HomeMy WebLinkAbout01-27-1987 City Council Minutes INFORMAL MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, January 27, 1987 - 7:30 p.m. PLACE: Community Center MeetingRoen, 19655 Allendale Avenue TYPE: Committee of theWhole/Joint Meeting with Heritage Preservation Commission Roll Call: Councilmembers Anderson, Clevenger, Moyles and Mayor Hlava present; Councilmember Peterson absent. Commissioners Ansnes, Cameron, Held, Koepernik, Landshess, Tyrrell, and Voester present. City Manager Peacock and Planner Young present. 1. General discussion by commissioners of their perception of role of the Commission and perception on the pert of the Council. Idea of coordination of resource inventory with building permit process wasdiscussed. Ditto with planning permit process. The general purpose of the Commission was stated as being advocate for heritage preservation. 2. The role of the Commissionvis-a-vis the Planning Commission was discussed in relatidqto applications involving identified heritage resources. The thrust of the discussion was that the Commission's role was one of review and advising the Planning Commission or staff, as the case maybe depending on the nature of an application, on conditions which should be considered to preseve the resource within the context of good planning and zoning policy, but final decisions would not rest with the Heritage Preservation Commission as this would bifurcate lend use procedure regulation. 3. Incentives for preservation were discussed briefly. Relaxing building codes cannot be seriously considered, but possible adoption of other codes such as the housing code or other should be investigated by the Commission and findings reported to the City Council. Relaxing zoning standards was also discussed briefly with reference to the proposed bed end breakfast ordinance to be heard by the Council on March 4, 1987, and the parking variance sought for the Nardie Home in the Village. The Council explained that many factors besides heritage preservation must enter into such decisions at the policy level, which creates the need for reviewing such matters on almost a case-by- case basis. 4. Discussion turned to the status of the Heritage Resources Inventory. It was agreed that the Commssion should complete the inventory in as timely a fashion as possible and at the same time develop proposals for ways to preserve all of the resources on the inventory, including, but not limited to, mandatory review of any proposals to demolish, modify or add onto them. 5. The Warner Hutton House was discussed briefly. Staff is to keep the Commission updated on progress on relocation and submit plans on site development, etc. for their review.
