Commissioners Fran Franklin, John Saunders, Terence Ward, and ~rk Pierce were present. Staff members Harry Peacock, Dan Trinidad, and Joan Pisani were present. The Mayor called the meeting to order at 7:40 p.m. 1. Trails and Pathways Master Plan - After extensive discussion on this topic amongst the Council, the Commissioners, staff and residents of the City it was concluded that: a. The 1976 Master Plan had been a valuable docLunent, but that implementation left much to be desired. b. Dedication for new trails have been required over the past eleven years, but actual develoment of the easements has been inconsistent, to say the least. c. City should insure that trail dedications and developments which are part of subdivisions are completed in a timely fashion. Allowing improvements to be bonded may be inadequate protection. d. Trails are being developedwhich don't connect to anything. e. Staff to immediately map all dedications and examine for compliance, taking corrective action as required. f. Enlist resident assistance in identifying trail probl~n~. g. Once mapping is completed, Commission to take up task of updating the Master Plan for inclusion in the update of the General Plan Circulation Element. 2. Community Gardens at Azule Park - The Commission reported on its efforts to have proponents and neighbors work out differences before the Commission finals its recommendations to the Council. Both Commission and Council expressed significant reservations concerning abandonment of the concept of developing Azule Park as a neighborhood park for the Blue Hills area of the City. 3. Teen Programming - Staff was authorized to continue planning for various teen oriented day trip activities and were encouraged to continue to work on programs and events that teens themselves are willing to endorse through direct involvement in planning and implementation. 4. Park Revenue - RevenUes from various park fees and rentals were reviewed by staff. It was agreed that staff should look at recommendingnew rates for park use to be reviewed by the Commission in the next few months. 5. Group Picnic Area at Congress Springs Park - The Council agreed conceptually that a group picnic area should be considered at the Park. The Commission estimates a cost of about $12,000. It was agreed this should be put into the five year Capital Improvement Budget. 6. Men's Summer Softball League - A second softball league for S,.~mer 1988 was approved. Nowever, the extreme level of activity and progremming at Wildwood, Congress Springs and E1 Quito Parks prompted discussion about the future expansion of Kevin Moran into its entire 10+acre area and the possibility of upcoming State Park Bond ballot means. Taken together it was requested that staff look into baginning design work on the park in 1988. The meeting was adjourned at 9:30 p.m. ~spectfully submitted, City Clerk
