SARATOGA CITY COUNCIL

Council Present: Mayor Hlava, Vice Mayor Anderson, Councilwoman Clevenger,
Councilman Moyles, Councilman Peterson
Commissioners Present: Planning Commissioner Burger, Parks and Recreation
Commissioner Saunders, Library Commissioner Kanemura, Public Safety
Commissioner Mulford, Heritage Preservation Commissioner Landsness, Finance
Adv/sory Committee Member de Car/on (arrived at 7:30 p.m.)
Mayor Hlava called the meeting to order at 6:57 p.m. The Mayor requested each
commission representative to share with the Council and others their body's
goals, programs and recent accomplishments.
Commissioner Mulford highlighted the work of the Public Safety Commission as
fol lows:
--Neighborhood Watch. Stronger support being given by the Commission.
Eleven neighborhoods now certified covering about 1800 homes. Four more
neighborhoods are in process.
--Institution of periodic reporting to the Commission by the safety
services. Summary of these reports is passed on to the City Council
through Commission minutes.
--A strong response to the party problem is having positive results.
--The Safety Services Appreciation picnic in August was attended by more
than 100 people. Plans are to repeat the event next year.
--The public safety booklet is in the final stages of production and will be
ready for final approval by the City Council shortly.
Commissioner Saunders highlighted the work of the Parks and Recreation
Co.m{ssion as follows:
--Congress Springs Park is in final stages of completion. The dedication
ceremony is set for October 11, 1986. Bids are out for the parking lot
under the power lines and should be done soon after the park opens.
--Restroom building at E1 Quito park is c(xnpleted.
--The Commission is studying the recreational use of current school
facilities.
--A new objective is to attempt to expand after school sports through the
school district recreation programs beck into Saratoga's schools.
--The next park priority is further development of Kevin Moran Park.
--Median project on Saratoga-Sunnyvale Road is being held up by CalTrans
review process. Need to get review completed since contract has been
awarded.
--Commissioner Ward has been assigned newsletter liaison duties for the
Cennission.
Commissioner Kanemura highlighted the work of the Library Commission as
follows:
--Agreement for the County to fund library system overhead out of general
County funds.
--Maintaining good communications with the Council, community groups and the
County Library Commission.
--Initiated joint meetings with other library commissions on a community-
wide besis.
--Continued work, as necessary, with the Finance Advisory Committee on
library funding and organization.
Commissioner Landsness highlighted the work of the Heritage Preservation
C~u~dssion as follows:
--Conducted the historic homes tour again this year, but it was not a
financial success, mainly because of insurance problems. It will probebly
not be done again next year.
--Work is being completed on an update of the heritage resources of the City
so a comprehensive, accurate book can be created.
--Eight bronze plaques are being created for the currently officially
declared heritage resources in the City.
--The Commission continues to be concerned about the potential loss of the
Warner Hutton House. A foundation needs to be created to endow the house
for proper upkeep, and a good site location needs to be agreed upon and
supported by the City.
--Working with the Planning Commission to develop a bed and breakfast
ordinance.
-- --Working on the creation of an historic district in the City.
Cu~nissioner Burger highlighted the work of the Planning Cu~aission as follows:
--Working with the Heritage Preservation Commission on mutual interest
issues such as Bed and Breakfast, Historic District, and planning and
resource designation coordination..

--Revision on how the City approaches residential design review.
--Planning retreat with staff for January.
--Working on increased support for staff through better interaction between
staff and commission.
--Requested item in future newsletter on the role and function of the
Cu~nission,
Committee Member de Carion highlighted the work of the Finance Advisory
Cfmmittee as follows:
--Major work on library funding study. Will continue to work with the
Library Cxmmissionion on this as required.
--Cox Avenue Property. Completed report to City Council. Reviewed offer on
property and made recommendation. After Council receives report on
development options, will be prepared to provide further analysis and
advice.
--Completed review of investment policy of City and sent letter of
recommendation to the City Council which was adopted by Council.
The Mayor asked for each group to establish a newsletter liaison person as
Parks and Recreation Commission has done and to transmit any newsletter article
ideas to the City Manager's assistant, Carolyn King.
The Commission chairs who participated in the policy development process this
year agreed that it was well done and should be repeated.
