HomeMy WebLinkAbout11-12-1986 City Council Minutes TIME: Tuesday, November 12, 1986 PLACE: Community Center Meeting Room, 19655 Allendale Avenue TYPE: Committee of the Whole - Joint Meeting with Parks and Recreation Commission The meeting was called to order at 7:05 p.m. Roll Call: Councilmembers Anderson, Moyles, Peterson and Mayor Hlava were present; Commissioners Clemens, Franklin, Pierce, Saunders, and Ward were present; Counclmember Clevenger and Commissioners Pakula and Vallone were absent. Councilmember Anderson missed discussion of it~m.~ 4, 6, and 7. 1. Blaney Plaza Banner Policy - After extensive discussion the City Council determied to leave the current policy in place. Concern was expressed that banners not be used to carry religious messages. 2. Plaque for Congress Springs Park - Council agreed that a recognition plaque should be placed in the Park. The Commission was asked to prepare a proposed model of the plaque for the Council to review. 3. Dogs in Parks - The Commission suggested that the only effective way to deal with the dog problem seemed to be to prohibit them entirely. The Council agreed that if that is what the Commission felt would be its recommendation, the City Council would be prepared to act favorably when it came before them officially. 4. Recreation Staffing at Commission Meetings - The City Manager was directed to change the Commission's staffing to allow the Recreation Superintendent to attend Recreation and parks Commission meetings without having to staff two Commissions. It was agreed that the City Manager's Administrative Assistant would be asked to take on the assignment of staffing the Library Commission, beginning with the first of the year. 5. Warner Hutton House - The commission expressed its serious concern and opposition over having the house placed in the Central Park area when the area has never been master planned as yet. 6. Park Msster Development Priorities - The Council agreed with the Commission's next two priorities: 1) Completion of the upgrading of E1 Quito Park; 2) Master planning and redevelopment of Keyin Moran Park. The upcoming Capital Improvement Frogram will detail how these can be accomplished. 7. Lights on Tennis Courts at Congress Springs Park - The Council indicated it was not interested in pursuing this matter at the present time.
