ROLL CALL: Mayor Peterson, Councilmembers, Anderson, Clevenger, Hlava, Moyles present at 7:00 P.M. 2. CEREMONIAL ITEMS: Mayor Peterson presented a plaque honoring outgoing Mayor Hlava and noted the productiveness of the Council under her leadership; Councilmember Hlava thanked the Council and expressed the hope that the best possible Route 85 agreement for the City would be reached under Mayor Peterson's direction. Councilmember Clevenger commended Councilmember Hlava on her representation of the City at a recent meeting on Route 85. Mayor Peterson noted the singular honor of serving as Mayor and expressed his appreciation - for the opportunity to be of service to the Council, Commissions and citizens of Saratoga. 3. ROUTINE MATTERS A. Approval of Minutes of June 17, 1987. CLEVENGER/HLAVA MOVED APPROVAL OF THE MINUTES OF JUNE 17, 1987, AS SUBMITTED. Passed 5-0. B. Approval of Warrant List: CLEVENGER/MOYLES MOVED APPROVAL OF THE WARRANT LIST. Passed 5-0. C. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on June 26, 1987. 4. CONSENT CALENDAR - OTHER ITEMS: A. Planning Commission Actions, June 24, 1987, - Noted and filed. ' B. LibraryCommission Action Minutes, June 24, 1987, - Noted and filed. C. Cable Television Policy Access Board Minutes, June 23, 1987, - Noted and filed. D. Resolution 2431 commending Lois Thomas as Saratoga Community Library Supervisor E. Resolution 2432 commending Darts Callans as Finance Committee Member and Planning Commissioner. F. Resolution 2433 upholding Decision of Planning Commission revoking Second Unit Use permit in Appeal of C. Bolander heard June 17, 1987; G. MEETING OF THE CITY COUNCIL ~ _~Pfige 2 JULY 1, 1987 * ~ CONSENT CALENDAR Continued Councilmember Hlava questioned the placement of the entire reserve capital in L'.A~.I.F. and suggested diversification of these funds; the City Manager stated that the City was in the process of doing such. CONSENT CALENDAR II - CLAIMS i) 'Claim submitted by Vavrus (child allegedly cut serf on glass in park area) HLAVA/MOYLES MOVED TO DENY CLAIM SUBMITTED BY VAVRUS. Passed 5-0. :':' 5. COMMUNICATIONS FROM COMMISSIONS AND THE PUBLIC: A. Oral Communications from the Public and Commissions Ms. Susan Reichs, Representative, Quito Rd. Citizens Coalition, presented a formal statement and a petition signed by 3800 individuals opposing the proposed Highway 85 Quito Rd. interchange. Ms. Marilyn Kanemura, Chairwoman, Saratoga Library Commission, reported that: Applicm~ts for Community Library Supervisor position were being interviewed Thanked the Council for the continued financial support for Sunday library services and presented demographics showing the use of the library services on Sundays List of gifts received by Saratoga Library between January 1- June 30, 1987 Thanked Administrative Assistant King for the Wish List incorporated into the City News Leuer which had resulted in the donation of three personal computers for use by the Library. Mayor Peterson will send a letter of appreciation for this gift. :. - t~lister. Smith, 19768 Solana Dr., objecting to provisions of false alarm ordinance. Councilmember Hlava requested that the final sentence of the draft response be omitted. Consensus reached that letter of reply be sent with deletion of the f'mal sentence. .2)James and Shirley Gregory, 276 Old Adobe Rd., Los Gatos, CA, 95030, mqnesting reconsideration of denial of variance PETERSON/ANDERSON MOVED TO RECONSIDER DENIAL OF V-86-OO5, GREGORY Passed 3-2, Councilmembers Hlava, Moyles opposed. 6. OLD BUSINESS A. Report tm Results of Recycling Survey Councilmembers Clevenger and Anderson commended Community Services Officer Argow on the Report submitted; Councilmember Anderson noted the objections of mspondents to pay for a pick UP by the City when in fact, citizens were voluntarily recycling items to the benefit of various charitable groups. MEETING OF THE CITY-COUNCIL Page JULY 1, 1987 OLD BUSINESS Cdntinued Mayor Peterson suggested a study' session to consider the Report on Results of R~cycling Survey further; Councilmember H]ava requested information on alternative resources available, experiences of other cities and cost estimates. Mr. Argow provided information on the curb side recycling program ~ncl .noted the .Icm Councilmember Moyles asked Staff tO address the following at the study session: Evidence showing any sigr~ificant extension of the life of a landill 1 Infbrmation on variables and issues involved, listed in orde~ of knportance Councilmember Anderson noted the possibility that there Were insufficient recycling plants to process materials and suggested the consideration that the role of cities was to pass legislation encouraging the building of additional plants. Study Session to be held September 8, 1987. 7. NEW BUSINESS - - A. Transmittal of Library Commission Feasibility Study for City Operation of Community Library Consensus reached that a note of appreciation be sent to the Library Commission for the information; Feasibility Study to be filed for future reference. B. Pavement Management Study The City Manager provided information on the Pavement Mgnagement Study, June 26, 1987, and answered questions addressed by Councilmembers Clevenger and Hlava. Councilmember Moyles thanked Staff for the timely preparation of this report and noted that recommendations for appropriate Changes increased the confidence of the public in City government; he added that the economy of the program was in long range, continuous pavement management. HLAVA/CLEVENGER MOVED TO ACCEPT REPORT, DIRECT PROPOSED PROGRAM BE IMPLEMENTED THROUGH THE BUDGET PROCESS IN FUTURE YEARS. Passed 5-0. 8. PUBLIC HEARINGS - None. 9. CITY COUNCIL ITEMS: A. Reports from Individual Councilmembers 1) Use of Commissioners titles to advertise and/or promote private business enterprises Councilmember Hlava noted the recent advertisement for a book by one of the City's Commissioners which utilized his title in the advertisement and asked the Council to consider this practice. 2) Enforcement of current ordinances - Hlava 3) Residential lighting regulations - Hlava 4) Parking vehicles on lawns and not in driveways - Hlava Councilmember Hlava noted that while regulations may exist on the above items, there were no prescribed ways to enforce or abate these situations; incidents were cited. She added that the placement of signs in residential neighborhoods had no procedures for abatement. MEETING OF THE CITY COUNCIL -' Page 4 JULY 1, 1987 CITY COUNCIL ITEMS Continued The City Attorney stated that the Planning Commission had already initiated consideration of the residential ilghting regulations; he suggested that with regard to signage, the Maintenance Department could be. authorized to remove these signs. City Attorney responded that the City did not have a regulation addressing currently licensed:: ' cars parked on front lawns. Councilmember Anderson noted violations of owners who allow their pets to run loose ' in Saratoga parks and on school sites; she asked for increased enforcement of this item. - Councilmember Clevenger noted complaints received from individuals who were having sewers installed in the areas of Mellowood and Saratoga Glen; proposed assessments are 33% higher than previously estimated. She noted her concern and added that in situations such as this, the Sanitation District should consider having to pay the difference. This issue will be further considered by the District. Councilmember Moyles noted the recent article in San Jose Mercury News concerning salaries of Santa Clara County officials, particularly salaries of public officials; he noted that those ,with six figure incomes were not taking any symbolic reduction in pay in a time of restricted budgets.
