The City Clerk noted that the agenda for the meeting had been posted on February 20 as required by law. 1. Discussion of T2000 Final Draft Report The Council revlewed the final draft report on Transportation 2000 prepared by the County Transportation Commission with Jim Lightbody, the project manager. At the conclusion of the discussion the Council authorized the Mayor to forward a letter to the T2000 project chair, Supervisor Wilson, containing the City's comments on the draft final plan. 2. Traffic Authority Meeting of February 25, 1987 Councilman Moyles noted that this special meeting was noticed too late to place it on the posted agenda for discussion, but he would like to bring it up at this time. There was no objection. Councilman Moyles asked for agreement for the Mayor to address the Traffic Authority at its February 25, 1987, meeting to convey the City's position on the Draft Strategic Plan and to support the funding allocation proposed in the plan. There was no objection. 3. Recycling Survey The City Manager indicated Councilman Moyles had raised some questions about the proposed newsletter article and survey which he had been unable to discuss with the City Manager prior to the posting of the agenda because the City Manager had been out of the City at a conference and he would seek permission for Council to review the article and survey instrument now since the newsletter was due to the printer tomorrow; There was no objection. After discussion among the Council it was agreed to include the article and the survey in the March newsletter. The City Manager was directed to edit both the article and the survey to make them simpler and more to the point and to convey a neutral position on recycling since the purpose of the survey was to acquire information for the Council to make a decision on recycling, not try to sell an already established position. The meeting was adjourned at 9:28 p.m. Respectfully sul~nitted, ity Clerk
