new site .on grounds similar to his objections to the original site. Mr. Crowther felt the house should have been changed in design and moved to a previously-approved pad. He also stated that one of the Planning' CommisSioners voting on the issue had not been s~orn in. Mayor Fanelli noted that the new Planning CuLu~lissioner had indeed been officially sworn in before the meeting by the Deputy City Clerk; she had again been sworn in at a later meeting of the City Council purely as a cerenonial matter. The public hearing was closed at' 7:35 p.m. Councilmenbets discussed issues. Councilmember Clevenger. felt the house extended significantly above the .ridge line and would be visible. The p~se of design review, she-said; is'to review how proposed hc~es would affect the neighbors, and she felt the =beuse would have great impact and would not fit in as well as some others in the area. Councilmember Moyles felt the applicant had addressed his concerns, and the house projected only a reesenable height above the ridge line. Councilmember Hlava said she had not felt the proposed home was intrusive to begin'with, and she was concerned about the amount of grading necessary for the revised design, since it might cause an erosion problen. Councilmember Fanelli felt the landscaping should be subject to Planning cu~a~asSion review rather than staff review. HLAVA/FAN~r.T.I MDVED TO D~NY APPEAL AND APPROVE DESI(I~ REVLBW A-958 PER THE STAFF REPORT AS REV/~:~:,~ 5/15/84 AND W~'f~ THE ADDED CONDITION THAT THE LANDSCAPE PLAN BE APPROVED BY THE PLANNING COMMISSION AS OPtOSED TO THE PERMIT REVIEW DMSION.
