JOINT I~j~I'ING OF CITY COUNCIL - HAKONE FOUNDATION BOARD
The meeting was called to order at 7:30 p.m. by Mayor Peterson. Councilmembers
Anderson, Clevenger, Hlava, Moyles and Mayor Peterson were present. Board
members Glennon, Kv~mme and Yamate were present.
Mr. Gleanon, Board Chairman, reported on the activity of the Board during the
past year and distributed a written annual report and financial statements
through June 1987 prepared by Mr. Yamate.
Council and the beard discussed the potential sale of the Nelson Trust property
in Saratoga and the possible connection of such a sale with a grant to the
Foundation for endowment purposes or for a continuing support grant from the
Trust.
Council discussed the possibility of a joint City Councils donation from
Saratoga and Muko of approximately $70 each and the fact that the City Council
is awaiting confirmation of such an arrangement from the Muko City Council.
Nr. Yamate discussed the handling of the PRX lawsuit as a liability as shown in
the financial statements.
Mr. Glennon discussed the status of a $50,000 grant application pending before
the Valley Foundation and the hope that once additional information is provided
to the Valley Foundation that a positive decision will be made by the
Foundation in the next few months. Grant funds will be used to organize the
major fund raising campaign needed to secure between $3 million and $5 million
to accomplish the Master Plan improvements for Hakone Gardens.
Council, the Board, and Mr. Parkinson of the Bamboo Society discussed the
upcoming construction of the bamboo garden at Hakone scheduled to begin in
August. Mr. Glennon indicated that the Foundation has sufficient funds to
undertake the work but that did not preclude attempting to secure other support
to supplement the work effort. It was requested that City forces and equipment
be used to accomplish preliminary grading at the site before construction
begins on August 20, 1987.
Vice Mayor Anderson suggested that the time to begin organizing a constituency
and support group for fund raising should be started soon rather than waiting
for the retention of a fund raising consultant as a way of saving both time and
money. Councilwoman Clevenger and Mr. Kvamme agreed that the current state of
international relations was such that the opportunity for major contribution
from Japanese corporations was high and would get higher in the months ahead,
so time was an important factor.
Councilwoman Hlava stressed the need to establish priorities for development so
everyone would know what is to be done first, second, etc. in order to have
funds ~plied in the most effective manner. Mr. Glennon indicated that
sometimes that just was not possible, given the availability of funds from
grants which often are restricted. He cited the bamboo garden project as just
such an example. Councilwoman Hlava also stressed the need to develop an
organizational master plan to facilitiate project construction and financial
support gathering.
Fir. Glennon talked about amending the lease agreement between the Foundation
and the City as proposed in the annual report. The City Manager reminded the
group that the lease had never bean executed, and to sign the lease without the
Foundation having the financial ability to maintain the Gardens and indemnify
and insure the City would probably create more problems than it would solve.
Councilman Moyles suggested to improve communications that an ad hoc working
group be formed to coordinate the development of the bamboo garden and that
the effectiveness of such an arrangement could then be evaluated after the
project was done. It was agreed to follow up with such an approach and a group
~onsisting of Mr. Yamate, Mr. Moyles, Mr. Parkinson and~lr. Enriquez was
volunteered.
